Performance Work Statement Summary

This is a Performance Work Statement (PWS) for preventive and corrective maintenance services for ice machines at the VA North Texas Health Care System (VANTHCS). The contract covers 95 government-owned ice machines distributed across seven locations: Dallas VA Medical Center (75 units), Fort Worth VA Clinic (12 units), Grand Prairie VA Clinic (2 units), Herzog Veterans Resource Center (2 units), Plano VA Clinic (1 unit), Polk Street VA Clinic (1 unit), and Tyler VA Clinic (2 units). The fleet is predominantly Scotsman (42 units) and Follett (32 units) machines, with Manitowoc units and others to be verified at award. The period of performance consists of one base year plus four optional one-year renewal periods.

The contractor must provide quarterly preventive maintenance on all units, including comprehensive cleaning, descaling, sanitation, water treatment component replacement, mechanical and electrical testing, and condition assessments. Corrective maintenance includes diagnostics, component repair or replacement, refrigerant recovery and charging (EPA Section 608 compliant), and 24/7 emergency service availability. Response times are tiered: Emergency (4 hours on-site), Priority (24 hours on-site), and Routine (72 hours on-site). All labor, tools, materials, parts, water filters, gaskets, and consumables are contractor-supplied. Repair parts are subject to an annual not-to-exceed amount, with all preventive maintenance components included in a firm-fixed price. The contractor must comply with OSHA, CDC, The Joint Commission, VA infection control policies, and manufacturer specifications. Personnel must be factory-trained on Scotsman, Follett, and Manitowoc machines and hold current EPA Section 608 certification for refrigerant work. Performance is measured through quarterly reporting, immediate notification of critical issues, and compliance with a Quality Assurance Surveillance Plan (QASP) requiring 95-98% acceptable quality levels across service completion, documentation, and equipment availability metrics.
