About this file

This is a Performance Work Statement (PWS) for a home sales data online database service to support the U.S. Department of Housing and Urban Development's (HUD) Economic and Market Analysis Division (EMAD). The contract is estimated to run from September 26, 2026 through September 25, 2031, consisting of one 12-month base period and four 12-month option periods.

HUD seeks a dynamic real estate data and analytics database accessible 24 hours a day, seven days a week that provides home sales counts, average prices, and sales by price range data across multiple geographic levels (nation, state, metropolitan statistical area, county, and zip code) going back a minimum of 10 years. The database must support filtering by sale type (new, regular resale, REO, existing), structure type (single-family detached, attached, condominiums, duplexes, co-ops, mobile homes), owner and buyer types (non-owner occupied, owner occupied, cash, mortgage), and time periods (monthly, quarterly, annual). The contractor must provide up to 50 individual login accounts for HUD staff with unlimited data downloads, customizable reports downloadable in Excel formats (.csv or .xlsx), and transaction-level data including buyer name, seller name, property address, sale date, sale price, and lender information. The contractor shall designate a project manager to provide technical support, phone-accessible help desk assistance during business hours, initial user onboarding, and up to two annual virtual group trainings with capacity for 70 additional HUD staff. The contractor must submit periodic usage reports within three business days of request, notify the Contracting Officer's Representative prior to substantial database changes, resolve all HUD access requests within one business day, and maintain a Quality Control Plan addressing service quality standards. The single primary deliverable is continuous access to the online home sales data database updated at least twice monthly.

Vision Statement

To help HUD perform quality research, produce reports on housing markets in the nation, maintain accurate housing data, provide support to other HUD offices.

HUD’s field office economists are routinely responsible for providing evaluations of local housing market conditions to other Offices within HUD. In order to analyze a market in a timely and effective manner, the field economists need access to a variety of data sources, including data relating to sales markets. In addition, these data would be used in the Comprehensive Housing Market

Reports, Housing Market Profiles (HMPs) and Regional Narratives published by the Economic and Market Analysis Division (EMAD). .

1 General Information

1.1 Scope of Work

The Department of Housing and Urban Development (HUD), Economic and Market Analysis Division

(EMAD) is seeking a dynamic real estate data and analytics database that is adept at meeting the varied needs of multiple HUD staff engaged in housing market analysis. Services shall include providing EMAD staff and other HUD employees with online access to home sales data covering markets across the

United States, and providing a project manager who shall be responsible for assisting users with the database. Detailed descriptions of specific tasks are provided in Section 5 – Specific Tasks.

1.2 Background

Section 209 of the National Housing Act states the following: The Secretary shall request such statistical surveys and legal and economic studies as he shall deem useful to guide the development of housing and the creation of a sound mortgage market in the United States and shall publish from time to time the results of such surveys and studies.

HUD’s field economists gather and review a wide range of housing and macroeconomic data to analyze market conditions and assess the demand for additional housing. Easily accessible data of good quality is crucial in analyzing market conditions and to forecast demand. More recently, EMAD has analyzed local housing market conditions after natural disasters to assist policymakers with rebuilding efforts.

EMAD frequently provides market intelligence to other offices within HUD, such as the HUD-FHA Single

Family Housing Homeownership Center, Office of Public and Indian Housing, and Office of Community

Planning and Development, and to the field office and regional office directors. EMAD assists other federal agencies, such as the Department of Agriculture’s Rural Development Housing and Community

Facilities Program and the Department of Defense’s multifamily housing construction projects. Finally, HUD also publishes many of EMAD’s housing studies and reports to provide information to builders, lenders, developers, planners, economic development officials, real estate professionals, local

5 March 2026 government officials, academics, and the general public. EMAD publishes the results of its housing analyses in the quarterly U.S. Housing Market Conditions report, Housing Market Profiles (HMPs) and the individual Comprehensive Housing Market Analysis reports (comprehensives), posted on the HUD

User website (http://www.huduser.gov).

1.3 Constraints

1. The services identified in this PWS will adhere to the rules, regulations, laws, standards, and conventions identified by HUD as well as within the Federal Government.

2. HUD reserves the right to analyze the data collected and use it in HUD’s publications. In such circumstances, HUD will properly cite the Contractor as the data source.

3. All requests made by HUD and issues with access and/or lack of data/reports in the homes sales database are resolved within one business day.

1.4 Non-Personal Services

The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a policy, decision making or management nature, i.e., inherently Government functions. All decisions relative to programs supported by the Contactor shall be the sole responsibility of the Government.

Data must be accessible to users on personal computers and HUD-issued computers. Staff may work from home or in their assigned Regional or satellite office.

1.7 Hours of Operation

Access to data shall be furnished 24 hours a day, seven days a week because users are located across the country in different time zones and have flexible work schedules.

Government agencies will not be available during scheduled holidays, inclement weather, weekends, and after duty hours.

6 March 2026

Contractor of how the Government views the Contractor's performance or progress of the requirement. The Contractor will apprise the Government of problems, if any, being experienced.
