About this file
This is a Draft Request for Proposal (RFP) for a Department-wide, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to procure Network, Cloud, and Cyber Services (NCCS) 2.0 for the DHS Office of the Chief Information Officer. The solicitation number is 70RTAC26R00000007, issued under FAR Part 12 (Commercial Items) with a full and open competition. The contract will utilize a two-phase evaluation process: Phase 1 implements a mandatory pass/fail down-select based on facility clearance verification, and Phase 2 evaluates non-price factors (demonstrated prior experience, staffing and management approach) and price using a best-value trade-off analysis. The NAICS code is 541519 (Other Computer Related Services), and the PSC is DF01 (IT and Telecom, IT Management Support Services).
The IDIQ has a minimum guaranteed order of $10,000 and a cumulative dollar ceiling of $625,996,046.00 across all task orders for the entire contract period. The contract structure includes a 12-month base ordering period with four optional 12-month extension periods, plus an additional six-month extension option under FAR 52.217-8. Offerors must demonstrate an active Top Secret Facility Clearance at the prime and subcontractor levels and provide three examples of relevant prior experience within the last five years on contracts of comparable size, scope, and complexity, including network and systems management, cloud management, and cybersecurity services with geographically dispersed operations. Pricing shall be submitted using a rates-only approach with fully burdened labor rates for all required categories; the Government will apply these rates to an undisclosed sample scenario for best-value evaluation. Proposals must be submitted via email in two phases: Phase 1 by TBD (covering facility clearance only) and Phase 2 by TBD (covering technical and price volumes). Key government points of contact are Contracting Officer Tisha Blue-Warren, Contract Specialists Nicole Belanger, and Michael Lipperini. The anticipated award date is late November 2026, with questions on the draft solicitation due by September 22, 2026, and the final solicitation scheduled for October 1, 2026.

The Government requires offerors to demonstrate relevant prior experience providing network and systems management, cloud management, and cybersecurity services including geographically dispersed operations and surge support. Experience must reflect the ability to execute and manage these functions in an environment of similar size, scope, and complexity as NCCS 2.0.
If the offeror has a subcontractor, or teaming partner, the offeror may include at least one instance of demonstrated prior experience from the Prime Contractor’s Subcontractor or teaming partner.
If demonstrated prior experience of Subcontractor or teaming partner is submitted, the Offeror must clearly identify the owner of the demonstrated prior experience.
For each example of prior experience provided, the Offeror shall, at a minimum, document:
· Name of project, duration, and dollar value.
· Government Agency or Company for whom work was performed and a name, title, e-mail and phone number for a representative of that client agency or company that can attest to the work performed.
· Brief description of the size, scope and complexity of the project (sufficient to establish relevance of experience to the DHS requirement), and role of Prime, subcontractor, and/or teaming partner which clearly identifies the level and type of services performed under the contract.
The Offeror is permitted to submit on-going projects as demonstrated prior experience if 12 months of performance, at a minimum, under the on-going contract has been completed and if the Offeror clearly describes the stage that the project is at/what has been completed under performance to date.
The Government may contact the identified representative of the Government agency or company as part of the reference checks to confirm the level and quality of this demonstrated prior experience.
4.1.2.4 Factor 3: Staffing and Management Approach
The Offeror shall describe their comprehensive, sound and reasonable approach to staffing and managing the requirements as described in the SOW. Offerors shall describe their approach to staffing the NCCS effort, recruiting and retaining staff, development of staff technical capabilities, managing relationships with partners and subcontractors, and interfacing with Government points of contact. 4.1.3.2 Cover Sheet
The offeror’s cover sheet submission shall be in accordance with Section 4.1.1.1.
5.1.3.3. Factor 4: Price
This solicitation utilizes a Rates-Only Pricing approach. The Offerors shall submit their Price proposal by completing RFP Attachment 2, Pricing Template in accordance with the instructions tab. The Pricing Schedule lists all labor categories required at the IDIQ level. The Offeror shall enter its fully burdened labor rates for each listed labor category for the base period of performance and each option period. Offerors will be evaluated on the labor rates entered for reasonableness.
Sample Scenario The Government will apply the hourly labor rates from Attachment 2 to a sample scenario to arrive at a total evaluated price to use in the best-value tradeoff analysis. The Government will not disclose this sample scenario to vendors. The total evaluated price will be used when the best value decision is made. The labor hours in the sample scenario will be based on historical NOSC/SOC usage so that it represents a typical task order for DHS Headquarters and Components. The scenario will not result in an actual task order but will be used solely for the evaluation purpose. Incompletion of the pricing table will result in the Government’s rejection of the price proposal.
Failure to use the Excel template (Attachment 2) as provided, adding columns or manipulating the Excel sheet formulas other than to provide information in the areas specifically designated for response will be viewed as non-compliant and the Offeror will be removed from further consideration.

II. EVALUATION
RFO FAR 52.212-2 Evaluation – Commercial Items (Nov 2026)
(a) The Government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Phase 1 (Mandatory Down-Select):
Factor 1: Facility Clearance (Pass/Fail)
Phase 2:
Factor 2: Demonstrated Prior Experience and Reference Checks Factor 3: Staffing and Management Approach Factor 4: Price
Order of Importance:
Phase 1 Evaluation Factor 1 is PASS/FAIL.
Phase 2, Evaluation Factor 2 is more important than Factor 3. The ultimate best value determination will be made during Phase 2, considering Factors 2, 3 and 4. When combined, the non-price Factors of 2 and 3 are significantly more important than Factor 4 - Price. As the evaluation of the non-price factors approaches equality, price will assume greater importance.
The evaluation of Factors 2 and 3 will be done with a rating scale of "high confidence," "some confidence," and "low confidence," representing the Government’s confidence that the Offeror understands the requirement and will be successful in performing the work.
CONFIDENCE RATING
RATING DESCRIPTION
High Confidence
The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract.
Some Confidence
The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract.
Low Confidence
The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Basis for Award
An award will be made on an evaluation of the price and non-price factors, with a trade-off analysis used to accomplish that evaluation and resulting best value determination. Best value, as defined by RFO FAR 2.101, means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. Phase 1 will be evaluated on a PASS/FAIL basis and after the Government has completed Phase I evaluations, all Offerors will be notified in writing by the CO of the Government’s mandatory decision for Offerors to proceed or not to proceed with Phase II submissions. Phase 2 will evaluate non-price and price factors. The Government reserves the right to make an award to other than the lowest priced offeror if the superior technical solution, or the solution indicating a reduced performance risk, warrants paying a price premium. The Government may also award to other than the highest technically rated proposal, if the Government determines that a price premium is not warranted.
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined to be warranted by the Contracting Officer.
1.0 Evaluation Method
The vendor selection process will follow two phases as described below:
1.1 Mandatory Down-Select Process – Phase 1
After the Government has completed Phase 1 evaluations, all offerors will be notified in writing by the CO of the Government’s mandatory decision for offerors to proceed or not to proceed with Phase 2 proposal submissions. Offerors who receive a PASS evaluation rating for Factor 1 will be invited to proceed to Phase 2 of the proposal submission process. Offerors who receive a FAIL evaluation rating for Factor 1 will be notified that they are ineligible for award and the offeror will be removed from further consideration.
1.2 Trade-off Process – Phase 2
The Government will conduct the evaluation of proposals by utilizing non-price factors (Factor 2 Demonstrated Prior Experience and Reference Checks, Factor 3 Staffing and Management Approach), and the price factor (Factor 4 Price).
2.0 Evaluation Factors
2.1. Factor 1 ‐ Facility Clearance
Through its evaluation of Factor 1, the Government will determine whether the offeror, as the Prime Contractor or all Teaming Partners proposed in a JV or Mentor Protégé response, has an active Facility Clearance at the Top-Secret level by utilizing the Facility Verification Notification from the DCSA NISS. Offerors who possess the required Top Secret Facility Clearance will receive a rating of PASS. Offerors who do not possess a Top-Secret Facility Clearance will receive a rating of FAIL. The NISS report will be used for verification of an offeror’s Top Secret Facility Clearance. Offerors who fail to demonstrate possession of the Top-Secret Facility Clearance in the Phase 1 submission will be found to be noncompliant with the RFP instructions, will not be evaluated further, and will be ineligible for award. Factor 1 will be evaluated only in Phase 1 mandatory down select and will not be further considered in the best value tradeoff decision.
2.2 Factor 2 – Demonstrated Prior Experience and Reference Checks
The Government will evaluate the Offeror’s demonstrated prior experience and reference checks to determine its confidence that the Offeror will successfully perform the work.
2.3 Factor 3 – Staffing and Management Approach
The Government will evaluate the Offeror’s staffing and management approach to determine its confidence that the Offeror will successfully perform the work.
2.4 Factor 4: Price
The price proposal will be evaluated to determine if it is fair and reasonable. All proposed prices will be evaluated by reviewing the offeror’s completed Attachment 2 Pricing Template based on a Rates Only evaluation. The Government will apply the hourly labor rates from Attachment 2 to a sample scenario to arrive at a total evaluated price to use in the best-value tradeoff analysis.
Except when it is determined in accordance with RFO FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate price proposals for any option periods contained in the RFP. This includes options under FAR clause 52.217-8, Option to Extend Services, which applies to this RFP.
In accordance with FAR 52.217-8, the option to extend services for an additional six months using FAR Clause 52.217-8 will be incorporated within the award resulting from this RFP. For the evaluation purpose, the Government will use the last option period pricing on Attachment 2 to evaluate the potential six additional months. The Government will determine whether the price including the option available under FAR 52.217-8 is fair and reasonable. The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods). Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the RFP and as proposed in the technical submission. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award. If, at the end of the contract’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract for the preceding performance period.
III. IDIQ TERMS AND CONDITIONS
Only the Contracting Officer (CO) for the IDIQ is authorized to change the terms and conditions at the IDIQ level by issuing a modification bilaterally signed by the CO and the Contractor, which is also referred to as the IDIQ Holder.
1.0 Type of Orders

The cumulative dollar ceiling value is currently an estimate and subject to change prior to final solicitation release.
The Government has no obligation to issue Orders to the Contractor beyond the amount specified in this section.

7.2 All costs associated with the preparation of the Contractor’s order proposals will be at the Contractor’s expense.
7.3 When a requesting office identifies a need that is within the scope of this IDIQ contract, the requesting office’s CO and COR shall follow all Headquarters/Component procedures for ordering off a single-award IDIQ contract.
7.4 IDIQ orders may only be issued from the date of the IDIQ contract establishment through the IDIQ contract’s expiration date. The maximum period of performance for the order after the expiration date of the IDIQ contract shall be no longer than twelve (12) months.

7.6 Special Requirements for T&M and LH Orders
For each order against this IDIQ contract that is issued on a T&M or LH basis, additional provisions and clauses required for and/or applicable to T&M or LH services will be incorporated by the Component ordering office in its RFP and the resultant task order award.
8.0 Organizational Conflicts of Interest Notice
The Offeror shall be aware that they may be deemed ineligible to participate in task orders by reason of an organizational conflict of interest (OCI) (see RFO FAR 9.5). The Contractor’s eligibility or ineligibility related to the existing or potential OCI to participate in task orders is determined by the task order level CO.
9.0 Termination

10.0 Discounts
The Contractor is encouraged to provide additional discounts at the order level from its IDIQ established rates for any contract line items (CLINs). The Contractor shall make efforts to have any discounted rates, which are given to DHS Components in future orders and are more advantageous than the IDIQ rates, available for other future Components orders.
The discount pricing established at the IDIQ level shall be maintained throughout the life of the IDIQ, unless a price adjustment is justified and incorporated by the IDIQ CO.
The IDIQ labor category list may be updated during the term of the IDIQ. Labor categories may be added or removed at the IDIQ level. This will require a modification, subject to approval by the CO and COR. Labor rates may be adjusted down but not up during the term of the IDIQ.
