About this file
This is a Performance Work Statement (PWS) for medical aid station and warming tents to be provided to the Joint Task Force, National Capital Region, Military District of Washington (JTF-NCR/MDW) for Presidential State Funerals, Inaugurations, and other events within the National Capital Region (NCR).
The anticipated contract vehicle is a single firm-fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) with a seven-year ordering period and 84-month maximum contract term. The contractor must provide all personnel, equipment, tools, materials, supervision, and non-personal services for delivery, setup, and teardown of tents and associated equipment. Specific tent quantities and sizes are defined across six CLINs: eight 20'x20' tents (CLIN 0001), one 20'x10' tent (CLIN 0002), three 30'x40' tents (CLIN 0003), three 20'x50' tents (CLIN 0004), three 15'x30' tents (CLIN 0005), and diesel fuel refueling services (CLIN 0006). All tents must be free-standing, white exterior with red and white striped roofs if available at no additional cost, featuring four doors and two windows per unit. Each tent requires interior lighting sufficient for emergency medical procedures, environmental conditioning units capable of maintaining 65-75 degrees Fahrenheit, three 2'x6' tables, six chairs, one fire extinguisher, and a silent diesel generator with six GCFI power outlets (15-20 amp capacity) compliant with National Electric Code standards. Generators must operate continuously for 18 hours without refueling and maintain "whisper quiet" noise levels.
The contractor must maintain availability 24/7 including all recognized federal holidays and must respond to State Funeral requests with as little as 36 hours notice. Presidential Inauguration medical tents will be positioned at nine specific locations along the inaugural parade route and surrounding areas within five miles of the U.S. Capitol, with setup required no later than 2:00 AM on inauguration day and removal by 3:00 AM the following day. The contractor must provide a minimum of three personnel during the Inaugural Parade to ensure continuous power and diagnose outages. State Funerals receive similar tent specifications but with flexible location coordination. All contractor personnel require background checks by U.S. Secret Service, confidentiality agreements, proper credentials for restricted areas, and must provide full names, birth dates, Social Security Numbers, and home addresses for credentialing purposes. The contractor must submit labor hour reports via http://www.ecmra.mil/ by October 31 each fiscal year and provide invoices within five business days of service completion. A post-award meeting and site visit are mandatory prior to tent installation.
