3.0 Specialized Cleaning Requirements

The Contractor shall provide fully trained, skilled, competent, and physically capable personnel to fulfill the terms and conditions for Statement of Work (SOW). The Contractor shall provide all work in accordance with and strict compliance with all applicable federal, state, and local regulations, standards and laws. The Contractor shall also provide sufficient workforce to perform lead cleaning in order to prevent unnecessary delays and downtime of the FBI Quantico Complex operations.

3.1 Cleaning Definitions and Methods

The Contractor shall provide all labor; equipment with the exception of the Government Furnished Equipment (GFE) listed in Section 8; supplies; and materials for the cleaning frequencies and methods specified in the Cleaning Schedule Table 1 in Section 2. In the Contractor’s Final Site Safety and Work Practices Plan the Contractor shall provide range cleaning procedures to remove, reduce, and/or eliminate high levels of surface lead contamination and surface accumulation of lead, gun powder, dirt, dust, pollen, and other miscellaneous debris on the range surfaces.

Version 1.0 Page 33

The Contractor shall utilize one or a combination of the following approved methods as the primary means for providing lead cleaning:

• Proper mopping techniques are essential to ensure that lead dusts and debris are not redeposited on floors. Below are directions for the two-bucket method and the more effective three-bucket mopping method. One of these mopping methods must be used when performing lead cleaning at the Quantico Complex.

o Two Bucket Method (cleaning bucket, waste bucket)

1. Prepare cleaning solution and soak mop head in the clean solution.

2. Wring excess clean solution into waste bucket so that mop head is wet but not dripping.

3. Mop by allowing moist mop head to contact floor surface working in a “S” pattern with a bit of overlap on each pass working from room innermost corner to room exit.

4. Wring the mop head as much as possible into the waste bucket after about 10 feet by 10 feet area is mopped. Repeat process starting with putting mop head into clean solution.

o Three Bucket Method (cleaning bucket, rinse bucket, waste bucket)

1. Prepare cleaning solution bucket and soak mop head in the clean solution. Prepare rinse bucket with water only.

5. Dip mop head in the Rinse bucket then wring excess into waste bucket. Repeat process starting with dipping mop into clean solution.

• HEPA vacuuming o Contractor-owned shop vacuums fitted with HEPA filters can be used for lead operational areas such as classrooms, hallways, gun cleaning rooms, and other locations where lead dust may be present but concentrations are generally anticipated to be low.

• Class II Division 2 HEPA-filtered vacuums o The contractor shall use the FBI owned Class II Division 2 HEPA-filtered vacuum when cleaning areas defined as lead-restricted, as referenced in the FBI Quantico Complex Lead Control Program for Maintenance Activities, which is where accumulations of lead dust and unburnt propellant may be significant.

Version 1.0 Page 34

• Wet wiping and damp wiping o Contaminated wipes and/or towels should not be reused and shall be disposed of in strict accordance with federal, state, and local requirements. The Contractor shall use lead cleaning wipes and detergents such as Ledizolv Cleaner ™ or other industry standard cleaners and citrus degreasers per the manufacturer’s instructions for use.

• Floor scrubber use o The Contractor shall operate FBI owned floor scrubbers to wet clean the large open areas of ranges A, B, C and Bldg. 9 Indoor Range.

Cleaning shall include areas along the sides and corners of the ranges, to include underneath bleachers and movable fixtures.

• Sanitize o The Contractor shall perform lead removal cleaning and a janitorial level of cleaning for all bathrooms. The Contractor shall remove trash and insert a new trash bag, and re-stock bathroom supplies, to include paper towels, toilet paper, sanitary bags, toilet sanitary liners, and hand soap. The Contractor shall provide all bathroom supplies.

o Bathroom Maintenance: A janitorial service cleans mirrors and sinks, washes toilets and urinals, replenishes toilet paper and towel dispensers, refills soap dispensers, wipes down stalls, polishes tile, dusts furniture and empties trash cans.

The Contractor shall not use a dry sweeping or compressed air at any time during contract performance without approval from the Contracting Officer’s Representative (COR).

All government furnished equipment such as scrubbers, HEPA vacuums, and lifts shall be emptied (where applicable) and cleaned at the end of each day of use. The contractor must report any maintenance or repair needs to government furnished equipment as quickly as possible to the FBI COR or TPOC so the equipment may be returned to use in a timely fashion.

The FBI will regularly and randomly, throughout the contract, obtain surface wipe samples for lead dust analysis. The lead samples will be analyzed in an off-site laboratory, at the expense of FBI, prior to and immediately following Contractor’s cleaning to assess the effectiveness, frequency, and scope of lead cleaning operations. Wipe test results above the cleaning goals may require additional cleaning at the Contractor’s expense. Cleaning goals and other lead safety information is available from FFD Quantico Safety in the FBI Quantico Complex’s Lead Control Program for Maintenance Activities.

3.2 Safety

Finance and Facilities Division strives to maintain the FBI Quantico Complex as safe and healthful environment for all employees, trainees, and visitors. Therefore, any unsafe conditions or unsafe work practices observed must be immediately communicated to both the COR or designee. Additionally, any unsafe work practices exhibited by the contractor will not be tolerated. Failure to protect workers and FBI personnel from recognized hazards associated with lead cleaning will lead to escalating administrative consequences up to contract loss.

Lead cleaning activities are anticipated to expose workers to a number of hazards in addition to lead such as:

• Noise from vacuums and nearby ranges

• Ergonomic hazards such as lifting heavy items, repetitive motions, contact with hard surfaces

• Chemical exposure hazards from application of cleaners

• Physical hazards such as contact with sharp surfaces, wet or icy walking surfaces, and electric shock

• Heat and cold stress from working in unconditioned spaces

• Heights when the Contractor operates the FBI owned scissor lift to clean the electrical boxes, ceilings, and walls located inside Ranges A, B, and C.

The contractor is responsible for protecting their employees from these hazards including supplying any personal protective equipment, tools, and equipment necessary for employee protection.

3.2.1 Lead Safety

The Contractor shall ensure the Federal OSHA General Industry Lead Standards (29 CFR 1910.1025) employer requirements for airborne lead exposure levels are met to maintain a safe work environment for FBI employees, students, visitors and contractors. In addition to OSHA requirements, the FBI requires that:

• Blood lead level testing is provided to lead cleaning workers upon hire (baseline) and every 6 months thereafter as an assurance that protective measures are effective.

• Lead cleaning workers are provided initial and annual lead training by a Virginia accredited lead training provider as an assurance that workers are receiving all required information regarding their health and safety.

• The contractor shall hire an industrial hygiene consultant to perform annual task-based exposure monitoring on employees performing cleaning activities anticipated to approach occupational exposure limits.

Version 1.0 Page 36

The costs for these FBI-required health and safety measures will be the responsibility of the contractor.

3.2.2 Personal Protective Equipment

The Company will make provisions for the health and safety of Employees during their hours of employment in accordance with the Occupational Safety and Health Administration’s (OSHA) Personal Protective Equipment (PPE) standard at 29 Code of Federal Regulations (CFR)
