About this file

This is a Performance Work Statement (PWS) for an ACE-3 Upgrade project at Dover Air Force Base, dated 27 April 2026. The contractor shall replace thirty-eight existing ACE-2 doors with new ACE-3 doors for the Airfield Lighting Control and Monitoring System (ALCMS), which is obsolete and no longer supported by ADB Safegate. The project addresses a critical mission requirement, as system failure would prevent remote-control operations for the Air Traffic Control Tower. The contractor must provide all personnel, equipment, tools, materials, and supervision necessary for complete installation, commissioning, and testing.

Key deliverables include: commission of twenty-six ACE-3 5-Step SGRS doors and twelve ACE-3 3-Step SGRS doors; four I/O ACE-3 units (two output and two input cards); twenty-nine inputs to monitor Generator, SFL, and Beacon equipment; seventeen outputs to control Generator, SFL, and Beacon equipment; two training sessions for ATC personnel and one for maintenance personnel; and comprehensive documentation including final as-installed drawings and operator manuals for both ATC and maintenance personnel. The contractor must perform System Acceptance Testing (SAT), operational readiness testing (ORT), and assist with system switchover. All work must meet zero-deficiency performance thresholds for manpower provision, terminations, commissioning, training delivery, and record maintenance. Work shall be performed during normal duty hours (7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays), with contractor responsibility for all cleanup, debris disposal, safety compliance, security requirements, and antiterrorism awareness training for personnel with installation access.
