1 GENERAL INFORMATION
1.1 INTRODUCTION
Ginnie Mae requires e-courses to create an on-demand training library for its customers. The intent of these courses is to better educate Ginnie Mae’s customer base on its mission, history, programs, policies, and business processes/systems in order to reduce processing errors and decrease calls to the help desk, the operations team, as well as Account Executives (AEs). The identified contractor must have a proven background in e-curriculum development; and supporting, producing, designing, and delivering a wide range of online training material for various learning management systems and web-based platforms.
The scope includes designing, developing, and producing e-courses that can be delivered in an online environment. Additionally, this procurement will support filming in-person training with up to 30 participants and webinars to be used in training materials.
The audience for these e-courses will be primarily Ginnie Mae customers, though some courses may be developed for internal audiences as well. All e-courses will be developed in conformance with Section 508 requirements and will be compatible with industry-standard learning management systems.
Ginnie Mae will retain all rights to any curriculum and training materials developed by the Contractor.
The Contractor will coordinate efforts with a mix of sub-contracted professionals and practitioners to satisfy the requirements identified in the Performance Work Statement (PWS). Depending on the specific project, the Contractor may develop e-courses on many of Ginnie Mae’s applications and databases. These applications and databases are supported by Ginnie Mae’s Pool Processing Agent, Central Paying and Transfer
Agent (PPA/CPTA), and the Mortgage-Backed Securities Operations and Analytics (MBSOA) contractor.
1.2 BACKGROUND
As part of Ginnie Mae (GNMA)s Strategic Training Plan, this tasking addresses the Strategic Training Plan recommendations to assist Ginnie Mae with establishing virtual self-paced training and development for internal and external stakeholders. To do so, Ginnie Mae will require the support and assistance of a skilled Contractor to design, develop, and produce a catalogue of e- learning curriculum (e-courses). It is critical for Ginnie Mae to provide timely and quality training to its internal stakeholders and external Issuer base to ensure that we comply with our employee development program and that Issuers have information on how to comply with our Mortgage-Backed Security (MBS) program requirements.
Ginnie Mae trains our stakeholders on its mission, history, programs, policies, and business processes/systems to ensure accurate and timely Pool Processing and Investor Reporting and to increase their understanding of Ginnie Mae’s business. The e-courses will be especially helpful to new hires and external stakeholders to provide relevant and timely instruction without waiting for the next training session. The e-courses will also contribute to increased efficiencies and compliance by reducing errors, rework, and decreasing help desk inquiries.
