Statement of Work 30 Dec 2022 Background:
Brookhaven National Laboratory (BNL) must reconstitute its institutional nuclear safety program to support the transition of the Medical Isotope Group’s Radionuclide Research and Production Laboratory’s (RRPL) safety basis from one governed by DOE Order 420.2C for accelerator safety to one governed by the Department of Energy’s (DOE’s) nuclear safety orders and standards.

| Reconstitution of the institutional nuclear safety program will entail the following activities: | Comment by Nagel, Eric: Is there a schedule or milestone of events that is anticipated? |
1. support the development of a nuclear safety implementation plan and schedule,
2. evaluate the current state of requirements in the laboratory institutional procedures SBMS (Standards Based Management System) against DOE’s nuclear safety orders and standards,
3. identify process and requirements gaps,
4. revise existing SBMS documents and authoring new SBMS documents to address the identified gaps,
5. author an interim basis for continued operations that will allow the Medical Isotope Group’s RRPL to continue to operate during the transition,
6. identify programmatic and support staff positions that require nuclear qualifications in accordance with DOE requirements,
7. develop a nuclear qualification program for the programmatic and support staff positions that require them,
8. support the facility operational readiness review (ORR) process at the RRPL,
9. perform documented assessments of key nonreactor nuclear facility safety programs such as Configuration Management (CM), Unreviewed Safety Question (USQ) Process, Quality Assurance and hazard identification as a part of BNL’s Contractor Assurance Program
10. provide expert reviews of safety basis documents and implementing procedures prepared by the Medical Isotope Group, and
11. provide other accelerator safety and nuclear safety related services as requested by the Radiological Control Division. Comment by Nagel, Eric: This sounds like an open ended item or "catch all" for additional requirements that are unknown at this time, is that correct? Not sure how they will be able to price this. This will likely lead to a labor hour type contract which takes a bit longer to execute based on required approvals. If this is absolutely necessary it is best to have this item of the contract separately priced while the other requirements that are known and priced as a Firm Fixed price contract.
Remote and Onsite Work Much of the work can be performed remotely, but some onsite time is necessary to become familiar with the layout of facilities and to establish working relationships with key personnel. Occasional travel to and from BNL will be required. Comment by Nagel, Eric: Do we have a rough estimate for how many times and for how long each time?
