The contractor shall assess approximately 1,500 pieces of equipment across WR-ALC facilities to determine which require LOTO procedures and provide a master list identifying equipment needing procedures with asset identification numbers, descriptions, model numbers, building locations, and responsible groups. The contractor must develop LOTO procedures in editable, searchable PDF format for each identified piece of equipment, complying with 29 CFR §1910.147, 29 CFR §1910.333, NFPA 70E, DAFMAN 91-203 Chapter 21, ISO 14118, and ANSI/ASSP Z244.1-2024. Procedures shall follow a standardized format similar to provided examples, be printable on 11x17 landscape paper, limited to two pages when possible, and named using the format "Asset Identification Number – Short Descriptor." The contractor must coordinate with government Points of Contact to identify authorized skill sets for performing LOTO procedures on each equipment and obtain their review and approval of the first five developed procedures before proceeding with the full scope. The contractor shall print and affix durable labeling for isolation/control points using standardized government-consistent approaches and provide camera equipment for procedure photographs. Equipment inaccessible during performance shall be reported within 48 hours of access request.

Deliverables include: a master equipment list (CDRL A001), LOTO procedures (CDRL A002), a management plan within 14 calendar days of award (CDRL A003), EMS training documentation (CDRL A004), EnMS training documentation (CDRL A005), a contractor safety plan within 10 calendar days of award (CDRL A006), and accident/incident reports (CDRL A007). Contractor shall deliver procedures monthly via DoD SAFE website in batches of 50-100 procedures. The contractor must maintain ISO 9001 certification throughout contract performance, designate a Program Manager within five business days of award, and conduct a kick-off meeting within ten business days. Work shall be performed onsite at Robins AFB in multiple buildings with standard hours of 7:00 a.m. to 4:00 p.m. EST, Monday through Friday, with government flexibility to adjust hours based on workload. The PWS includes extensive security requirements, environmental management system awareness training, energy management system training, contractor safety program standards, mishap notification procedures, and compliance with federal affirmative procurement, ozone-depleting substance elimination, and supply chain risk management requirements.

12 August 2026

1.0 DESCRIPTION OF SERVICES. The Contractor shall provide all materials, parts, travel, equipment, vehicles, tools, training, and labor necessary to provide hazardous energy control/Lockout Tagout (LOTO) procedures covering multiple pieces of equipment for the Warner Robins Air Logistics Complex (WR-ALC) Safety (SE) office at Robins Air Force Base (AFB), Georgia.

1.1 Equipment Assessment. The Contractor shall assess approximately 1500 pieces of equipment (Appendix 3) across various WR-ALC facilities to determine which requirement LOTO procedures and which do not. After assessing all the equipment, the Contractor shall provide SE with a master list of equipment requiring LOTO procedures. This list will include, at a minimum, asset identification numbers, description, model numbers, building location number, and responsible Group (i.e.

AMXG, CMXG, MXSG). An explanation will be provided for any items identified as not requiring a LOTO procedure. (CDRL A001, DI-ADMN-80447A/T, Contract Summary Report)

1.2 LOTO Procedure Development. The Contractor shall use the master list to develop

LOTO procedures for each piece of equipment identified. The procedures shall be created using electronic portable document file (PDF) formats that are editable and searchable by the SE office. The Contractor shall coordinate with the Government Points of Contact (POCs) identified in paragraph 4.1 of this PWS to verify software compatibility with Air Force cybersecurity guidelines. (CDRL A002, DI-SAFT- 80102D/T, Safety Assessment Report)

1.2.1 The LOTO procedures shall comply with the following regulations:

1.2.1.1 29 Code of Federal Regulation (CFR) § 1910.147 - Occupational

Safety and Health Standards, The control of hazardous energy (lockout/tagout)

1.2.1.2 29 CFR § 1910.333 - Occupational Safety and Health Standards, Selection and use of work practices

1.2.1.3 National Fire Protection Association (NFPA) 70E, Standard for Electrical Safety in the Workplace

1.2.1.4 Department of the Air Force Manual 91-203 (DAFMAN 91-203), Department of the Air Force Occupational Safety, Fire, and Health Standards, Chapter 21, Hazardous Energy Control

1.2.1.5 International Organization of Standardization (ISO) 14118, Safety of Machinery — Prevention of Unexpected Start-Up

1.2.1.6 American National Standards Institute/American Society of Safety Professionals (ANSI/ASSP) Z244.1-2024, The Control of Hazardous

— Lockout, Tagout, and Alternative Methods

1.2.2 The Contractor shall develop the LOTO procedures in a format similar to the example provided in Appendices 1 and 2 of this PWS.

1.2.2.1 The Contractor shall work with Government POCs to identify Group personnel capable of identifying any/all skill sets authorized to perform LOTO procedures on each piece of equipment. The Group personnel shall assist in specifying the title and series of each skill as it is detailed in the Office of Personnel Management (OPM) Handbook of Occupational Groups and Families. Series title shall be listed as the “doer” role (e.g. “plumber”, instead of “plumbing”; “pipefitter”, instead of “pipefitting”).

1.2.2.2 All LOTO procedures shall be developed as consistently as possible with the example provided in Appendix 2. Procedures shall be printable in landscape format on 11 x 17 paper with loss of readability.

Whenever possible, procedures should be limited to two pages (to include pictures). Each LOTO procedure will be named/saved in the following format: Asset Identification Number – Short Descriptor (i.e.

WR01234 – Lathe).

1.2.2.3 The Contractor shall work with the Government POCs to identify the first five LOTO procedures to be developed. Once created, prior to moving forward with work, the government will be given the opportunity to review and critique these initial five procedures. The Government POCs and the Contract will work together on any changes/amendments.

1.2.2.4 If machinery or equipment for which a LOTO procedure is to be written is not made accessible to the Contractor during the period of performance of the contract, the Contractor is not expected to create procedures for that equipment. However, the Contractor will identify to the Government POCs any equipment that has not been made accessible within 48 hours of a request for access.

1.2.2.5 The Contractor shall provide its own camera equipment for taking the pictures to be included with the LOTO procedures.

1.3 Isolation/Control Points Labeling. The Contractor shall print and affix any needed labeling for isolation/control points using durable and permanent material using a standardized approach consistent with government labeling.
