About this file

This is a Combined Synopsis/Solicitation for commercial items issued as a Request for Quotation (RFQ) by the Department of the Air Force, 316th Contracting Squadron at Joint Base Andrews, Maryland.

Joint Base Andrews requires a contractor to deliver foundational training for UH-1N aircrew to achieve Basic Aircraft Qualification (BAQ) on the HH-60W helicopter platform in accordance with AFMAN 11-2HH-60W Vol 1, Vol 2, and Vol 3. The contractor must provide a turn-key training solution including all instruction, courseware management, and program management to execute a Government-provided syllabus for academic, simulator, and flight training. The primary place of performance is Joint Base Andrews, MD 20762, though contractors may propose contractor-owned or operated facilities subject to Government evaluation and approval. The solicitation number is FA286026Q4034, with issue and response deadlines listed as TBD. Quotes must be submitted via email, valid for 90 days, and accompanied by contractor identification information, technical proposal with past performance data, and completed pricing documentation. The NAICS code is 611512 (Educational Support Services) with a small business size standard of $34 million.

The pricing structure includes a base period and one option year, each spanning 12 months, with six Contract Line Item Numbers (CLINs) per period: Program Manager, HH-60W Lead Instructor Pilot, HH-60 Pilot Instructor(s), HH-60 SMA Instructor(s), Scheduler/Administrative Assistant (all monthly), and TDY Travel (annual). Evaluation criteria prioritize technical and past performance significantly over price, with consideration given to delivery timeline (a firm requirement), management approach (staffing plan, quality control plan, transition plan execution), and pricing. The Government will evaluate the Total Evaluated Price including all base and option CLINs, plus consideration of RFO 52.217-8 for a potential six-month extension not to exceed six months total. Award will be made to the responsible offeror whose conforming quote is most advantageous to the Government. The signed contract must be returned within 48 hours of receipt, and no site visits are scheduled at this time.

RFO Provision 52.212-2, Evaluation -- Commercial Products and Services, applies to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined, are considered significantly more important than Price. The following factors shall be used to evaluate offers:

- Past Performance o The Government will assess performance on contracts of similar size and complexity, such as providing helicopter aircrew training or managing government training programs.

- Technical acceptability o See Instructions to Offerors, number 6, for what information is necessary to be determined technically acceptable. Delivery timeline is a firm requirement. The Government reserves the right to value a faster delivery timeline at a reasonable price over a lower price.

- Price o See Instructions to Offerors, number 7, Price

- Management Approach o The Government will assess the offeror’s ability to manage the program and its personnel effectively. This includes the credibility of their Staffing Plan for recruiting and retaining qualified instructors, the thoroughness of their Quality Control Plan, and their approach to the contract Transition Plan, including the execution of the Associate Contractor Agreement (ACA).

(b) The Government will evaluate the Total Evaluated Price (TEP) by evaluating all proposed CLINs and Optional CLINS for all years of performance. The TEP will include evaluation of RFO 52.217- 8, Option to Extend Services. This option to extend the contract term shall be evaluated as part of the initial evaluation, whereby any resultant exercise of this option is within scope of the pending contract.

The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed six (6) months. Offerors are required only to price the base and option CLINs. Offerors shall not submit a price for the potential six (6) month extension of services period because the Government will use the price of the final option year to calculate the price of the six (6) month extension as shown in the pricing attachment.

(c) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
