PART 5

SPECIFIC TASKS

5.1 Basic Tasks: The Contractor shall provide services for all labor, management, tools, equipment, supplies, chemicals, supervision, transportation, and other items or services to ensure that the custodial services are performed at the location specified herein in a manner that will maintain a safe, satisfactory facility condition and present a clean, neat and professional appearance. All work shall be conducted in accordance with all applicable United States (U.S.), German, and local laws, regulations, standards, provisions, and directives to include applicable publications in Part 6. The Contractor shall ensure that all work meets the level of service, performance standards, or tolerances specified in the PWS or in applicable referenced documents. The Contractor shall provide services based on the cleaning frequencies schedule provided in Attachment 3, Building Chart. Recognized deficiencies shall be corrected within one

(1) business days, unless otherwise noted in the PWS.

5.1.1 Facility Cleaning Services: Accessible floor surfaces shall be cleaned. Moveable items (chairs, trash receptacles, any and all easily moved item) shall be tilted or moved to access the floor surface (to sweep, wet mop, vacuum) underneath these items. Moved items shall be returned to their original position after cleaning. Grout on wall and floor tiles shall be free of dirt, scum, mildew, and residue.

5.1.1.2 Restricted Facilities Cleaning Services: The contractor shall ensure employee information is provided to building security to allow for vetting prior to access. The contractor shall schedule the same employees for access to restricted buildings in an effort to minimize the number of required vetting. The contractor shall ensure sufficient back-up personnel are submitted and vetted in advance to ensure there is no lapse in service in the event regularly scheduled personnel are unavailable. See PWS 1.6.3.5.

5.1.2 Supplies: The Contractor shall ensure restrooms, and break rooms are stocked sufficiently with supplies including toilet tissue, paper towels, and hand soap. Supplies shall be stored in designated areas. Stock shall be in sufficient quantities so supplies do not run out before the next service date. If supplies run out prior to the next service date, the Contractor shall refill within two hours of notification.

5.2. Tasks – Basic Service

5.2.1 Clean, Disinfect and Supply Restrooms: All surfaces of sinks, toilets, urinals, lavatories, showers, saunas, shower mats, dispensers, plumbing fixtures, floors (sweep and mop), dispensers, doors, walls, partitions, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls, and other such surfaces shall be cleaned and disinfected using a germicidal agent and free from water and scale deposits, soil, streaks, and other removable matter. Restrooms shall be left with a clean, pleasant scent/fragrance or no odor at all.

Toilets, urinals, and showers will be free of spots, water spots, scale buildup, soap scum, odors, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter.

Partitions shall be smudge, stain free. Vents (within 1.8 meters of the floor) shall be clean. Walls and grout shall be free of all film, spots, and detergent buildup. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else. Cleaning rags/mops used on toilets and urinals shall not be used anywhere else. Clean rags/mops shall be used for all sinks, fixtures, drinking fountains, etc., supply all dispensers.

5.2.1.1 Drainages: All floor drains must be kept clean. In addition, water must be refilled to cover the siphon of the floor drain(s) to avoid an unpleasant smell. The cleaning of floor drains shall include removal of the strings and built up residue on the grates.

5.2.1.2 Clean Drinking Fountains: Drinking fountains shall be cleaned at the same frequency as restrooms and will not be a separate item in the contract. Clean and disinfect all porcelain and polished metal surfaces, including the faucet, knobs, orifices and drain as well as outer surfaces of fountain. After cleaning the drinking fountains, the entire drinking fountain shall be free from streaks, stains, spots, smudges, scale, and other obvious removable matter. No abrasive and/or bowl cleaners are to be used to clean the drinking fountains. Any broken or defective fountains shall be reported to the COR. Clean rags/ cloths shall be used for each time the fountains are cleaned.

5.2.2 Cleaning of floors: Hard floors like Linoleum, Vinyl Tiles, Ceramic Tiles, Wood, Concrete, etc., shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter, and other foreign matter by effective routine cleaning. Cleaning shall be accomplished by the most appropriate method (vacuum, sweep, dust mop, wet mop, spot clean, etc.) and with cleaning solutions, if applicable, for the specific floor type. Floor surfaces, including grout and any transition, separations, or joints in the materials, shall be maintained to have a uniform, clean appearance absent of streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Protective coverings, baseboards, corners, and wall/floor edges shall also be clean.

5.2.2.1 Vacuuming: Carpets to include walk off mats/ rugs and other floor coverings shall be maintained free of soil, dirt, debris, litter, and other foreign matter by effective routine vacuuming.

Vacuum cleaners shall offer high airflow, high efficiency particulate air filter (HEPA filter), and an adjustable rotating brush agitation for effective soil removal. Ineffective vacuums or damaged vacuums shall be removed from the Government installation and replaced with equipment fully operational which meets the required standard. (This includes vacuums that are deemed ineffective due to broken or damaged hoses that are taped up). Custodial personnel must make every effort to minimize the generation of dust, both inside and outside of buildings. Any spots and/or spills shall be removed by utilizing the carpet manufacturer's approved methods or other commercially accepted practices as soon as noticed. Tears, burns, and raveling shall be brought to the attention of the facility manager.

5.2.2.2 Sweep floors: The entire area to be swept shall be thoroughly cleaned to remove dust, dry soil, and other litter. After the floor has been swept, the floor surface including corners and abutments shall be free of visible dust, soil, or other litter.

5.2.2.2 Wet mop: Use proper wet floor signage, sweep, vacuum, or dust mop the floor to remove any large debris prior to wet mopping. Apply the floor cleaning chemical according to the manufacturer’s directions. After wet mopping, all stains and soils which are water soluble should be removed from the floor, leaving a clean, fresh floor. Floors must have a clean, uniform glossy appearance free of soil, film and stains, streaks, swirl marks, or standing water and/or contamination. All exposed surfaces of baseboards and furnishings shall be also free of splash marks and streaks. No mop streaks shall remain in the area.

5.2.3 Stairways/Elevators/Handicap Lifts: Stairways, elevators and handicap lifts shall be cleaned at the same frequencies as Vacuuming, Sweep Floors and Wet Mop for each type of surface. All floor surfaces shall be cleaned in accordance with the non-carpeted and carpeted requirements as appropriate. Stair guards, handrails, wall caps and baseboards shall be free of grease and grime. The Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls, up to 1.8 meters height from stair tread level, to provide or maintain a clean, uniform appearance. Elevators and Lifts shall also be cleaned to remove all foreign matter. Stairwells shall be cleaned to include surfaces on and below the stair tread level if the stairwell is open to other floors.

5.2.4 Walk-Off Mats: Vacuum and/or clean interior and exterior floor mats. Mats shall be free of all visible lint, litter, debris, soil, and other foreign matter. Soil and moisture underneath mats shall be removed, and mats returned to their normal location. Area and throw rugs shall receive the same service. Installed dirt mats shall receive the same service. All entry walk off mats shall be cleaned one a week from November to end of March. There are approximately 320 walk off mats on the installation needing this service.

5.2.5 Dusting

5.2.5.1 Low Dusting: Low dusting shall be defined as the removal of all dust, lint, litter, dry soil, etc. from the horizontal surfaces, equipment, furniture mounted to walls and from horizontal ledges, windowsills, blinds, handrails, etc. below 1.8 meters from the top of the floor surfaces.

After dusting, all such horizontal surfaces shall have a uniform appearance, free of streaks, smudges, dust, lint, litter, etc. Dusting shall be accomplished by removal of soil from the area, not by moving it from one surface to another. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else.

5.2.5.2 High Dusting: High dusting shall be defined as the removal of dust, cobwebs, oily film, etc., from all fixtures and surfaces above 1.8 meters from the top of the floor surfaces. This includes lights, grills, light fixtures, pipes, sprinkler system, cables, ledges, walls, ceilings, vents, etc. After high dusting, all areas and surfaces above 1.8 meters from the top of the floor surface shall be free from all types of soil removable by dusting by damp wiping and shall blend in with the area below 1.8 meters high. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else.

Note: High dusting in Fitness Center is required up to approximately fifteen (15) meters. Dusting shall remove dirt from the area, not move it from one surface to another.

5.2.6 Spot Cleaning: The Contractor shall spot clean floor surfaces to remove spots that are up to two (2) square feet in size. Areas that are embedded to the point of non-removal and have been treated during two (2) consecutive cleanings yet still resist removal shall be annotated to the COR/KO for record.

Spot clean to remove smudges, fingerprints, marks, streaks, etc. from washable surfaces of walls, partitions, doors, furniture, fixtures, appliances, etc. Germicidal detergent shall be used in restrooms, locker rooms, food service areas, and drinking fountains. After spot cleaning, the surface shall have a clean, uniform appearance free of streaks, spots, and other evidence of removable soil.

5.2.7 Remove Trash & Recyclables

5.2.7.1 Remove Trash & Recyclables: All wastebaskets, cigarette butt receptacles, recycling containers, and other trash (cans, bottles, card boards, shred etc.) containers within the area shall be emptied and returned to their initial location. Trash receptacles shall be left clean, free of foreign matter and free of odors. Under no circumstances shall a trash can be left dirty or with wet trash. Trash cans shall be wiped clean at a minimum of once a month. The Contractor shall replace any obviously soiled, worn or torn plastic trash can liners. Trash shall be kept separated by recyclable type and shall be disposed into a designated (trash islands) trash dumpster for each type of trash collected. The Contractor is responsible for transporting all trash from the building to the correct disposal area for each type of trash, regardless of its proximity to the building. The non-availability of dumpsters close to the buildings shall not relieve the contractor of their duty of properly disposing trash according to local policy and German law. If dumpsters are missing or damaged the contractor shall notify the COR immediately. Staging areas during trash removal collection shall be approved by the COR. In no circumstance shall garbage be left in unapproved staging areas. Cleaning rags/ cloths that are used for this cleaning shall not be used anywhere else.

5.2.7.2 Recycling: Recycling containers shall be emptied at the same frequency as regular trash containers and will not be a separate item in the contract. Recyclable materials, collected in separate boxes or similar containers, shall be picked up separately by the Contractor and disposed at the nearest recycling containers located outside the buildings in accordance with local policy and German law. The Contractor is responsible for transporting all trash from the building to the correct disposal area for each type of trash, regardless of its proximity to the building.

The non-availability of dumpsters close to the buildings shall not relieve the contractor of their duty of properly disposing trash according to local policy and German law. If dumpsters are missing or damaged the Contractor shall notify the COR immediately.

5.2.8 Deep Cleaning / Special Event Cleaning

5.2.8.1 Carpet Cleaning, Water Extraction Method: Carpet cleaning, water extraction method is defined as the spot cleaning, vacuuming, operation of the water extraction equipment, and re-vacuuming of all carpet in an area. All vacuuming, both before and after the use of the water extraction equipment shall be done with a medium duty pile lifter vacuum. All stained areas shall be treated with spot cleaning solution and/or stain remover, following the directions of the manufacturer of the solution, or treated according to the specific stain involved. Spot cleaning should be continued until as much of the stain as possible has been removed. All instructions provided by the manufacturer of the water extraction equipment and materials shall be followed during their use. After shampooing the carpeted area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs, and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath and returned to their original location.

5.2.8.2 Carpet Cleaning, Dry Foam Method: Dry foam shampooing of carpets is defined as the spot cleaning, vacuuming, shampooing, and re-vacuuming of all carpeted area. All vacuuming, both before and after shampooing shall be done with a medium duty pile lifter type vacuum. All stained areas shall be treated with spot cleaning solution, following the directions of the manufacturer, or treated according to the specific stain involved. Spot cleaning should be continued until as much of the stain as possible has been removed. The shampooing shall be done using equipment and materials specifically designed for dry foam shampooing and meeting the specifications provided by the manufactures. Areas that are inaccessible to the machine, such as corners, shall be shampooed with foam from the machine and manually scrubbed. After shampooing and allowing sufficient drying time, the carpet shall be vacuumed following a pattern, which will give the carpet tile a uniform appearance.

5.2.8.3 Cleaning of seats in Auditorium (Bldg. 1043): Shampooing/brushing and extraction of approximately 484 auditorium tip-up seats with upholstery. Pre-treatment of stains with appropriate chemicals is required. The Contractor shall thoroughly wipe down surfaces other than upholstery on the chairs until all foreign substances are removed. After completion, the seats must be free of stains and all foreign material, e.g. dust, dirt, water-soluble and petroleum-based stains, chewing gum, etc. and/or residue directly related to dirt extracting services until plain water remains in the container. All services provided shall be coordinated with the COR on a monthly basis. The Contractor shall document all services to be provided that month and obtain acceptance from the COR prior to rendering services.

5.2.8.4 Spray-Buff and Dry-Buff: Sweep the floor prior to the floor surface being buffed. After buffing, the entire floor shall have a uniform glossy appearance, free of scuff marks, heel marks, and other stains, and shall have a uniform coating of floor finish. All buff solutions shall be removed from baseboards, furniture, trash receptacles, etc.

5.2.8.5 Stripping/Finishing Floor: Stripping is the complete removal of all finish and/or sealer without damage to the floor surface. Stripping shall also include the complete removal of all marks, scuffs, etc. except when it would cause damage to the floor surface. Stripping chemical(s) used shall be used according to the manufacturer’s directions. The floors shall be scrubbed with a single disc floor machine equipped with a stripping pad, except those areas in which an auto scrubber can safely and effectively be used; and those areas in which the use of manual scrubbing devices are necessary to completely remove the finish and/or sealer (along walls, in corners. etc.).

The stripping solution and rinse water shall be picked-up with a wet/dry vacuum except in areas where its use is impossible or impractical (very small area, areas with low amperage circuits, etc.).

All floor surfaces to which stripper has been applied shall be thoroughly rinsed with clean water.

When a wet/dry vacuum is used, the area should be rinsed at least once after the stripping solution has been removed. If a mop is used to pick-up the stripping solution, the area shall be rinsed at least twice.

Finishing is the proper application of at least three coats of finish to all trafficked areas and one coat of finish to areas receiving no traffic. The finish shall be applied with a clean, fine strand, rayon or microfiber mop head. No finish, which has been removed from its original container, shall be returned to that container. After the finish has dried, the reflectance shall be uniform with no streaks, swirls, etc. visible. No stripping solution or finish shall remain on baseboards, doors, or other non-floor surfaces. Chairs, trash receptacles, and other items shall be moved and returned to their original location.

5.2.8.6 Wash Exterior Glass: Wash exterior glass is defined as the complete removal of smudges, tape, oily film, cobwebs, dust, and other types of soil from both sides of the glass, frames, and sills of exterior windows, doors, vestibules, etc. The glass and adjacent surfaces shall be rinsed to remove any detergent solution residue. After washing, the glass areas shall be free of smudges, tape, oily film, cobwebs, dust and all other types of soil, streaks, and watermarks.

Glass cleaner splash and drip marks shall be removed from all adjacent surfaces. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else.

Cleaning shall be performed at different heights as required.

5.2.8.7 Wash Interior Glass: Wash interior glass is defined as the complete removal of smudges, tape, oily film, cobwebs, and other types of soil from all glass in interior partitions, walls, doors, displays, and other glass areas. The glass shall be rinsed to remove any detergent solution residue. After washing, the glass areas shall be free of dust, smudges, oily film, tape, and all other types of soil, streaks, and watermarks. Glass cleaner splash and drip marks shall be removed from all adjacent surfaces. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else.

5.2.8.8 Clean Window Treatments: Clean window treatments is defined as the complete removal of smudges, tape, oily film, cobwebs, dust, and other types of soiling from the windows treatments. Window treatments is defined as blinds, curtains, shades, shutters, etc. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else.

5.2.8.9 Heavy Dusting: Heavy Dusting, heights over 1.80 meters. The Contractor shall dust using a dust removing agent. The Contractor shall dust all visible surfaces to include lights, grills, light fixtures, pipes, sprinkler system, cables, ledges, cabinets, ceilings, vents, millwork, tops of low walls, window frames, drapes, and equipment and other materials. Dusting shall remove dirt from the area, not move it from one surface to another.

5.3 Tasks – Standard Service (Fitness Centers/Gym):

In addition to above described basic services, following services shall apply to the standard services for Fitness Centers/Gyms. Designated Gym facilities are identified in Attachment 3.

Standard cleaning services are required in those facilities. The Contractor shall accomplish cleaning tasks IAW Para. 5.2 above for the frequencies listed in Attachment 3. Recognized deficiencies shall be corrected within two (2) hours, unless otherwise noted in the PWS.

5.3.1 Clean, Disinfect and Supply Restrooms, Showers, Locker Rooms, and Saunas: All surfaces of sinks, toilets, urinals, lavatories, showers, saunas, shower mats, dispensers, plumbing fixtures, drinking fountains, saunas, lockers (interior and exterior), floors (sweep and mop), dispensers, doors, walls, partitions, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls, and other such surfaces shall be cleaned and disinfected using a germicidal agent and free from water and scale deposits, soil, streaks, and other removable matter. Restrooms shall be left with a clean, pleasant scent/fragrance or no odor at all.

Showers, saunas, toilets, and urinals will be free of spots, water spots, scale buildup, soap scum, odors, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge, stain free. Vents (within 1.8 meters of the floor) shall be clean. Walls and grout shall be free of all film, spots, and detergent buildup. No abrasive and/or bowl cleaners are to be used to clean the drinking fountains. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else. Cleaning rags/mops used on toilets and urinals shall not be used anywhere else. Clean rags/mops shall be used for all sinks, fixtures, drinking fountains, etc.

Supply all dispensers.

5.3.2 Cleaning of lockers: Interior and exterior surfaces of the lockers shall be disinfected, clean and have no streaks or other removable matter.

5.3.3 Monthly high-pressure cleaning of showers and saunas: Wall and floor tiles of shower rooms and saunas shall be foamed and washed down with high pressure cleaner. Afterwards the wall and floor tiles need to be pulled of and all tiles shall be clean and have no streaks or other removable matter.

5.3.4 Clean of Interior and exterior Glass/Window at Fitness Center: The Contractor shall clean exterior/interior glass window surfaces, to include frames and window treatments. After completion, all windows and glass surfaces/facades up to a maximum height of approx.. 9.5 meters, to include all frames, blinds, interior, and exterior sills, glass walls of the racquetball courts (height approx.. 7.8 meters), inside and outside, window blinds and/or shutters, screen openings or window elements shall be clean. The Contractor shall clean adjacent trim where spillage or smears occur during the glass cleaning services. For inside cleaning, the lifting equipment utilized shall NOT exceed a load of 1500 N/m2. All equipment used shall be acceptable in accordance with DIN 18032-2 for sport floors and shall have no black tires.

Glass Balustrades: After cleaning, the glass balustrades (height approx.. 1.10 meters, including fine steel hand railing) inside and outside surfaces shall be free of pollutions.

Cleaning shall be performed at different heights as required.

5.4 Tasks – Child, Youth Services (CYS) Facilities:

In addition to above described basic services, following services shall apply to Child Development Center (CDC), Youth Centers (YS), School Age Services (SAS) and Youth Gymnasiums.

Designated facilities shall be maintained IAW AR 608-10 and all services rendered shall be of Hospital-grade quality IAW DIN 13063:201-09 (Norm zur Krankenhausreinigung). The Contractor shall provide additional cleaning after normal operating hours to ensure facilities are in a state of cleanliness prior to opening the following day.

Recognized deficiencies shall be corrected within two (2) hours, unless otherwise noted in the

PWS.

The Contractor shall provide sufficient personnel from Monday through Friday to support the lunch program at the "Infant" and "Toddler" areas. The following services are required to comply with Army Regulation AR 608-10, para. 5-37, but not limited to:

(1) Cleaning of entryways, rugs, stairs, landings, floors, and sidewalks.

(2) Sweeping and mopping of floor surfaces.

(3) Scrubbing with approved disinfectant highchairs, cribs, playpens, child activity tables and chairs, toilet bowls, urinals, sinks, washbasins, kitchen equipment and appliances, food service areas, drinking fountains, and waste containers.

(4) Dusting furniture, equipment, and surfaces within the reach of the children.

(5) Wiping mirrors, metal door plates, bathroom and kitchen fixtures and all metal fittings.

(6) Cleaning showcases, entrance doors, activity space/ module door frames and switches, paper towel dispensers and any other surfaces as required.

5.4.1 Immunizations: All Contractor employees assigned to the CDC, SAS and/or Youth Center, who provide services during the operation hours cleaning team members working when children/youth are in the building of the facilities (Support Lunch Program employees) shall be free of communicable diseases to include tuberculosis, prior to entering either facility. All above mentioned contract employees must have the following immunizations required by AR 40-562, Immunizations and Chemoprophylaxis, prior to an employee being allowed to work. The Contractor shall be responsible for providing certification that all of his/her employees meet the above conditions within ten (10) days after date of contract award, and prior to starting work of this contract. Payment for any required immunizations will be incurred at the Contractor’s expense.

Note: This applies only to employees, who provide services during the normal operation hours of the facilities: cleaning team members working when children/youth are in the building (lunch-service employees)

Mumps Measles Rubella Tetanus Diphtheria Polio Hepatitis B Varicella Tuberculosis Skin Test

5.4.1.1 Required Documentation: The Contractor shall provide a Contractor Performance Roster List (CPRL) of all employees proposed to work in CDC,SAS and or YS with the employees name, position, date background checks were initiated and completed, date child abuse training was completed, certification that immunization requirements have been met, and employee statement, within 30 days of contract award and prior to entering any CDC, SAS and/or YS of new employee(s) (Deliverable # A.017). In the event that an employee is replaced, even temporarily, the replacement shall meet all requirements prior to beginning work. Failure to fulfill these requirements, in sufficient time to replace an employee, will not relieve the Contractor of their responsibilities under this contract. Failure to provide these statements will prohibit Contractor employee(s) entrance into the CDC and/or Youth Center. It shall be the Contractor’s responsibility to update the CPRL as necessary. Contractor employees shall submit a negative test report from the Health Department or their doctor and current immunization records to the CDC Director prior to starting work on an annual basis.

5.4.2 CDC Hours of Operation:

The Contractor shall perform all required services as outlined in the table below, except on US Federal holidays.

Performance hours are subject to change in accordance with paragraph 5.4.2.1 below and CDC/YS Special Services to Support Lunch Program and Special Requirements for CDC at Bldg.

5.4.2.1 Special Requirements: There will be mission situations that require the Contractor to work other than normal hours. Some of these situations are military exercises, contingency operations, or weather emergencies. Operational hours during these events will be provided by the COR. The CDC Facility Manager or Supervisor will notify the COR prior to a scheduled exercise requesting service for hours of operation other than normal and the COR will relay that information to the Contractor as early as possible.

5.4.3 General Requirements:

5.4.3.1 Cleaning Requirements Child Development Center: Physical contact shall not be allowed, and Contractor employees shall not be alone with children unsupervised.

5.4.3.2 Supplies/Solutions: All solutions, chemicals and other potentially dangerous products (except bleach water solution) and cleaning supplies (trash, mops, brooms, and cleaning buckets, etc.), must be stored in their original, labeled container in a locked cleaning trolley and closet inaccessible to children and kept out of children's reach at all times. Supplies/Solutions shall be stored in designated areas.

5.4.3.3 Cleaning and Sanitizing: The Contractor may use a cleaner/disinfectant and water solutions IAW with Host nation standards (DIN 13063:2021-09 Krankenhausreinigung) and, in childcare centers. The cleaner/disinfectant and water are to be changed after cleaning of each room.

5.4.3.4 Clean, Disinfect & Supply Children's Toilets and Fixtures: Toilets, sinks and adjacent walls (up to height of four feet) will be cleaned and sanitized as specified above. Cleaning rags/cloths that are used for this cleaning shall not be used anywhere else.

5.4.3.5 Trash Cans and Diaper Pails: The Contractor shall empty trash cans and diaper pails.

The Contractor shall provide and replace worn, torn or otherwise soiled plastic trash bags suitable for the type of trash containers within the entire facility. Trash cans and diaper pails shall be washed out and disinfected during each service frequency. Cleaning rags/ cloths that are used for this cleaning shall not be used anywhere else.

All trash cans in the fenced areas at CDC buildings (1501, 1502, 7884, 7885, 7894) needs to be emptied according to the frequencies table in Attachment 1.

5.4.3.6 Clean/Sanitize Trash Container and Diaper Pail: The Contractor shall empty trash containers and diapers pails and then "clean and sanitize" as specified above. Trash cans and diaper pails shall be washed out and disinfected during each service frequency. Cleaning rags/cloths that are used for this cleaning shall not be used anywhere else.

5.4.3.7 Sweeping/Mopping Non-Carpeted Floors: The Contractor shall sweep and mop and then "clean and sanitize", as specified above, the floors around and under all eating tables and adjoining walls. Mop water shall be changed from room to room.

5.4.3.8 Other Non-Carpeted Floors: All other floors (not including restrooms) shall be swept, mopped, and sanitized with the bleach water solution or equally disinfecting solution daily. Mop water shall be changed from room to room.

5.4.3.9 Sweep/Mop Children's Bathroom Floors: The Contractor shall sweep and mop the children’s bathroom floors and then "clean and sanitize" as above. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else.

5.4.3.10 Vacuum: The Contractor shall maintain all carpet areas free from visible dirt and vacuum when children are not present in the activity rooms, or as required to maintain clean and sanitary conditions. Soiled areas should be cleaned as necessary. Carpet/ Rugs/Mats shall be vacuumed on top and under during each service frequency.

5.4.3.11 Carpet Maintenance: The Contractor shall steam clean infant room carpets monthly and all other carpets Semi-annually, preferably on weekends, US holidays, or after operating hours, to ensure carpets are completely dry when children are present. Carpeted requirements specified above apply.

5.4.3.12 Dust Ledges and Windowsills: All dust ledges and windowsills shall be free of film, dirt, smudges, water, or other foreign matter.

5.3.4.13 Clean/Sanitize Tables, Chairs, Highchairs, Cribs and Playpens: The Contractor shall clean tables, chairs, highchairs, cribs, and playpens daily. The Contractor will "clean and sanitize", as specified above, all other tables and chairs daily. Cleaning rags/cloths that are used for this cleaning shall not be used anywhere else.

5.4.3.14 Clean/Sanitize Food Preparation/ Food Service Areas and Diaper Changing Tables and Adjacent Walls: The Contractor will clean food preparation tables, diaper changing tables, sinks, and adjacent walls with hot water and detergent and then "clean and sanitize" as above.

Cleaning rags/cloths that are used for this cleaning shall not be used anywhere else.

5.4.3.15 Clean Doors, Doorframes: All doors and doorframes shall be free of film, dirt, smudges, water, or other foreign matter. The cleaner used shall be disinfectant.

5.4.3.16 Scrub Walls, Woodwork, Baseboards: All washable walls and woodwork shall be free of film, dirt, smudges, water, or other foreign matter. The cleaner used shall be a disinfectant.

5.4.3.17 Clean Upholstered Furniture: Upholstered furniture shall be cleaned by an approved method that is non-toxic and ecological standards with no odor at all.

5.5 High Use Administrative Facilities: RESERVED

5.6 Miscellaneous Requirements/Responsibilities:

(a) Turn off unnecessary lights to conserve energy.

(b) Report fire hazards, conditions, and items in need of repair to the Government.

(c) Turn in lost and found articles to the Government.

(d) Security: Facilities/areas locked/secured upon ingress or egress shall remain secure after ingress or egress.

Never leave a facility/area unsecured and/or to have the potential of being compromised. The Contractor must ensure that all lights, water outlets and heaters are turned off, windows and doors are closed and locked after work performance in the individual area. The Contractor will be held liable for losses and/or damages resulting from failure.

(e) Display caution/warning signs in work areas when necessary (Example: wet floors require a “Caution Wet Floor” sign until the floor is dry and not slippery.)

5.6.1 Government Items not to be cleaned:

The following items shall not be moved, cleaned, or otherwise handled by cleaning personnel:

(a) Office equipment, (e.g., computer hardware, copy machines, terminals, etc.).

(b) Interior surfaces of refrigerators and freezers.

(c) Kitchen equipment, coffee machines, dishes, pots, etc.

(d) All electrical machines, electric storage and cabinets, and cable connections.

(e) Fire-alarm equipment.

(f) Personal property.

5.7 Orderly Arrangements: After cleaning operations have been accomplished, all office furniture, chairs, desks, tables, or other items moved shall be placed in their proper position and the buildings shall be left in an orderly condition.

Especially, after deep/basic cleaning services all items and/or furnishings, which can be lifted without emptying drawers, shelves, etc., shall be moved aside prior to cleaning and put back to their original upright position upon completion. Desks are not considered moveable items.

5.8 Special Event and Emergency Cleaning: The Contractor shall perform emergency or special event cleaning on-demand for any building, area, or rooms covered in or outside of this contract. The Contracting Officer (KO) shall order cleaning services through issuance of a task order for the appropriate and required work task(s). The Contractor shall begin emergency work, as determined by the KO or designated representative will notify the Contractor as soon as a special event requirement is known, but no less than 24 hours prior to the event.

5.9 Service Contract Reporting

5.9.1 Periodic/Quarterly Progress Meetings: The Government and the Contractor shall meet monthly to discuss contractor performance. Issues to be discussed shall include opportunities for improvement, any modifications or requirements, performance, valid customer complaints, and corrective actions. The customer complaint form shall be provided to the Contractor by the COR.
