About this file

This document is a draft pricing schedule for a federal contract supporting Joint Base Aircrew HH-60W Conversion Training. The contract includes a Base Year covering a 12-month period of performance (2026) and an Option Year 1 covering a 6-month period.

The Base Year (CLIN 0001-0006) requires five full-time labor positions: Program Manager, HH-60W Lead Instructor Pilot, HH-60W Pilot Instructor(s), HH-60W Lead SMA (Subject Matter Area) Instructor, and Scheduler/Administrative Assistant, all priced at 12-month rates. Additionally, CLIN 0006 provides funding for Contractor TDY Travel, Hotel, and Airfare for one year, identified as a contingency cost to support instructor temporary duty assignments to alternate DoD locations (specifically Nellis AFB) in the event the Government-Furnished Equipment simulator is unavailable at Joint Base Andrews. The Option Year (CLIN 1001-1006) mirrors the same staffing structure with 6-month pricing. All unit prices and totals are blank in this draft document. The staffing model is based on full-time equivalent (FTE) personnel determined necessary to execute Performance Work Statement requirements for aircrew conversion training delivery including academic instruction, simulator training, and flight training events.

The following sections detail the rationale for each major element.

Direct Labor: This is based on a staffing model of full-time equivalent (FTE) personnel, determined to be the necessary staffing to execute the PWS requirements. This includes:

Program Manager Lead Instructors (Pilot & SMA) Line Instructors Pilots Line Instructor SMAs Scheduler/Administrative Assistant

Travel / TDY: This CLIN is included as a direct response to a key risk identified during market research: the potential unavailability of the GFE simulator at JBA. This provides a realistic contingency cost for sending two instructors on a year-long Temporary Duty (TDY) assignment to an alternate training location (Nellis AFB) to ensure training continuity.
