About this file
This is a Statement of Work (SOW) for network cabling infrastructure installation at two NOAA Southwest Fisheries Science Center buildings in La Jolla and Santa Cruz, California.
The contractor must plan, design, and install Cat6A plenum-rated copper cabling infrastructure to support NWAVE wireless access point expansion at both facilities. Work includes pulling 84 total cable runs (60 in La Jolla across five floors and 24 in Santa Cruz across two floors) from intermediate distribution facilities (IDFs) to endpoints identified on provided heat maps and floor plans. Cable termination must comply with T568B wiring standards, terminate to existing or new Category 6A patch panels within IDF racks, or connect directly to surface mount boxes or RJ-45 modular plugs rated for Cat6A per TIA-568.2-D. The contractor must install mounting brackets for access points, route cables through existing cable management systems, and perform end-to-end testing using Level IIIe or higher cable analyzers, testing for wiremap, length, insertion loss, NEXT, and return loss. All cabling products must be CAT6A cable MID-compliant Superior Essex brand (Blue or Yellow CMP) or equivalent, with individual cable runs not exceeding 90 meters from IDF to outlet. Deliverables include PDF test result reports, as-built floor plans with cable IDs and WAP locations, electronic certification reports, and printed wraparound labels on all cables and faceplates. The contractor supplies all tools and ladders, must complete work within 90 days of award during normal business hours (8:00 AM to 5:00 PM PDT), and must provide a one-year warranty with defective items repaired or replaced within three business days at no cost to the government. Security identification requirements may include Real ID-compliant driver's licenses or equivalent federal identification.

Southwest Fisheries Science Center
Network Cat6A Cabling Infrastructure at Two Buildings
Statement of Work
Purpose
This Statement of Work (SOW) supports the National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center’s (SWFSC) NWAVE Wireless Access Point Expansion which involves the installation of new Cat6A copper cabling at two of the science center’s buildings in La Jolla and Santa Cruz, California.
Background
The Southwest Fisheries Science Center has requirements to upgrade their network cabling infrastructure to enable installation of NWAVE wireless access points that will use that cabling. Providing additional wireless connectivity in parts of the buildings that don’t have coverage will have a positive impact towards improved business productivity, collaboration, and employee satisfaction.
Objective
The primary objective of this project is to provide cabling infrastructure to upgrade and support a local area network (LAN) and wireless access point expansion at each of the buildings.
Scope
The contractor shall be responsible for planning, design, and install of an intra-building cabling system for each of the two buildings. This structured cabling system will include Cat6A cable between endpoints as identified in the provided heat maps and floor plans, including but not limited to conference rooms, hallways, and garages and the cable management system in the communications rooms/intermediate distribution facilities (IDF).
The main components of this cabling system shall be the actual cable, cable pathways, connecting hardware, and support facilities. This will include but not limited to: cables, equipment rack, patch panels, patch cords, plugs/jacks, path and raceway components, J hooks, D rings, cable support, pull lines and accessories to provide a complete and working cable system.
Part of the installation activities is the end-to-end testing of the installed cable and documentation of installed cabling and machine printed labeling is part of the scope of work.
Tasks
1. General Information:
a. Cable Installation: Pull (84) new Cat 6A plenum-rated cables from the nearest IDF Room to the points identified on the building and floor heat maps.
b. Terminate on existing or new Category 6A patch panels/switches within the IDF rack using T568B wiring standards.
c. Terminate into a surface mount box (biscuit) or RJ-45 modular plug (MPTL) for direct NWave AP connection. If using MPTL for direct AP connection, the contractor must use field-terminable plugs specifically rated for Cat6A to ensure compliance with TIA-568.2-D.
d. Install mounting brackets for NWave APs as specified by the NWave site survey.
e. All cabling is to be installed according to the latest EIA/TIA-568 and 569 standards and the latest BICSI proposed installation procedures.
f. Provide Cat6A cabling products. Cabling Products shall be CAT6A cable MID compliant. See Appendix A, Table 1, Cabling Products.
g. Each cable is to be labeled with a permanently attached label at each end, bearing a unique identification to be supplied by the SWFSC Point-of-Contact (POC).
h. Each cable is to be routed through the appropriate cable management and/or cable conduits in place, specified by the SWFSC POC.
i. No surface or exposed cable tray/conduit shall be installed without the written approval of the SWFSC POC. Requests for necessary additional conduit shall be in writing and sent to the SWFSC POC at least 24 hours in advance of any work beginning. Contractor shall supply the surface moulding after receiving written approval from the SWFSC POC.
j. All cables are to be tested after installation and connected to receptacles/patch panels, with test results given to the SWFSC POC.
k. All damage must be repaired to its original state. Stations, hallways, communication rooms, ceiling tiles, etc. must be left clean and tidy, with all packaging material removed.
l. Work must be carried out during normal working hours (8:00am to 5:00pm PDT), with exceptions coordinated with the SWFSC POC.
m. All work and all items of equipment and materials shall be warranted for a minimum period of one year from the date of acceptance of the work. The contractor shall, upon notification of any defective items, repair or replace such items within 3 business days without cost to the government.
n. The contractor must ensure the integrity of the link from the IDF to the points they are run to.
o. Perform Permanent Link Testing using a Level IIIe or Level IV (or higher)cable analyzer.
p. Test for: Wiremap, Length, Insertion Loss, NEXT, and Return Loss.
q. Provide a PDF report of all passing test results to the Project Manager.
r. As-Built Drawings: A floor plan indicating the final cable ID, the specific IDF Room used, and the location for each new WAP.
s. Test Results: Electronic copy of certification reports.
t. Labeling: All cables, IDF patch panels, and faceplates must be labeled with a printed wrap-around label (e.g., IDF-02-B12).
u. The contractor shall supply their own tools and ladders.
Delivery/Period of Performance
Work shall be performed within 90 days of award.
Government-Furnished Property (GFP)
None
Security Considerations
Appropriate notifications will be made with building security. NOAA employees will escort contractors at all times during work being performed.
The following forms of identification may be required after the time of award [Real ID Act of 2005 (Public Law 109-13)]:

Special Material Requirements
● Distance Limits: No individual cable run shall exceed 90 meters (295 feet) from the IDF patch panel to the outlet.
● Pathways: Utilize existing cable trays and J-hooks. The contractor shall be responsible for firestopping all new penetrations or existing penetrations used, in accordance with local fire codes and UL-listed assemblies. Horizontal cabling shall be supported every 4 to 5 feet using J-hooks or cable tray. Cables shall not be allowed to rest on ceiling tiles or support wires.
● Aesthetics: All exposed cabling in finished areas must be housed in a matching surface-mount raceway.
● All Cat6A cabling and associated patch cords shall be [Color, e.g., Blue] to match existing NWAVE infrastructure.
Other Unique Requirements and Considerations
Site Walk-Throughs: NOAA strongly recommends the scheduling of a walk-through of the buildings to survey and to assess building construction. Walk-throughs of the building including all common spaces can be done in a single day. It is anticipated that vendors will use the information gathered during the walk-throughs to more accurately develop their quote.
