Reading Room Instructions for DHS NOSC NCCS Solicitation
This document provides instructions for accessing a reading room containing "For Official Use Only" (FOUO) and related documents for the Department of Homeland Security Network Operations Security Center (NOSC) Network, Cloud, and Cybersecurity Services (NCCS) 2.0 solicitation (70RTAC26R00000007). The reading room, located at TSA Headquarters in Springfield, Virginia (6595 Springfield Center Dr., Springfield, VA 22150), will be available during Phase 2 of the solicitation. Vendors must submit registration requests at least 24 hours in advance, with appointments confirmed on a first-come, first-serve basis in 30-minute increments. A maximum of two named vendor representatives per company are permitted access, with substitutions allowed with 48 hours' notice. Vendors must present government-issued identification and company identification upon arrival.
The reading room operates under strict security protocols with a DHS OCIO monitor present at all times to oversee activities. Personal electronic devices including cell phones, tablets, laptops, and USB flash drives are prohibited; however, vendors may bring notebooks for personal notes. All documents are provided in hard copy format only. Questions related to the reading room documents must be submitted in accordance with solicitation instructions rather than to the monitoring representative. Specific dates and times for reading room availability, contact information for making reservations, and question submission deadlines are indicated as "TBD" in the document. The anticipated award date for the resultant DHS Department-wide Single Award IDIQ contract is Late November 2026, with Phase 2 proposals due October 21, 2026.

READING ROOM
INSTRUCTIONS
In preparation for the Network Operations Security Center (NOSC) Network, Cloud, and Cybersecurity Services (NCCS) solicitation release, “For Official Use Only” (FOUO) documents and other relevant documents are being placed into a Network Operations Security Center (NOSC) Network, Cloud, and Cybersecurity Services (NCCS) reading room to provide industry an opportunity to review the documentation prior to the closing date of the solicitation.
The Reading Room will be available during Phase 2 of the solicitation.
Location
The Network Operations Security Center (NOSC) Network, Cloud, and Cybersecurity Services (NCCS) Reading Room is located at:
Transportation Security Administration (TSA) Headquarters (HQ) 6595 Springfield Center Dr.
Springfield, VA 22150

The Reading Room is available on the following dates, from TBD as follows:

The government will allow questions to be submitted beginning TBD. The deadline for questions is TBD. Any questions received after TBD will not receive a response from the Government.
Advance Registration and Appointment Confirmation is required:
The following rules apply to the Network Operations Security Center (NOSC) Network, Cloud, and Cybersecurity Services (NCCS) Reading Room:
· Access to the Reading Room is strictly limited to vendors who have submitted registration requests not less than 24-hours in advance of their desired appointment time.
· Appointments will be made in 30-minute increments.
· Reservations will be confirmed on a first-come, first-serve basis. To make reservations, please email TBD
· Vendors must have received written appointment confirmations via email from the Office of the Chief Information Officer (OCIO) prior to their requested reservation time.
· The number of vendor representatives permitted access to the Reading Room is limited to two (2) individuals, as named in the reservation request. Substitutions will be allowed not less than 48-hours in advance of the confirmed reservation time/date.
· At the designated day/time of the reservation, Vendor representatives listed in the reservation shall be admitted into the Reading Room to review the material made available.
· Vendors must be prepared to show a Government-issued identification such as a Driver’s License and a company-issued identification such as a badge or presentation card.
Procedures:
Vendors with confirmed appointments shall arrive at the designated Lorton facility. Upon arrival, vendor representatives will ring the doorbell, sign in to the logbook, and wait for an OCIO representative escort. A DHS OCIO representative will escort vendors to the Reading Room. Vendors shall be required to sign in with their name and company.
A DHS OCIO monitor will remain with vendors while inside of the Reading Room to oversee events. The monitor/escort will not be available to answer any questions or address any comments related to the documents provided in the Reading Room. Vendors are requested to submit any questions related to the documents in accordance with the solicitation instructions.
All reading room documents will be presented in hard copy format provided by DHS OCIO.
The following personal vendor items will not be allowed in the Reading Room:
· Cell phones
· Tablets
· Laptops
· USB flash drives
Vendors may bring notebooks or other writing materials to make personal notes.
