PERFORMANCE WORK STATEMENT
NAVY ARCHIVES, NHHC, WNYD, DC
PROCESSING PROJECT
1.0 Period of Performance

2.0 Purpose
The Naval History and Heritage Command (NHHC) requires a contractor to process a 962 box collection of archival documents. NHHC is located at the Washington Yard and is responsible for the preservation, analysis and dissemination of U.S. Naval history and heritage. NHHC is composed of 42 facilities in 13 geographic locations that includes the Navy Library, 10 Museums, a Heritage Center, and the Historic ship Nautilus.
NHHC’s mission is to:
· Collect, preserve, protect and make available the artifacts, documents, and art that best embody our naval history and heritage for present and future generations.
· Advance the knowledge of naval history and heritage through professional research, analysis, interpretation, products and services.
· Remind America of its need to maintain a strong Navy and Marine Corps to protect its citizens, their freedoms, and the nation's maritime commerce.
3.0 Scope
The contractor will in varying degrees conserve, rearrange, and describe the archival collection listed in Attachment 1. This collection consists predominately of paper records. The required level of processing for the collection is set forth under the column “Archival Services to be Provided.” All archival processing to be completed under this task order will be performed in accordance with the terms, policies, and procedures set forth in the Naval History and Heritage Command (NHHC), Archives Branch “Processing Manual” dated 28 May 2025 (Attachment 2). In addition, Contractors should adhere to the descriptive standards set forth by the Society of American Archivists’ (SAA), Describing Archives: A Content Standard, (2019.0.3 or later). Completed arrangement and description must be satisfactorily detailed in order to facilitate discovery by NHHC staff, command leadership, and researchers.
3.1 Minimum Qualifications
The contractor personnel shall possess:
· High school diploma
· Must have current Top Secret Clearance
· Two years of experience working with TOP SECRET records.
· Intermediate experience working with Microsoft Office or comparable programs, particularly spreadsheet software.
· Strong attention to detail and organizational skills.
· Ability to communicate effectively in writing.
3.2 Tasks
The contractor will prepare an Archival Processing Plan for the collection to be processed. The COR shall review the plan within ten business days of delivery. If modifications are required, the Contractor will make the required changes within five business days.
This project will require the Contractor to first complete an inventory of the collection. Contractor will then rearrange the collection back to its original order using the “COR Organization” file plan (Attachment 3) and arrange each file chronologically within the command sub-series.
Contractor will provide archival supplies, including but not limited to Hollinger-type archival document storage boxes, folders, paper, mylar sleeves, writing instruments, and cleaning supplies. All of the supplies provided will be of archival quality as stipulated in Attachment 2. The Contractor will rehouse any material that is in substandard conditions.
Any oversize material folded within the current boxes will be removed for placement in oversize boxes or folders.
Current half size Hollinger boxes will be eliminated and folders placed appropriately in continuous full size archival boxes (15 ¼ in. x 10 ¼ in. x 5 in. pull hole style). Material will be moved between boxes to accommodate new file plan (Attachment 3). Boxes will be renumbered to reflect continuity throughout the entire collection.
Contractor will enter electronic metadata records into Content Management System, Content Manger. These metadata records will represent the physical collection to include collection, box and folder records. Metadata record creation will follow directions set forth in Attachment 2 and under direction of NHHC Digital Archivist.
3.3 Deliverables
At the conclusion of the period of performance, the Contractor will deliver:
1. Fully processed collection with DACS Compliant finding aid
2. Electronic metadata records entered into CMS representing entire physical collection
4.0 Place of Performance
The requirements under this effort shall be performed at the Naval History & Heritage Command, Washington Navy Yard.
· Working hours at the Washington Navy Yard consist of a nine-hour period between 8:00 AM and 5:00 PM, Monday through Friday, excluding Government holidays.
· NHHC’s archival collection housing the records pertaining to this project are located in Building 108 on the Washington Navy Yard; records may be moved to Building 46 at some point during the period of performance.
· Parking on the Navy Yard is extremely limited. Contractor staff will have to park off-site near the Yard and use the pedestrian gates for entry.
· Processing of government issued CAC cards for Contractor staff to gain base and NMCI access can take up to 30 days. Contractor should plan accordingly.
5.0 Government Resources
NHHC will provide access to the Navy Archives’ stacks, Navy Marine Corps Intranet (NMCI)-compatible workstations, and work space and furniture required to complete work.
· NHHC will identify material to be reviewed/inventoried under this project.
· NHHC will provide hard drives
· If any items are damaged or lost, the Contractor shall be held fully responsible for providing compensation for the repair or reimbursement of the item(s). The cost to repair or replace the damaged item will be determined by the Government, based on documented appraisals and/or repair estimates/proposals.
6.0 Security
The minimum required security clearance for this requirement is TOP SECRET.
Contractor personnel shall successfully complete, at a minimum, a Tier 5 (T5) investigation or T5 Reinvestigation (T5R) and have the appropriate access briefings before accessing Government facilities and/or operating Government furnished workstations that have access to Navy e-mail systems.
Once assigned, Contractor personnel shall be required to obtain a Common Access Card (CAC) with PKI for access to Department of Defense facilities and websites. Granting of logical and physical access privileges remains a local policy and business operation function of the local facility. The Contractor shall be responsible for contacting the assigned COR to coordinate CAC privileges.
Access to North Atlantic Treaty Organization (NATO) information is required. The Contractor Facility Security Officer (FSO) will ensure appropriate briefing is accomplished and provided to the NHHC Security Office. Access to Non-SCI intelligence Information, specifically collateral level Not Releasable To Foreign Nationals (NOFORN) information. No additional authorized intelligence level information access is expected. Authorization is provided via the approved DD Form 254.
Access to Restricted Data (RD), Formerly Restricted Data (FRD), and Critical Nuclear Weapons Design (CNWDI) information is required. The Contractor Facility Security Officer (FSO) will ensure appropriate briefing is accomplished and provided to the NHHC Security Office.
Access to Naval Nuclear Propulsion Information (NNPI) information is required. Authorization is provided via the approved DD Form 254.
Access to Foreign Government Information (FGI) information is required. Authorization is provided via the approved DD Form 254.
Access to Controlled Unclassified Information (CUI) is required. Authorization is provided via the approved DD Form 254.
Actual performance location is authorized to receive and store task relevant classified information up to collateral Top Secret.
Contractor will ensure successful completion of the Defense Counterintelligence and Security Agency (DCSA) Center for Development of Security Excellence (CDSE) DOD Initial Orientation and Awareness Training (IF140.06) and Derivative Classification (IF103.16) eLearning courses prior to initial assignment. The Derivative Classification (IF103.16) course, or designated replacement course, will be completed annually thereafter.
The contractor and his other employees and representatives shall comply with all security regulations currently in force at DON Personnel Security Program (PSP) Manual, SECNAV M- 5510.30; DON Information Security Program (ISP) Regulation, SECNAVINST 5510.36, 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M; and NHHCINSTR 5500.9, NHHC Command Security Program instruction. These regulations are available for review upon request.
Security Clearance. Only those persons whose job it is to handle, read, store, etc. per the performance of work under this contract shall be given access to classified information or material.
Physical Security. The contractor shall be responsible for safeguarding all Government property in the work areas. At the close of each work period, facilities and equipment shall be secured.
The contractor shall conform to the provisions of applicable Navy, DOD, and NHHC guidance and regulations for safeguarding the Government-furnished facilities, equipment, and materials.
