NATIONAL EDUCATIONAL TECHNOLOGY PLAN

PERFORMANCE WORK STATEMENT

Office of Educational Technology March 2, 2022

BACKGROUND

Building on support from a technical working group of leading researchers and practitioners and on input received from many respected education leaders and the public, the U.S. Department of Education’s (Department) most recent National Education Technology Plan (2017) presented a model of learning powered by technology, with goals and recommendations focused on equity, active use, and collaborative leadership to make everywhere, all-the-time learning possible. While acknowledging the continuing need to provide greater equity of access to technology itself, the plan goes further to call upon all involved in American education to ensure equity of access to transformational learning experiences enabled by technology.

In light of the rapid changes in technology capabilities over the last five years and new policy emphases of the current Administration, the Department requires technical support to develop a new national educational technology plan (2022 NETP). The Department anticipates that this work may build on the framework established in the most recent 2017 plan, including providing updated examples, goals and recommendations, and will further draw on lessons learned during the COVID pandemic. Overall, the 2022 NETP will inspire research, development, and innovation in the use of technology to enhance student learning and enhance the ability of schools and districts to support and evaluate that learning.

LEGISLATIVE AUTHORITY

Federal statute[footnoteRef:1] directs the Department’s Office of Educational Technology (OET) to develop a national vision and strategy for how educational technology can be used to transform teaching and learning. To meet this legislative mandate, OET requires unique educational technology expertise to develop a new National Educational Technology Plan aligned with the Administration’s priorities. SCOPE OF WORK

The contractor shall be responsible for carrying out all phases of work associated with the activities under this contract. The period of performance shall be 18 months.

All tasks are to be interpreted with reference to the information provided in the sections below. The contractor shall work in coordination with the Contracting Officer Representative (COR), especially during the development phases of all tasks. The COR will be responsible for the review of all deliverables.

TASKS

The contractor shall provide the services as described in the following tasks:

TASK 1 – COMMUNICATION WITH THE DEPARTMENT

Throughout the duration of the contract, the contractor shall maintain effective and ongoing communication to keep the COR informed by phone, email, and virtual meetings.

Kickoff Meeting. The contractor shall meet virtually with the COR and other Department staff identified by the COR to kickoff work under the contract within one week of the effective date of this contract. At the meeting, the contractor, the COR, and other Department staff identified by the COR shall discuss expectations for the tasks and subtasks comprising the contract and discuss the schedule of deliverables. The contractor shall develop the agenda for the kickoff meeting and share it with the COR 3 days prior to the kick-off meeting. After the meeting, the contractor shall submit to the COR draft minutes of the meeting. Allowing one week for the COR to comment on the draft minutes, the contractor shall submit to the COR revised minutes that incorporate the COR’s comments.

Weekly Updates/Virtual Meetings. The contractor shall provide the COR with written weekly updates on project status by noon every Wednesday. These weekly reports shall include a bulleted list that includes each of the following for all tasks: (1) contractor accomplishments this week; (2) contractor planned activities for next week; (3) problems encountered; (4) proposed solutions; and (5) action items for the Department (if applicable for that week). The contractor (and subcontractor staff if applicable and requested by the COR) shall participate in a weekly virtual meeting with the COR (and any additional the Department staff included by the COR) every Thursday to review the weekly report and discuss each weekly progress report in depth.

TASK 2 - CREATE AND SUPPORT TECHNICAL WORKING GROUPS

The contractor shall convene an inclusive and representative Technical Working Group (TWG) made up of at least 10 people with expertise in educational technology policy, research and implementation to support the development of the 2022 NETP. The contractor shall recruit highly regarded individuals with national and/or international reputations in educational technology that further demonstrate the ability and commitment to contribute written material for the new plan. The COR shall have final approval on all TWG members.

TWG members will be expected to attend a total of five (5) virtual group meetings – one approximately every three months after contract award. TWG members will be expected to review and contribute to writing the Plan as input to the meetings. The contractor shall send information and materials to TWG members for their review and shall consider all input from the TWG. The contractor shall refine and revise plans, activities, and recommendations to the COR based on the feedback from the TWG. The contractor shall not expect or require consensus by TWG members on any recommendation. The contractor shall ensure that the project director and another senior staff member participate in all meetings of the TWG.

TWG Management Plan. Within two weeks after the effective date of the contract, the contractor shall prepare and provide to the COR a preliminary TWG management plan. Key requirements for the TWG management plan will be discussed at the Kick-Off Meeting (Task 1). In the preliminary TWG management plan, the contractor shall include a list of primary and alternate candidates that the contractor is considering as TWG members, accompanied by background information on the candidates as well as detailed rationales for their inclusion. The COR will make the final determination regarding the TWG’s membership. The contractor shall draft the TWG invitation, and the invitation will be sent by a Department staff member identified by the COR. The contractor shall convene and support TWG meetings and other TWG communication in accordance with the TWG management plan.

In the TWG management plan, the contractor shall also include a schedule for meetings and other TWG operations. In addition, the contractor shall notify the COR to propose an alternate candidate to replace a member who is no longer available to serve on the TWG, or if topic areas warrant the addition of TWG members with additional areas of expertise.

TWG Briefing Materials. The contractor shall prepare briefing materials to be sent to the TWG members one week prior to each meeting. The contractor shall include at least the following in the briefing materials: the agenda, status reports, background information on issues to be discussed, and any supporting materials to be discussed at the meeting. The contractor shall submit the draft briefing book to the COR two weeks prior to each meeting. After a three-day review by the COR, the contractor shall revise the briefing materials as necessary and send them to all participants so that they receive it one week before each scheduled meeting.

TWG Meetings. The first meeting of the TWG shall occur within three (3) months of the effective date of this contract. The contractor shall pay all expenses for the TWG, including honoraria, staff support and other expenses necessary to fulfill obligations under this contract. The contractor shall also apply appropriate standards and procedures provided by the COR to identify and resolve any conflict-of-interest problems among TWG members and any other outside experts in performing work under this contract. The COR and other Department staff selected by the COR will also participate in all TWG meetings

TWG Meeting Minutes. The contractor shall prepare and submit to the COR summary minutes of the TWG meetings 1 week after they take place. After a one-week review by the COR, the contractor shall revise the minutes based on the COR’s comments and submit a final copy to the COR and TWG members no later than two weeks after the TWG meetings.

TASK 3 – LISTENING SESSIONS

SUBTASK 3.1 – LISTENING SESSIONS WORK PLAN

The contractor shall develop a detailed work plan for conducting listening sessions under this contract, including individual and group sessions, to support the development of the 2022 NETP. The work plan shall include (at minimum):

· Draft list of key constituents to engage - individuals (policymakers, subject matter experts, CEOs, CIOs) and groups (state and local educators and administrators, advocacy groups, nonprofits, tech companies, philanthropy, research institutions, think tanks, developers)

· Draft listening session agendas, to include discussion topics/questions, background materials and recommended virtual engagement tools/platform

· Recommended meetings and conferences to attend to reduce costs and maximize participation

· Listening sessions schedule/timeline

· Proposed virtual platform to use for the listening sessions

The work plan shall include (at minimum) for each session: (1) objectives and rationale; (2) methods and procedures, including sample questions to guide semi-structured discussion; (3) participant selection and inclusion/exclusion criteria; (4) plan for participant recruitment; and (5) plan/methodology for incorporating gathered information into plan development.

The contractor shall incorporate any additional elements into the Listening Sessions Work Plan that are identified as critical during the Kickoff Meeting (Task 1). In addition, the Department anticipates that the individual sessions will inform the goals and objectives of the group sessions, which will inform the work of the TWG developing the content of the new Plan. In addition, the contractor shall include the COR in all individual and group sessions at minimum.

SUBTASK 3.1.a – INDIVIDUAL LISTENING SESSIONS The contractor shall develop protocols for virtual listening sessions with federal, state, and local educational technology policymakers and practitioners, as well as senior leaders of relevant nonprofit organizations, charitable foundations, and major technology companies about the goals and priorities for the 2022 NETP as specified in the approved Listening Session Work Plan (Subtask 3.1). The individual listening sessions will address but are not limited to the following questions:

· Considering the five key areas addressed in the 2017 NETP, what features or characteristics of tools and other interventions do you think are essential for the effective use of technology in schools and districts?

· Please share one example that you consider to be a powerful use of technology for teaching and learning. What makes this powerful?

· How have schools and districts overcome challenges associated with the implementation of technology, particularly in light of the COVID pandemic?

· What technologies are on the horizon that offer the greatest opportunity for innovation in the education sector?

· What is your vision for the use of technology in America’s schools 5 years from now?

· What issues are you dealing with in your work that you hope the 2022 NETP will help you to resolve?

· What format works best to present the recommendations so that they form a living document that will be useful and relevant to you and other parties with whom you work?

SUBTASK 3.1.b - GROUP LISTENING SESSIONS The contractor shall develop protocols for virtual group listening with educational technology constituents concerning the goals and priorities for the 2022 NETP as specified in the approved Listening Sessions Work Plan (Subtask 3.1). The group sessions will address the questions identified for the individual sessions (Subtask 3.2) but will further explore (where applicable) these constituents’ views concerning: (1) the role the federal government should play in supporting educational uses of technology, including eliminating barriers and increasing engagement; (2) what they consider the most important and promising uses of technology in education; (3) lessons learned from their experiences with prior national educational technology plans (if applicable); (4) their intended uses of the plan; (5) their recommendations concerning the tradeoffs involved in choosing a plan focus; and (6) potential resources to share with SEAs and LEAs to build their capacity to effectively use technology to improve teaching and learning (Task 5).

The Department anticipates that a virtual meeting of major organizations and corporations that provide technology products or services to schools, including hardware and connectivity, will be required to support the 2022 NETP development.

TASK 4 - DEVELOP RESOURCES

All deliverables under this task must meet federal information management requirements (Appendix C)

SUBTASK 4.1 FINAL DRAFT OF NETP

The Department anticipates that finalizing an outline for the 2022 NETP early in the development process will be necessary to guide the work in an efficient and timely manner. Within three weeks after the first virtual meeting of the TWG, the contractor shall submit a draft outline of the 2022 NETP to the Department and TWG for comment. Following COR and TWG comment on the draft outline, the contractor shall prepare a final draft outline for 2022 NETP. As drafts of plan sections are written, they will be circulated and reviewed by the COR and all TWG members. Once all plan sections have been written and refined following the final TWG meeting, a draft plan will be submitted to the COR for comment. Following the COR review of the first draft of the 2022 NETP, the contractor shall submit revised drafts of the plan (OET review, Office of Planning Evaluation and Policy Development review, Department-wide review). The contractor shall make multiple revisions, as necessary, until the Plan completes formal Department clearance and the Office of the Secretary gives final approval.

SUBTASK 4.2 WEB-ENABLED 2022 NETP

The contractor shall deliver a final draft of the 2022 NETP suitable for posting on the Department’s website (Subtask 4.1), as well as a Web-enabled version (Subtask 4.2). Key features of the Web-enabled draft will include: an interface linking key ideas and content within the Plan with previous Department publications and products, relevant resources identified during the Listening Sessions (Task 3), embedded and linked multimedia content aligned with key ideas within the text, user experience testing, and a layout and learning experience reflective of the digital learning ideas and propositions outlined within the Plan.

SUBTASK 4.3 INFOGRAPHICS

The contractor shall include at least ten (10) infographics in the first draft of the 2022 NETP. Key features of these infographics will include: visualization of how key constituent groups might work together to implement 2022 NETP recommendations, simplification of complex ideas and systems, and easy-to-understand representations of the interactivity of ideas and suggestions across the main sections of the 2022 NETP. For an example of graphic requirements see https://tech.ed.gov/netp/graphics/. The contractor shall ensure that all graphics meet Section 508 accessibility requirements accessible (Appendix C).

SUBTASK 4.4 CUSTOMER SATISFACTION SURVEY

The contractor shall develop metrics and corresponding survey questions for a Customer Satisfaction Survey to gather information about how SEAs and LEAs implement the 2022 NETP recommendations (Appendix A and B). The contractor shall develop a justification for approval of the survey and complete all required clearance forms as required by the Office of Management and Budget (OMB). The contractor shall describe the nature and purpose of the survey, the respondent population, the method of collection, the way the information is to be used, and the estimated time needed for each respondent (burden per respondent).

The information collection activity will garner qualitative customer/constituent feedback in an efficient, timely manner, in accordance with the Department's commitment to improving service delivery for future NETPs. This feedback will provide insight into customer/constituent perceptions, opinions, experiences and expectations, and focus attention on areas where communication, training or changes in content or content delivery might contribute directly to the improvement of future NETPs. Information collected under this generic clearance will provide useful information, but it will not yield data that can be generalized to the overall population.

The survey should be ready for collection of information, along with all required approvals, within 15 days of final approval by the Office of the Secretary of the 2022 NETP (Subtask 4.1). The COR shall handle all clearance, data collection and analysis activities after the instrument is approved by the COR.

TASK 5 - DISSEMINATION

To ensure that the 2022 NETP informs practice and maximizes the benefit to SEAs and LEAS, the contractor shall develop and implement a plan for disseminating the findings and recommendations that goes beyond simply making a PDF copy and Web-enabled version of the Plan. Identifying target audiences early in the contract shall ensure that the NETP is put to effective use. Potential target audiences may include but are not limited to: (1) state educational technology directors; (2) superintendents; (3) principals; (4) teachers; (5) students; and (6) parents.

The contractor shall develop a dissemination plan for the 2022 NETP that includes but is not limited to the following:

· Strategies to promote interactive, online engagement and resource dissemination to target audiences

· Supplemental, relevant resources to share with target audience

· Potential online skills and knowledge assessments to develop and include to better target resources

· Potential partners and activities to increase dissemination

The contractor shall submit to the COR an initial dissemination plan within 6 months after the effective date of the contract. After a 2-week ED review, the contractor shall prepare a final plan. The contractor shall implement and complete the requirements of the approved Dissemination Plan within 18 months after the effective date of the contract for the 2022 NETP and within 5 months after approval of the Listening Sessions Work Plan (Subtask 3.1).

APPENDIX A: Guidance for Submitting Generic Customer Surveys The U.S. Department of Education (the Department) has in place two streamlined clearances for generic customer surveys. In order to meet the requirements for submittal, a customer survey must meet the following criteria:

For customer surveys cleared under 1800-0011

1. The Department shall use the generic clearance to collect customer satisfaction data (via surveys and focus groups) where the agency seeks to gather information for general service improvement, not for publication or for the purpose of informing significant policy or resource allocation decisions.

2. Focus groups should be of limited size and scope.

3. For individual surveys or focus groups, the Department shall submit a generic IC in ROCIS along with an abbreviated supporting statement in the template agreed to by OMB and the Department. This statement shall include all relevant information, including a statement of need, intended use of information, description of respondents, information collection procedures, expected response rate, justification for incentive, and estimated burden.

4. OMB will respond with clearance or questions within 10 working days. Upon approval, ED may conduct the survey.

For customer surveys cleared under 1880-0542

1. Unless an agency is using multiple modes of collection (e.g., paper forms and electronic submissions), provide a Generic Clearance Submission Template for each Instrument.

2. If the agency is using multiple modes of collection (e.g., paper forms and electronic submissions), the same Generic Clearance Submission Template may be used for both instruments;

3. Each Generic Clearance Submission Template must be uploaded as a Supplementary document using a naming convention that allows the public to identify the associated instrument;

4. Submit no more than five Generic Submission Templates with each request.

5. OMB will respond with clearance within 5 working days. Upon approval, ED may conduct the survey.

The criteria for surveys cleared under 1800-0011 also apply for surveys cleared under 1880-0542 with the exception of the number of working days it takes to clear the survey through OMB.

The generic customer survey template provides a synopsis of your customer survey. Answer the questions briefly and concisely.

Your customer survey should include a public burden notice that identifies the OMB number for your customer survey and an estimate of the amount of time it will take a respondent to fill out the survey. Examples of the public burden notices are included in this guidance. The language should be cut and pasted into your survey. The estimate provided in the public burden notice should match the estimate provided in the generic customer survey template.

Public Burden Statement

According to the Paperwork Reduction Act of 1995, no persons are required to respond to a collection of information unless such collection displays a valid OMB control number. Public reporting burden for this collection of information is estimated to average 10 minutes per response, including time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information. The obligation to respond to this collection is voluntary. Appendix C: INFORMATION MANAGEMENT CONTRACT REQUIREMENTS

The purpose of this document is to impart requirements for managing and ensuring accessibility to Federal records (on any medium such as paper, systems, applications, etc.) that is made or received in connection with the transaction of Department business as part of a contract. The following requirements are divided into two sections, which are mandatory: (1) Records and CUI, (2) Accessibility requirements related to Section 508 of the Rehabilitation Act.

RECORDS AND CONTROLLED UNCLASSIFIED INFORMATION (CUI)

"Federal record" as defined in 44 U.S.C. § 3301, includes all information, made or received by a Federal agency in connection with the transaction of public business. ED owns rights to all records produced as part of this contract. Any Contractor rights must be identified as required by FAR 52.227-11 through FAR 52.227-20.

Federal records must be managed according to the applicable records management laws and regulations, to include the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), 36 CFR Chapter XII Subchapter B, and the Privacy Act of 1974 (5 U.S.C. 552a).

Federal records which are CUI must additionally be managed in accordance with any applicable laws, regulations and government-wide policies (LRGWP) to include EO 13556, 32 CFR Part 2002, ED Directive OCIO 3-1123, and NIST-800-171 Revision 2 (or current version).

Applicability: This clause applies to all Contractors and sub-contractors (hereafter referred to as “Contractors”) and must be incorporated into all subcontracts.

Training Requirements: All Contractors are required to take the annual Information Management Requirements training. If the contract includes CUI the CUI Identification and Marking Training is required. Additional Category or POC specific trainings may be assigned. Contractor will maintain completion certificates and provide upon request.

Electronic Information System Requirements: Any electronic information system should address at minimum the following regulations in 36 CFR 1236.10. Agencies must incorporate controls into the system or integrate them into a recordkeeping system that is external to the information system itself (see 36 CFR 1236.20 for recordkeeping system functionalities). Information systems that process, store, or transmit CUI must fulfill the requirements outlined in 32 CFR 2002.14(g).

Marking Requirements: The Contractor will mark CUI as outlined in Department training.

Handling and Safeguarding Requirements: The Contractor will ensure that CUI is managed appropriately. The requirements include safeguarding, controlled environments, shipping and mailing or transporting protections, and reproduction protections (see 32 CFR 2002.14(a-e)).

Contract Completion Requirements: Removal or destruction of records must be in accordance with assigned ED records schedule and must include written concurrence from the CO/COR. If records are removed or destroyed the Contractor must report the incident to ED immediately. Destruction or removal of records without the above requirements is subject to fines and penalties imposed by 18 U.S.C. 2701.

Compliance with Information Protection Requirements: ED reserves the right to verify compliance with information security requirements established by this contract. The Contractor will fully comply with all ED-initiated inspections as permissible by law.

Information Security Incidents (ISI) Requirements: Contractors must immediately report any and all suspected security incidents, breaches, and events involving ED information to ED’s Computer Incident Response Center (EDCIRC) email: edcirc@ed.gov, and ED’s Security Operations Center (EDSOC) email: edsoc@ed.gov; voice: 202-243-6550, regardless of whether the ISI is suspected, known, or determined to involve IT systems operated in support of this contract. In the event of an ISI, ED must be provided immediate access to all IT systems used in support of this contract for inspection and analysis.

IT ACCESSIBILITY REQUIREMENTS (SECTION 508 OF THE REHABILITATION ACT)

Section 508 of the Rehabilitation Act, as amended by P.L. 105-220, requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Products, platforms and services delivered as part of this work statement that are or contain ICT, must conform to the Revised 508 Standards, at 36 C.F.R. § 1194.1 & Apps. A, C & D.

Applicable Functional Performance Criteria: When using an alternative design or technology that achieves substantially equivalent or greater accessibility and usability by individuals with disabilities than would be provided by conformance to one or more of the requirements in Chapters 4-6 of the Revised 508 Standards, or when Chapters 4-6 do not address one or more functions of ICT. – All requirements apply

Applicable requirements for software features and components: All WCAG Level AA Success Criteria, 502 Interoperability with Assistive Technology, 503 Application – Applies if client server software (installed on a computer) is a part of the procurement.

Applicable requirements to Webpage and Web Applications: All WCAG Level AA Success Criteria – Applies if websites or a web-based application (browser based) is part of the procurement.

Applicable requirements for hardware features and components: Applies if hardware is part of the procurement. (e.g., copiers, fax machines, phones, scanner etc.)

Applicable support services and documentation: All requirements apply.

Instructions to Offerors: Provide an Accessibility Conformance Report (ACR) for each commercially available ICT item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanation’s column, or through additional narrative.

Acceptance Criteria: Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent a higher level of conformance than what is actually provided to the agency, the government shall, at its option, require the offeror to remediate the item to align with the offeror’s original Section 508 conformance claims prior to acceptance.
