About this file

This Performance Work Statement (PWS) details requirements for the Wildland Fire Learning Management System (WFLMS) Software as a Service (SaaS) for the Department of the Interior's Office of Wildland Fire. The procurement seeks a comprehensive solution to host, operate, and maintain a learning management system supporting approximately 220,000 user accounts with 90,000 active users across wildland fire management organizations. The base contract is for 12 months with two 12-month option periods, starting 1/5/2026, and will be delivered through three key tasks: LMS Application and Platform Hosting Services (using Amazon Web Services GovCloud), Migration Support, and LMS Operations and Maintenance Support.

The system must support critical functions including training course management, user registration, online content hosting, training evaluations, and reporting metrics. Specific requirements include developing a Wildland Firefighter Apprenticeship Program tracking solution, creating API integrations with the Integrated Reporting of Wildfire Information (IRWIN) application, and maintaining robust security compliance with FISMA, NIST, and DOI standards. The contractor must provide project management, subject matter expert support, and software engineering services, with weekly consultation meetings, virtual training sessions, and comprehensive security documentation.
