About this file
This is a Performance Work Statement (PWS) for a mobile License Plate Recognition (LPR) surveillance system at Riverside National Cemetery in Riverside, California. The Department of Veterans Affairs National Cemetery Administration seeks a vendor-hosted, cloud-based LPR platform with ten (10) fully mobile, self-contained camera trailer units that operate independently of government infrastructure. The system must identify vehicles by license plate, make, model, color, and distinguishing features; provide real-time automated alerts for law enforcement databases and user-defined "Hot Lists" via mobile app, email, and SMS; support geospatial search capabilities and repeat-visit identification; and enable secure data sharing with local, county, and regional law enforcement agencies. Each trailer must be solar-powered with battery backup, cellular connectivity (LTE or better), capable of capturing vehicles traveling 0-60 MPH from 40-70 feet away covering minimum two lanes, and operate effectively in daylight and low-light conditions with high-resolution imaging suitable for license plate and vehicle characteristic identification.
Installation and deployment must be performed by qualified, manufacturer-certified technicians with an approved Installation Plan submitted prior to deployment. The system requires compliance with FBI Criminal Justice Information Services (CJIS) Security Policy, California Department of Justice and CLETS requirements, multi-factor authentication, role-based access control, and federal records management per 44 U.S.C. 3301. The contractor must provide ten user accounts, 24/7 system access with technical support during normal business hours minimum, initial training (in-person or virtual) with user guides, monthly performance reports, and maintain 95% system uptime. The contract consists of a twelve-month Base Year plus four one-year option periods, with acceptance occurring upon successful installation, demonstrated operational capability, verified remote access, and Contracting Officer Representative inspection and approval. The vendor must maintain valid California business licenses and any required local permits for equipment installation and trailer deployment.
