Work Schedule (to include Compressed Work Schedule (CWS), Holidays, Premium time, and Installation Closure)

Generally, eighty percent (80%) of the contractor workforce should be assigned to work the first shift, and twenty percent (20%) to work the other shifts.

Contractors shall provide fixed start and stop times for their employees which provide for two (2) 15-minute breaks (start times varies by shop) and one (1) 30-minute (15-minute for second shift) lunch break (start time varies by shop).

Specific shop work schedules (normal, traditional or compressed) and start and stop times are determined by FRC East management and varies by shop. Contractor employees are expected to work the same schedule as the government employees for their assigned shop.

Normal Work Schedule (M-Th, 10hrs/day) The Contractor shall provide the required services and staffing coverage during normal working hours. Normal working hours for first shift are usually 10.5 hours (including a 30-minute lunch break), from 0500-1530 each Monday through Thursday, unless installation closure or federal holidays occur. Normal working hours for second shift are usually 10.25 hours (including a 15-minute lunch break), from 1530-0145 each Monday through Thursday, unless installation closure or federal holidays occur.

Traditional Work Schedule (M-F, 8 hrs/day) The Contractor shall provide the required services and staffing coverage during normal working hours. Normal working hours for first shift are usually 8.5 hours (including a 30-minute lunch break), from 0700-1530 each Monday through Friday, unless installation closure or federal holidays occur. Normal working hours for second shift are usually 8.25 hours (including a 15-minute lunch break), from 1530-2345 each Monday through Friday, unless installation closure or federal holidays occur.

Compressed Work Schedule (M-F/M-Th, 9 hrs/day) CWS is an alternative work schedule to the traditional five 8.5 hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule, an employee completes one of the following schedules within a two-week period of time:

Eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one weekday is alternately worked as 8.5 hours (which includes a 30-minute lunch) and one weekday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other.

Normal working hours for first shift (including a 30-minute lunch break), are 0600 to 1530 eight weekdays and 0600 to 1430 one weekday. Normal work hours for second shift (including a 15-minute lunch break), are 1530 to 0045 eight weekdays and 1530 to 2345 one weekday.

The Contractor is permitted to observe the above Federal Holidays in accordance with its corporate policy.

Installation Closure When Federal facilities are closed by the Government, or when Federal employees are officially excused from work due to a holiday or a special event, severe weather, a security threat, or any other Government facility related problem that prevents Federal personnel from working at the Government facility, contractor personnel assigned to work at that facility in support of such Federal employees shall follow their parent company’s policies.

While generally contractor personnel may not perform work on-site at a Government facility without oversight from Federal personnel, in very limited circumstances, work being performed by contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by contractor personnel to be deemed mission essential are extremely limited and generally only apply to performance of efforts related to public health, safety, or matters related to national security. The cognizant Contracting Officer must concur with any determination that work being performed by contractor personnel is mission essential.

Premium time will be determined by mandatory completion dates or when workload exceeds present manpower staffing levels.

0.1.1.3.1.2. Premium Time Assignment

The Contractor shall verify the access eligibility of all prospective hires prior to assignment at FRC East facilities.

The Government further reserves the right to direct the removal of any Contractor employee from the job site for misconduct, or if the employee's actions endanger personnel, property, or mission execution. In the event of a removal or access revocation, the Contracting Officer (KO) or Contracting Officer’s Representative (COR) will advise the Contractor of the rationale. The removal of personnel shall not relieve the Contractor of the obligation to maintain performance and deliver all services required under the applicable Task Order (TO). The Contractor shall ensure a professional and respectful workplace environment at all times.

Standards Of Ability The Contractor shall provide a fully trained and qualified workforce capable of performing all services required under this contract. If the Government determines that a Contractor employee is unable to execute assigned tasks in accordance with their required skill level, the Contracting Officer's Representative (COR) or designated Government supervisor will formally notify the Contractor via Corrective Action Request (CAR).

In response to the CAR, the Contractor shall submit a written Corrective Action Plan (CAP) to the Government outlining the steps to correct the performance deficiency. Should the CAP prove ineffective and the unacceptable performance persist, the Government may treat the deficiency as a failure to perform in accordance with the Default clause of the contract.

Work Attire The Contractor shall ensure their employees dress in a manner appropriate for their work. To such end, the Contractor shall make available their company Dress Code to the COR upon request. When required, the government will provide coveralls. Contractor personnel shall be required to work, coordinate, or interface with government personnel and other contractor personnel in the performance of duties. The Contractor shall not interfere with the work of other contractors or government personnel.

Production Prioritization & Workload Tasking Overall production priorities will be determined by the Government. To ensure proper Contractor oversight, FRC East shop supervisors will provide all workload requirements, work orders, and technical documents directly to the Contractor Site Supervisor and/or Contractor Work Leader.

The Government will communicate these priorities using formal work order documents (detailing necessary procedures, quality verification points, and required logs) or via standard task management and communication tools (including WMS, UCB, MAXIMO, MS Teams, Email, and BOEm MRPII). Contractor Site Supervisors and/or Contractor Work Leaders shall attend work planning meetings to maintain situational awareness of Government production schedules. The Contractor shall maintain absolute control, supervision, and direction over its workforce's daily execution of these requirements.

The Contractor shall set project/daily priorities to synchronize with FRC East’s mission to increase the Fleet’s Mission Capable Aircraft Readiness (MCAR) and Engine Readiness Goal (ERG) and reduce the Fleet’s component Mission Impaired Capability Awaiting Parts (MICAP) and Issue Priority Group 1 (IPG1) backorders. The Contractor shall be flexible and responsive to changes in priorities.

The Contractor shall populate hours worked into TAP. This information is used to record work performed and project pricing for future PMI and other maintenance events. TAP is not a replacement for the Contractor’s official payroll system.

Contractor employees shall record labor duration spent on each work assignment by applicable work order number or network activity in TAP. This shall include scheduled and unscheduled leave, including Absent Without Leave (AWOL). Contractor Site Supervisor shall verify duration of tasks by each employee and make corrections as required. The Contractor Site Supervisor is responsible for ensuring premium time is recorded separately in TAP. Errors must be corrected prior to the bi-weekly closeout period.

After the bi-weekly closeout, The COR will pull reports from TAP for comparison against the Contractor’s cost voucher. The Contractor Program Manager shall assist the COR with reconciling any discrepancies between the data reported in TAP against the Contractor’s system of record.
