About this file

This Statement of Work (SOW) details requirements for procuring, manufacturing, and delivering new ground-based geodesic radomes for the Department of Defense. The contract calls for two specific radome types: a 10-foot metal space frame radome to protect a dual polar/geostationary antenna, and a 17-foot metal space frame radome to protect a geostationary antenna. Both radomes must match existing anchor bolt patterns, interface with current HVAC systems, meet radio frequency and wind load requirements, and provide environmental protection for electronic equipment.

The radomes have comprehensive specifications including electromagnetic, mechanical, and environmental requirements. Key technical characteristics include a 20-year design lifecycle, operational temperature range of -65°F to +165°F, wind load resistance up to 150 mph, and electromagnetic performance from 0.5 GHz to 100 GHz. The contract is a firm-fixed-price arrangement, with delivery to Tobyhanna Army Depot (TYAD) in Pennsylvania. Deliverables include the radomes, a technical manual, drawing package, and a two-year warranty. The contractor must follow specific packaging, shipping, and security protocols, and maintain minimum insurance coverage for worker's compensation, general liability, and automobile liability.

1. STATEMENT OF WORK

This Statement of Work (SOW) and the documents referenced herein define the requirements to procure, manufacture, and deliver new ground-based, geodesic radomes.

Completion of this effort is identified by successful Factory Acceptance Test (FAT) data and subsequent delivery of radomes and accessories to Tobyhanna Army Depot (TYAD).

The funding for efforts identified in this SOW shall be delivered as a firm-fixed-price contract.

2. PROGRAM OBJECTIVES

The specific objective of this SOW is to provide the necessary supplies to assist the Government in the following areas:

1. Design, manufacture and deliver a metal space frame radome that will protect a 10-foot dual polar/geostationary antenna and match the existing anchor bolt pattern.

2. Design, manufacture, and deliver a metal space frame radome that will protect a 17-foot geostationary antenna and match the existing anchor bolt pattern and feed service platform bolt pattern.

3. Provide radomes that will interface with existing Heating, Ventilation, and Air Conditioning (HVAC) system.

4. Provide radomes that will meet or exceed current Radio Frequency (RF) requirements of the existing system.

5. Provide radomes that will meet or exceed wind load requirements of the existing system.

6. Extend the lifecycle of the fielded systems at various locations around the world by providing adequate protection from environmental factors.

7. Optimize system Reliability, Maintainability, and Availability (RMA).

8. Minimize annual maintenance and support costs.

To meet the stated objectives, the Contractor shall provide the goods specified in Section 3.

2.1 Description of Supplies

The government was awarded mission workload to procure and install. These radomes will provide protection of Department of Defense (DoD) equipment from the harsh weather and environmental conditions. The system requires a temperature controlled electronic equipment environment. The current radomes have been categorized as Beyond Economical Repair (BER) assets.

2.2 Definition of Terms and Phrases

The following terms and phrases are used throughout this SOW:

The word “shall” is a verifiable requirement for the Contractor.

DRAFT

The word “will” is used as a statement of fact, not subject to verification.

The word “may” is used to express an optional requirement.

2.3 Applicable Documents

The following documents of the exact issue shown form a part of this SOW to the extent specified herein. In the event of conflict between the documents referenced herein and the contents of this SOW, the SOW is considered the superseding document. In the event of conflict between documents referenced herein and its associated sketches/drawings, the production standard is considered the superseding document.

The applicable DoD specifications and standards used in the current equipment design are accepted for use in this program. The Contractor has the right to use updated/replacement DoD specifications and standards for new or modified designs. For specifications and standards that are obsolete with no DoD replacement, the Contractor shall submit a contract letter to the Government with recommendations. The Government will review for approval.
