1 Product Master The Product Master is a critical component and represents a central area which almost every supply chain activity leverages. Because of the global nature of the global health supply chain, the Global Product standards provided by GS1 (http://www.gs1.org/1) was adopted for both identification and classification of products.
1.1 Product Classification Master (Classification)
Products are classified using two similar multi-tier systems based on the GS1 global standards.
● The GS1 Global Product Classification (GPC) groups products into categories based on their essential properties as well as their relationships to other products2.
● Similarly, the United Nations Standard Product and Service Codes (UNSPSC), which are maintained by GS1, also provide multi-tier groupings.
Moving further down either systems’ tiers results in a further definition of the product. At the lowest level, the Product Classification Master’s use of GPC and/or UNSPSC will represent a single definition – the Master definition – which is independent of manufacturer, supplier, brand, or packaging.
For example, at the highest level, the Product Classification Master contains values like Healthcare and Clothing. At the lowest level, the Product Classification Master contains values like a strawberry-flavored male condom, or a disposable latex glove.
GS1 GPC provides names for each tier, from Segment at the highest, to Family, Class and Brick. A Brick is then a collection of attributes which are used to describe the Global Product. The Brick level is the lowest level in product classification, not the Attribute values.
E.g., Brick #1005894 for GLOVES contains Attributes for ‘If Disposable’ and ‘If Powdered’. Consider that two boxes of GLOVES, one which is disposable and powdered, and another which is reusable and non-powdered, would both be assigned the same Brick classification of GLOVES.
UNSPSC (which is managed by GS1) provides similar tiered naming conventions, with the exception that the lowest tier is called “commodity” rather than “brick,” and does not provide a way of specifying attributes.
The use of both classification systems is necessary for several reasons:
● Both standards are evolving over time
● Classifications are often more oriented toward retail use-cases
● A classification system might not have a complete tier for some types of products
This will allow classification by both (or either) the GPC or UNSPSC system. Reporting and other later uses of product classification can then use the tiered systems appropriate to the problem at hand.
1 http://www.gs1.org/how -gpc-works 2 Global Product supports kitted products, such as voluntary medical male circumcision kits http://www.gs1.org/how-gpc-works
The following USAID GHSC activities and outputs are expected to occur at Product Classification Master levels.
● Donor Supply Planning - Supply Plan Order, Restocking Order
● Fulfillment - Product Request
● Forecasting (demand) - Unconstrained Forecast, Constrained Forecast
● Global Demand Planning - Demand Plan
Reporting Hierarchies The Product Master is primarily focused on solving the problems of globally consistent identification and classification. The UNSPSC and GPC are taxonomical in nature but might not fit every reporting need that USAID data consumers require. To bridge the gap between global standards and organizational-local reporting needs, a system of attributes and custom categorizations are employed. Using the Product Classification Master attributes and classifications, multiple hierarchies can be supported as needed for specific reporting needs.
1.2 Trade Item (Identification)
A Trade Item is a specific manufactured product, inclusive of its brand and its packaging. The Trade Item has a globally unique number, called a Global Trade Item Number (GTIN) which is assigned and managed by the manufacturer.
For example, a Purchase Order would reference a Trade Item since the product’s manufacturer and packaging must be fully known at the time of procurement.
The following USAID supply chain activities and outputs are expected to occur at Trade Item (Identification) level.
● Fulfillment - Price Quote, Sales Order / Pick Plan
● Procurement - Purchase Order
● Contract Management (Supplier) - Supplier Contract
A Trade Item is a specific set of Attribute values for a given GPC Brick or UNSPSC Commodity, inclusive of manufacturer and packaging.
E.g., Consider a manufacturer producing a box of 200 disposable powdered gloves. The classification would still be Brick #1005894 for GLOVES, but the GTIN would be specific to that manufacturer and that box of 200. Another manufacturer producing the same box of 200 GLOVES would have a different GTIN. And the same manufacturer, producing a case of 12 boxes or 200 GLOVES each, would have a different GTIN for that packaging level (but they would relate).
Distributors The Product Master allows for a distributor relationship, whereby products are not procured directly from a manufacturer. The relationship is tracked between distributors and Global Trade Items and the effective dates for that arrangement as well as contractual details such as volume pricing for that specific distributor relationship.
1.3 Trade Item
1.3.1 Trade Item
The below fields are required for the Trade Item file. If a field is not readily available, please populate any NULL values with “-N/A-“ to inform the acquiring data team that the values were purposely not included. Only the attributes relevant to the Trade Item type should be included (e.g. a therapeutic food Trade Item wouldn’t need to specify attributes relevant only to condoms).
The GS1 standard for Trade Items treats each packaging variant as its own Trade Item. If a Trade Item were available for purchase and/or shipment when packed in a bottle, and cartons of twenty bottles were also available, and crates of 100 cartons (each containing twenty bottles) were available, and so on…, each of those packaging variants would have its own GTIN and would be its own Trade Item. Each more-encompassing Trade Item specifies the interior Trade Items by supplying its ID in the CHILD_TRADE_ITEM_ID field in the file. The lowest consumable variant, the Base Item, is the ultimate child-descendent of each of those Trade Item, and is noted as such by a YesNo Flag field in the file.
A record in this file indicates the presence of a Trade Item in product master. The granularity is Item by Manufacturer Site (or Manufacturer if no specific site is known/appropriate).

The below fields are required for the composite associations subset of the Trade Item Associations file.
This file will include data for maintaining associations between Trade Items that specify how one Global Trade Item may be comprised of one or more other Trade Items (i.e. “kitting” or “bundling”). If a field is not readily available, please populate any NULL values with “-N/A-“ to inform the acquiring data team.
A record in this file indicates a single composite association between two Trade Items. The ORIGINAL_TRADE_ITEM_ID field specifies which Trade Item is made up of one (or more) other Trade Items (the MEMBER_TRADE_ITEM_IDs). Multiple records in this file will be needed to specify the whole “bundle.” The COMPOSITE_QUANTITY field specifies how many of the included Trade Items are needed to fill the bundle. The SUBSTITUTABLE_YESNO_FLAG field specifies whether an alternate Trade Item (with an appropriate record in the Substitution Trade Item file) may be substituted for the bundled Trade Item. Similarly, the OMITTABLE_YESNO_FLAG indicates that the bundled Trade Item is optional.

2.1 Financials
Financials will be provided in two files that represent monthly and annual financial statements at differing grains. The Monthly Financial Statement will be provided once per month unless an update needs to occur. In this instance, the FINANCIAL_REPORT_VERSION_NUMBER would be incremented to the next value (from 1 to 2) in the file and the file would be resubmitted. The Annual Financial Statement will be provided once annually and will reflect the same incrementing strategy with the
FINANCIAL_REPORT_VERSION_NUMBER.

The below fields are required for the Monthly Financials Statement file. If a field is not readily available, please populate any NULL values with “-N/A-“ to inform the acquiring data team that the values were purposely not included.
In order to comply with financial reporting standards, there is an additional table included in the appendix to assist in the creation of the file. The table includes expenses to include and expenses to exclude per specific Financial Report Technical Subcategory.
In the event that a previous month’s MFS has to be resubmitted for any reason, all subsequent months must be corrected and submitted (to adjust TO DATE and PROJECT LIFE numbers accurately).
