The contract requires provision of 40 hours per week of security patrol services (8 hours daily, Monday through Sunday, 8:00 AM–4:00 PM) along the 26.7-mile canal extending from Nimbus Dam in Rancho Cordova to near Angle Road in Winton. The patrol area is divided into two sections: Section 1 (0.0–13.9 miles, urban/suburban) from Hazel Boulevard to Sloughhouse Road, and Section 2 (14.0–26.7 miles, rural) from Sloughhouse Road to Angle Road. The contractor must provide one uniformed, unarmed security officer with a marked vehicle capable of operating in muddy and rocky terrain. Officers must hold a current California security guard license and comply with California Business and Professions Code Division 3, Chapter 11.5 requirements.
Primary tasks include conducting daily patrols of all 18 specified checkpoint locations with geographic coordinates, submitting daily patrol logs to the Government Contracting Officer's Representative (COR) within 24 hours via email, and documenting incidents, trespasser contacts, damage to federal property, and digital photographs. The contractor must contact and request trespassers leave federal property in non-public areas, coordinate with Sacramento County Sheriff (916-874-5115) for non-compliant individuals, and contact individuals fishing or swimming in public areas of Section 1. Additional responsibilities include weekly inspection of the federal property perimeter between Hazel Avenue and White Rock Road to identify homeless camps, inspection of all gates, fences, locks, and siphon assemblies for vandalism or non-operation, identification of unauthorized water diversions, and immediate notification to Reclamation Central Valley Operations Office (916-979-3003) of major canal breaches. Performance standards require 100% compliance with patrol presence and trespasser contact protocols, 95% compliance with 24-hour log delivery, and allow no more than three missed inspections or three missed photograph submissions per quarter, with no more than one missed unauthorized diversion report per quarter. The Government will furnish keys to all entry gates.

PERFORMANCE WORK STATEMENT
Security Patrol for the Folsom South Canal
1.0 SCOPE
1.1 OBJECTIVE: The objective of this contract is to acquire contractor services to provide 40 hours per week of unarmed security patrol along the Folsom South Canal.
1.2 BACKGROUND:
● The Folsom South Canal begins at Nimbus Dam in Rancho Cordova, CA and runs southward for
26.7 miles until terminating near Angle Road in Winton, CA. Access is available from several major thoroughfares in Sacramento County, CA including Hazel Ave., Sunrise Blvd., White Rock Road, Kiefer Blvd., Jackson Highway, Sloughhouse Road, Rising Road, and Twin Cities Road.
Vehicle access along the canal is blocked at the Consumes River overcrossing and will require approximately fifteen extra vehicle miles to drive around the obstacle and check the canal on both sides.
The canal is located entirely on Federally owned and managed land and is divided into two sections as follows:
Section # Canal Mile Markings Nearest highways, cross-streets, or landmarks 1 0.0-13.9 Hazel Blvd. to Sloughhouse
Road 2 14.0-26.7 Sloughhouse Road to Angle
Road
Section 1 runs primarily through urban and suburban areas. Fuel and restaurants are easily accessible in this area. Section 1 has a paved recreation trail on one bank of the canal open to the public for pedestrian and bike access, this section has a four-foot chain link fence between the canal and trail to prevent the public from falling into the canal. The opposite bank in Section 1 has an unpaved path and is not open to public access. Section 2 run through rural areas and doesn’t have fencing between the access road and the canal, therefore this section is not open to the public at any point for safety reasons. The outer boundary of Federally owned land along both sections is marked by a 4-foot-high wire fence located approximately 50 yards from the canal on both sides;
however, there are some sections where this fence may be damaged or obscured by encroachment or overgrown vegetation. Fishing, boating, and swimming are prohibited along the entire length of the canal. No motorized vehicles are allowed along the entire length of the canal, apart from U.S.
Government vehicles or those authorized by Reclamation.
Temperatures in the area range from 30 degrees to over 100 degrees Fahrenheit. There are also periods of dense fog and heavy rain during the flood season from November to May each year.
Portions of the Federal property to be patrolled may become extremely muddy or inundated with water during flood season, there are also sections which are rock covered and/or rutted making the use of low clearance vehicles problematic.

This patrol will require a four-wheel drive vehicle in certain sections.
Inspect all gates, fences, and locks at the intersection of the canal with public roads for vandalism or non-operation. The officer will report any non-operational or damaged equipment in the daily patrol log with the date, time, and geographic coordinates along the canal. These inspections will be performed along the entire length of the canal. All gates and locks will be returned to a closed position after the patrol passes through.
Inspect the fence running along the canal next to the canal in Section 1 for vandalism damage and note the date, time, and exact geographic location (coordinates) along the canal.
