DRAFT Performance Work Statement (PWS) Photography of Fine Art Collection National Museum of the Marine Corps (NMMC)

1. Background The National Museum of the Marine Corps (NMMC) acquires, stores, preserves and exhibits the material history to include fine art of the Marine Corps from 1775 to the present. In addition, the NMMC educates Marines on their traditions through exhibitions, supports the efforts of the Marine Corps command museums, as well as serves as a source of information for Marines, veterans, the academic community, and the public. As part of its mission, the NMMC is tasked with collections stewardship responsibilities to provide professional expertise for all museum artifacts and works of art within the collection located throughout all Marine Corps facilities.

The NMMC art collection includes fine art to include sculpture and prints representing over two (2) centuries of mainly eye-witness accounts of the Marines in battle, enduring the anguish, routine, boredom, and peril that are the Marines. The paintings in the collection range in age from the early 19th century to the present day. The collection consists of over 13,000 paintings, prints, and sculptures.

Much of the collection includes works on paper and stretched canvas. Other works are painted on wood, metal, masonite, and other substrates. The collection also includes period lithographs, prints, sculptures and other two (2) dimensional works requiring special handling due to their fragility and composition. There are approximately fifty (50) sculptures with patinas that range from very glossy to dull. The condition of the artwork ranges from pristine to very fragile.

1. Scope This requirement is for professional fine art photography, scanning of 4” x 5” transparencies, and the creation of reproductions of original paintings, drawings, and sketches. Most of the fine art and prints are on paper and/or illustration board. Others are painted metal, wood, and other substrates. Some of the fine art is framed with plexiglass or glass that cannot be de-framed at this moment and will require photography through the glazing. The condition of the fine art and prints range from pristine to very fragile. The scope of this requirement is to professionally photograph the fine art and print collection and/or scan transparencies for use as a master digital archival record, to support research requirements, requests for reproductions, and to create professional fine art reproductions on fine art paper(s) and/or canvas.

The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for this requirement with a 5-year ordering period during which individual Task Orders may be issued/awarded under the master IDIQ contract. The Contractor shall perform services as identified in each Task Order.

1. Performance Requirements

2. Tasks

0. Intake Meeting and Site Visit to NMMC Museum Support Facility (MSF) The contractor shall be available for an intake meeting within twenty-five (25) days of contract award to review a sampling of fine art, prints, and sculpture requiring photography and review workspace for photographing the collection. The intake meeting and review of collection and workspace may be completed in a single visit. Meeting and site visit will be coordinated directly with the Technical Point of Contact (TPOC) and take place at the NMMC Museum Support Facility (MSF).

0. Photography, Scanning of Transparencies, and Reproduction of Works of Art and Prints.

Photographic, scanning, and reproduction task orders under this contract may range from a single item to 100 hundred (100) items. Photographic sessions will be no more than two-days for any one project. Physical photographing sessions will be coordinated between the Contractor and TPOC. Printed reproduction projects are usually limited to 1-5 prints on fine art paper(s) and/or canvas. To minimize handling and reduce the risk of damaging fragile works of art, most photographic tasks will be performed at the MSF, and the Contractor must provide any equipment required to perform the requirements. The Contractor shall have the ability to photograph at other NMMC locations in Washington DC and the Northern Virginia area as necessary and in coordination with the TPOC.

No photographic or scanning efforts shall modify or harm Museum works of art, prints, or sculpture. The Contractor shall be able to identify the amount of space and time needed to complete task orders under this contract and provide the TPOC with potential options, as applicable, for completion of photography projects for review by the TPOC.

0. Digital Images

1. Unless otherwise specified by the TPOC, all digital images will be captured at 300dpi for output at 60” along the long dimension at a minimum size of 75 mb TIF file. 0. JPG – 20” @ 300 DPI

0. Low Resolution JPG – 5” @ 72 DPI

0. At the end of each task order jpegs and TIF file of each work of art will be provided to the TPOC via Dropbox within ten (10) days after the session. An external hard drive containing the above information of TIF and .JPEG file for each item scanned and/or photographed will provided at the end of each task order.

0. The Contractor must provide digital images of the works of art, prints, transparencies and sculpture photographed or scanned in their original form.

0. Reproductions, Printing and Digital Materials All print and digital materials shall be archival quality and museum grade, unless otherwise specified on any task order under this contract. The contractor shall provide a color Proof Print for each reproduction print, which shall be approved by the TPOC before the final reproductions/prints are produced unless the TPOC specifically advises the Contractor that proofs are not required. The type of print materials that shall be used are generally determined by the original support of the work of art. Original works on paper shall be reproduced on fine art paper unless otherwise specified by the TPOC.

0. Reproduction Printing Tasks Printing tasks may range in quantity from a single piece to more than ten (10). Any printing task under this contract shall have an identified period of performance for the task to be completed.

Given the individual nature of the requests from senior level offices in the Pentagon, Marine Corps Commands, and the Museum’s needs specific sizes are not known until the request is made. In most cases the original size of the work of art determines the size of the print made. This can range from 8” x 10” to 40” x 60”.

Contractor must be able to produce prints on fine art paper(s) and/or canvas.

0. Scheduling Photography Scheduling Photography tasks will involve a five (5) to ten (10) calendar day lead time before work begins. Specific lead times will generally be defined at the task order level. Tasks refer to a scheduled photography session as specified by an applicable task order under this contract to photograph works of art and/or prints.

0. The TPOC shall host initial progress meetings, generally in person or via telephone/teleconference call. Schedule, frequency, and duration are to be determined.

0. The final inspection and acceptance of digital images, reproductions, photo proof prints and any other materials shall take place upon completion of photography projects and will be accepted by the TPOC.

3. 2. In rare instances, the Contractor may be required to visit other Marine Corps facilities, as directed by the TPOC, to photograph works of art.
