7.3 Labor Categories

The subcontractor will propose the appropriate labor categories as provided in the RFP.

7.3 Subcontractor Management

A moderate amount of management charge may be proposed, separately identified, and reported in the MSR. Resumes are not required for management personnel and support staff.

8.0 TRAVEL

8.1 General

All travel cost will be reimbursed strictly in accordance with JFTR and FAR Cost Principle 31.205-46, Travel Cost. Travel requirement is required during the execution of this subcontract and must be approved in advance by the [GOV] COR through the Prime

PM.

8.2 Subcontractor Travel Requirement

The subcontractor is required to travel to accomplish this requirement. The subcontractor should estimate expected travel and provide specific rationale for each trip. Travel funding appears to be a limiting factor for contract base year and all attempts must be made to limit travel to the minimum required.

8.3 Travel Approval Requests (TAR)

Actual travel MUST be submitted and approved by both the Mission Partner POC and [GOV] COR in advance of any travel or may not be compensated so it is critical sufficient time is given to ensure approvals. The normal submission time to Prime is at least two weeks prior to travel. The earlier travel is submitted, better chance approvals are obtained. In high priority short notice travel requirements, Prime will fast track the requests but cannot guarantee [GOV] will approve.

Prime will provide a spreadsheet form that must be used for individual travels, even if there is group travel. Travel estimates must be broken out as indicated on the form.

Actual travel costs must be within 10% of the travel estimate or [GOV] will require justification and may not reimburse. NOTE: Prime is in the process of automating the travel approval process and will require the subcontract to use the automated process once completed and approved by RSC/[GOV].

8.4 Travel Approval Process

The subcontractor will consolidate subcontractor travel and provide travel spreadsheets to the Prime Project Lead for submission to the mission partner POC for approval. After Mission Partner approval, the Project Manager will submit to the Contractor WPS PMO for all projects consolidation and provision to [GOV] for approval. Upon [GOV] approval the PMO will provide approval to the Prime Project Manager for transmission to the subcontractor.

Any changes to travel estimate such as date changes, extension or curtailment of travel days, airline ticket cost increases, etc., will require re-approval prior to travel. Changes to travel costs while on travel must be reported to Prime with rationale to submit to [GOV] to ensure travel is reimbursed.

The subcontractor shall use only the minimum number of travelers and rental cars needed to accomplish the task(s). Travel shall be scheduled during normal duty hours whenever possible.

Unauthorized travel, or travel not coordinated through Prime with the [GOV] COR or RSC-NCR TPOC, shall not be reimbursed

8.5 Travel Expense and Trip Reports

After each travel, within seven days a travel expense report must be provided for each individual that traveled, using the form that will be provided by Prime. This travel expense report must include all receipts that are $75 or more. This expense report must be within 10% of the travel estimate and must match the travel invoice that will correspond to the travel. Prime will consolidate and provide to [GOV].

A trip report must accompany the travel expense report, using format provided by Prime. This trip report is required for each individual that traveled even if it is group travel and all information is the same.
