MEDIUM VOLTAGE POWERHOUSE – STATEMENT OF WORK SUMMARY
This is a Statement of Work (SOW) for the procurement, design, construction, and delivery of a Medium Voltage (MV) Powerhouse to support the Liquid Nitrogen Air Separation Unit (LNASU) electrical infrastructure at NASA Stennis Space Center in Hancock County, Mississippi. The vendor must provide a fully enclosed, factory-fabricated, transportable steel structure measuring approximately 38 feet in length, 15 feet in width, and 10.5 feet in height, with a total system weight of 66,301 pounds. The structure must be NEMA 3R-rated, built from 16-gauge interlocking galvanized steel panels, with floor insulation of 4 inches spray polyurethane (R-12.0), wall insulation of R-13, and roof insulation of R-19. The powerhouse must be designed for a 10-year service life, be UL/cUL listed, and comply with wind loads of 146 mph (Exposure C), roof and snow loads of 20 psf each, and seismic Category C requirements. The structure must maintain interior temperatures between 65°F and 80°F with a heat load of 13,800 watts and provide lighting at 30 foot-candles at 3 feet above floor at 4000K color temperature.
The major electrical equipment includes: a 45 kVA LV dry-type transformer (480–120/208V), an MVA switchgear (5 kV) with three sections rated at 40 kA and 1,200 amps, a DC load center (100A) with battery rack (120 VDC output, 100AH VRLA batteries), two LV panels (277/480V and 120/208V), and two exterior wall-mounted 4-ton air conditioners. Two soft starters (2,068 KW and 781 KW) are provided by others. The vendor must supply 14 LED 4-foot fixtures (4,000 lumens, 50W), emergency and exit lighting, interior and exterior receptacles, and a complete grounding system with 2-inch by 1/4-inch copper bar around the full perimeter. All equipment must be UL-listed, structural materials must comply with Buy America/BABA/BAA/TAA requirements, and the vendor must deliver comprehensive deliverables including certified structural and HVAC calculations, electrical drawings, as-built documentation with bill of materials, and manufacturer data sheets. Delivery must be completed by April 16, 2027, with two days of customer inspection and factory acceptance testing required. All dimensions referenced in the applicable drawing (EMI XL50-26007-01, E-103) are authoritative, and the vendor is responsible for verifying final dimensions with government-furnished equipment.
