About this file
This document is a Statement of Work (SOW) for installing two flow monitoring stations on the Jones Branch within the Chipola Experimental Forest. The project objectives include establishing flow monitoring stations to collect critical streamflow information in support of road infrastructure disaster recovery, restoration, and preparation work. The contractor will be responsible for three primary tasks at two specific locations (FSR020 and FSR024 intersections with Jones Branch): 1) delivering and installing instrument enclosures, 2) delivering and setting up stormwater samplers and flow meters, and 3) installing solar array charging systems.
The project has a 6-week performance period, with installations beginning immediately after instrumentation delivery. The Forest Service will provide access to the secured forest via a gate key or combination, and the technical contact will review and approve the final installation. The project is critical for framing future road infrastructure design, sediment control, and resiliency research, with the goal of defining sustainable road management practices. The contractor will perform all work without direct government supervision, and no travel is anticipated for this project.

Project Flow Monitoring Stations Install
General Information
1.0 Scope of Work
The project here provides two flow monitoring stations to collect critical flow information in support of a road infrastructure disaster recovery, restoration, and preparation work. The project here has an objective of establishing two flow monitoring stations on the Jones Branch, which is a headwater stream originating on the Chipola Experimental Forest for the measurement of streamflow. Categories for projects include instrumentation delivery and setup (flow monitoring and stormwater sampling), instrumentation enclosure delivery and installation, charging system (solar array) installation, sampler setup and initial servicing.
Typical Monitoring Station Installation Work Activity
1) Instrumentation enclosure delivery and setup - The contractor will deliver, locate, install, and set up instrument enclosure to house sensitive station instrumentation (stormwater sampler, flow modules, charge / voltage regulators, and primary external battery at two locations. The two locations include the FSR020 and Jones Branch intersection and the FSR024 and Jones Branch intersection. Installation may include light ground preparation and leveling for prefabricated pad setup to serve as the foundation for the enclosure.
2) Instrumentation delivery and setup - The contractor will deliver, install, and set up storm water sampler and locate and mount sampler suction head in a location suitable for collection of a representative sample from the stream water column at two locations. The two locations include the FSR020 and Jones Branch intersection and the FSR024 and Jones Branch intersection. The contractor will deliver, install, and set up flow meter or module for flow monitoring which may include locating and mounting the sensor/ probe in an appropriate location for flow depth and discharge measurement of the stream. The work may include light brushing or removal of debris for proper setup and mounting of the sensors.
3) Charging System (solar array) installation – the contractor will deliver, install, and connect the solar array to the flow station at two locations on the forest. The two locations include the FSR020 and Jones Branch intersection and the FSR024 and Jones Branch intersection. The work will include digging or auger appropriate hole for installation with a concrete envelope of support pole for an adjustable solar panel (vertically and radially) and hardware.
2.0 Background
The project is critical to framing subsequent road infrastructure design, sediment control, and resiliency research with the goal of defining sustainable road infrastructure and road management practices and enhancing decision support tools for future forest management planning.
Contractor Requirements
3.0 Technical Requirements / Tasks
The tasks are described in general in the narrative statement of work above. The contractor will be provided the general location for the flow station setup for each of the two locations:
1) Jones Branch at the Forest Service Road 020 crossing (JB @ FSR 20)
2) Jones Branch at the Forest Service Road 024 crossing (JB @ FSR 24)
The contractor and contractor personnel will perform the work with no direct supervision from government employees or the project director / program manager.
4.0 Government Furnished
The Forest Service technical contact is expected to review and approve the final installation generated under this contract. The contractor will be provided with access to the secured forest via a key or combination to enter the front gate of the forest during the period of contract performance (coordinates and/or directions will be provided).
5.0 Deliverables / Schedule
The project performance period is 6 weeks with the installations initiating soon after shipping and delivery of instrumentation.
6.0 Travel
Travel not anticipated.
