Key service requirements include: annual certification of every VHP unit validating operational efficacy and safety mechanisms; bi-annual preventive maintenance and cleaning conducted per the Original Equipment Manufacturer's current preventive maintenance checklist; and unscheduled emergency repairs as needed outside manufacturer-recommended maintenance. Deliverables include detailed field service reports, NIST-traceable calibration reports with pass/fail results, certification stickers affixed to equipment with date and technician signature, performance of maintenance reports, and assessment reports with quotes for unscheduled maintenance—all due within one week of service completion (or one week following service request for quotes). The contractor must develop and submit a Quality Control Plan within 10 days of contract award and a Work Plan within 20 days. All contractor employees require annual one-hour safety briefings, BTD visitor passes, and daily sign-in/out procedures. Part 1 General Information
1. General: This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S.
Government.
1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide annual certification, maintenance, and repair of Dugway Proving Ground CCDC’s Steris VHP-1000-ARD type vaporized hydrogen peroxide (VHP) machines.
1.2 Background: VHP equipment is necessary to decontaminate Biosafety Level 2 and 3 (BSL2 and BSL3) laboratories, chambers, sensitive electronics and other laboratory equipment. The equipment used in testing often needs to be de-contaminated during and after T&E. The methods used to de-contaminate are with steam and pressure, for example an autoclave or by chemical means like VHP. An autoclave will destroy electronics and cannot be used to de-contaminate a room while a VHP de-contamination will not destroy electronics and can be used to de-contaminate a room or other large equipment. The VHP units have a requirement to be certified annually. The VHP units need bi-annual cleaning and calibrations to ensure the equipment functions properly.
1.3 Scope: The Contractor shall provide non-personal service(s). The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 Government Property and Services. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.
1.4 Objectives: The objective of this contract is to provide annual certification, maintenance and repair of the VHP units.
• The VHP units have a requirement to be certified annually.
