Summary: Statement of Work – CECOM HQ & Army Software & Innovation Center (ASIC) Facility Rebranding

This is a Statement of Work (SOW) dated April 9, 2026, for comprehensive facility rebranding across multiple U.S. Army installations following the replacement of the Software Engineering Center (SEC) with the Army Software & Innovation Center (ASIC) effective January 20, 2026. The contractor must remove all legacy "CECOM HQ G-Staff and SEC" branding and install new "HQ G-Staff and ASIC" branding across five locations: Aberdeen Proving Ground (APG), Maryland (Buildings 6002, 6006, 6007, 6009/6010); Fort Sill, Oklahoma (Building 461); Fort Lee, Virginia (Building 1109); and Picatinny Arsenal, New Jersey. Work includes project management, unified brand identity design development, site visits with field verification, removal and disposal of legacy elements, surface preparation and painting, fabrication and installation of signage and display elements, electrical work for lighting and audio/visual (A/V) components, procurement and installation of A/V equipment, furniture movement, and final closeout documentation. The scope encompasses three tiered design approaches: Tier 1 (extensive lobby with video displays, upgraded lighting, and textured finishes), Tier 2 (enhanced lobby with video displays and consistent lighting), and Tier 3 (standard lobby with logo walls and leadership boards).

The contractor must deliver 14 contractual Data Items with specified due dates and approval gates, including a Project Management Plan within 10 business days of award, two conceptual design concepts within 20 business days, field verification reports per site, production-ready fabrication files, A/V and lighting design packages, integrated master schedule updates monthly, monthly status reports, installation plans per site, as-built packages, and A/V handover packages. Government approval is required before proceeding to fabrication and before procuring/installing A/V or lighting components. Acceptance criteria require removal of all identified legacy branding, installation per approved master design, professional finishes free of defects, fully functional A/V systems, and joint final walkthroughs with punch list corrections. The contractor bears responsibility for field verification as Government-provided measurements are approximate for estimating purposes. Design files and production files become Government property upon delivery. The Government will provide appendices, photos, and available dimensions; appendices for Fort Sill, Fort Lee, and Picatinny are pending.
