About this file
This is a Statement of Need for the procurement of Police Duty Footwear by the National Geospatial-Intelligence Agency (NGA) Office of Protective Services (SIP). NGA's uniformed police officers require footwear suitable for dynamic operational environments, including both indoor climate-controlled facilities and variable outdoor conditions, necessitating equipment that ensures officer safety and operational effectiveness.
The required police duty boots must meet specific minimum specifications across multiple categories. Footwear must be available for both male and female officers in black color only, with women's sizes ranging from 4-11 and men's sizes from 6-15. Traction and stability requirements mandate an aggressive, slip-resistant rubber outsole providing secure traction on wet pavement, linoleum, and uneven terrain. Comfort and fatigue reduction specifications require a high-performance midsole (such as EVA or equivalent) for shock absorption and a cushioned, multi-density, or memory foam insole for extended wear. Durability and protection must be achieved through full-grain leather, suede, ballistic nylon, or Cordura fabric construction, with optional composite safety toe protection. Additional requirements include anti-microbial, moisture-wicking liners for breathability and moisture management; high-shaft or tactical designs for substantial ankle support; secure lacing systems and optional side-zipper features for functional design; and upper materials allowing adequate air circulation. The vendor must offer a range of boot options suitable for different operational environments, including waterproof models for wet or cold climates and lightweight, breathable designs for hot weather conditions.

Statement of Need
1. Introduction
The Office of Protective Services (SIP) has a need for the procurement of Police Duty Footwear.
2. Background
NGA's uniformed police officers perform duties in a dynamic environment, operating both within climate-controlled indoor facilities and in variable outdoor conditions. The nature of their mission demands footwear that provides exceptional durability, comfort, and safety across a wide range of scenarios, from routine patrols to critical incidents.
The acquisition of this critical equipment ensures all officers are properly outfitted to perform their duties effectively and safely.
3. Salient Characteristics
The required police duty boots must meet the following minimum specifications:
• Officer footwear should be for both male and female officers.
• The boots shall be black in color.
• Women’s footwear shall range in size from 4-11.
• Men’s footwear shall range in size from 6-15.
• Traction and Stability:
• Must feature an aggressive, slip-resistant rubber outsole.
• Outsole must provide secure traction on varied surfaces, including wet pavement, linoleum, and uneven terrain.
• Comfort and Fatigue Reduction:
• Must be equipped with a high-performance midsole (e.g., EVA or equivalent) for superior shock absorption.
• Must include a cushioned, multi-density, or memory foam insole to reduce foot fatigue during extended periods of standing, walking, or running.
• Durability and Protection:
• Constructed from durable materials such as full-grain leather, suede, ballistic nylon, or Cordura fabric to resist abrasion and extend service life.
• May include a composite safety toe for impact and compression protection without the weight of a traditional steel toe.
• Breathability and Moisture Management:
• Must feature an anti-microbial, moisture-wicking liner to keep feet dry and mitigate odor.
• Upper materials should allow for adequate air circulation to enhance comfort in warm environments.
• Supportive Design:
• Available in high-shaft or tactical designs that provide substantial ankle support to reduce the risk of injury during dynamic movements.
• Functional Features:
• May include a side-zipper system to allow for rapid donning and doffing without compromising a secure fit.
• Must utilize a secure lacing system to ensure a snug and customized fit for the wearer.
• Environmental Suitability:
• The vendor must offer a range of boot options suitable for different operational environments, including models with waterproof membranes for wet or cold climates and highly breathable, lightweight designs for hot weather conditions.
