2. BRIEF EXPLANATION
Subject to the availability of funds, the “Youth Employment for Migration Prevention Activity” is designed as a Cost Plus Fixed Fee Contract with a base period and three quality/quantity option years.
Each prospective offeror will be required to outline a detailed budget for the Base Period and each
Option Year. The combination of the Base Period and Option Years will be determined jointly by the contractor and USAID once funding amounts are identified. Note that the Options are not presented in order of preference.
The purpose of the Youth Employment for Migration Prevention Activity is to increase employment of at-risk youth in high out-migration areas in support of Mission-wide efforts to reduce irregular migration to the United States by strengthening at-risk youth’s resilience to crime and increasing their income generating opportunities. The Activity design includes three objectives, also referred to as ‘components’, to increase at-risk youth employment: 1) Expanded enrollment in and completion of formal and alternative secondary and technical skills programs for at-risk youth; 2) Increased co-investment by education institutions, service providers and employers in mechanisms which link beneficiaries to employment opportunities; 3) Improved support system for innovative at-risk youth enterprises including social entrepreneurship for at-risk youth employment, and other innovations in youth employment. If fully-funded at $TBD, the Activity will reach 500,000 at-risk youth, 100,000 of which will
1) secure viable employment; and 2) return to fully formal and alternative education and technical/vocational training, or 3) create innovative at-risk youth enterprises including social entrepreneurship.
Base Period (Years 1-5)
The Base Period covers years 1-5 and includes technical assistance for Component 1 (Objective 1-
Expanded enrollment in and completion of formal and alternative secondary and technical skills programs for at-risk youth) and Component 2 (Objective 2: Increased co-investment by education institutions, service providers and employers in mechanisms which link beneficiaries to employment opportunities), outlined in the RFP.
Objective One is focused on advancing secondary education attainment, basic labor competencies, technical and soft-skills development among at-risk youth. The expectation for the Base Period is reaching 450,000 youth through Objective 1. In order to do so, it will be critical to facilitate partnerships to catalyze investment, including with education and technical/vocational service providers, civil society and private sector actors. Partnerships should also be created with the GOH, public and private sector education service providers to create alternatives to formal secondary education.
The Base Period also includes a focus ons Objective 2, which aims to “increase co-investment by education institutions, service providers and employers in mechanisms which link beneficiaries to employment opportunities.” The expected result for Objective 2 under the Base Period is 50,000 youth employed. This objective also involves building alliances to catalyze co-investment- financial, human, social and relational and physical capital- by public and private sector actors.
Option 1 (Years 2-5):
Option 1, if funded, is expected to be implemented between Years 2 to 5. Through this option, the contractor will provide Technical Assistance for Component 3a (Improved support system for innovative at-risk youth enterprises including social and growth entrepreneurship for at-risk youth employment). It is expected that Objective Three (a) will identify social and growth entrepreneurship ideas by youth and work on alliances between key actors (private and public sector, investors and lending institutions) to start enterprise incubators. The expected target for Component 3 (a) under Option 1 is 10,000 youth employed.
Option 2 (Years 2-5):
Option 2, if funded, is expected to be implemented between Years 2 to 5. It involves providing additional technical assistance for Component 2, “Increased co-investment by educational institutions, service providers and employers in mechanisms which link beneficiaries to employment opportunities.” The target is to facilitate employing an additional 40,000 youth.
Option 3 (Years 2-5):
Option 3, if funded, is expected to be implemented between Years 2 to 5. This option involves technical assistance for Component 3B: “Entrepreneurship, and innovations in integrating PYD and women’s leadership development throughout the project”. Component 3 B includes innovations for increasing youth employment and ensuring young people are constructively engaged in their communities. This component has a special emphasis on the integration of Positive Youth Development (PYD) approaches and principles across the program, with attention to the elevation and promotion of youth voice and youth engagement. If funding is available, the program may collaborate with other programs in the
Mission to strengthen PYD integration. The target for this option is 50,000 additional youth reached.
The Activity also provides an opportunity to advance leadership opportunities for young women and adolescent girls through a special sub-component under Component 3B entitled “Education and
Employment Opportunities for Honduran women”. This sub-component would focus on young women on young women in high out-migration areas to reduce irregular migration to the United States by strengthening their resilience to crime and increasing their income generating opportunities. Working through partnerships with public and private sector stakeholders, the sub-component goals would be achieved through leveraging alliances with the private sector focused on Women’s positive youth development services leading to employment.
