About this file

This document is a Draft Statement of Work (SOW) for the Bureau of Reclamation's Brackish Groundwater National Desalination Research Facility (BGNDRF) in Alamogordo, New Mexico. The project involves urgent well repair services for Well No. 2, which requires comprehensive maintenance including video inspection, equipment replacement, and cleaning. Specific tasks include pulling the existing 7.5 hp submersible pump located 159 ft below ground surface, addressing air production issues, installing new pump/motor/check valve components, and performing pre- and post-cleaning video documentation. The well, which has a 6-inch diameter and produces brackish water with approximately 6,000 mg/L total dissolved solids, currently flows at 70-72 gallons per minute and requires restoration to support future research operations.

The SOW outlines detailed technical requirements, safety protocols, and site access procedures, with a tentative site visit scheduled for October 17, 2025, at 500 Lavelle Road. Contractors must adhere to specific standards including ASTM and AWWA guidelines, OSHA safety standards, and Bureau of Reclamation safety protocols. The project is classified under NAICS code 237110 for water and sewer line construction, with work to be performed during facility operational hours (7:30 AM to 4:30 PM MDT, Monday through Friday). Coordination with the facility manager, Malynda Cappelle, is required for site access and project execution.

STATEMENT OF WORK (Draft)

Bureau of Reclamation – Upper Colorado Region – Albuquerque Area Office

BRACKISH GROUNDWATER NATIONAL DESALINATION RESEARCH FACILITY

(Well No 2 Equipment Replacement, Cleaning, Video Inspection)

A. FOREWORD, DESCRIPTION, AND PURPOSE

The Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office, and Brackish Groundwater National Desalination Research Facility has a need for urgent services to inspect and clean existing Well No. 2.

The NAICS codes for this requirement are as follows:

237110 – Water and Sewer Line and Related Structures Construction

Project Description and Purpose. Description of work tasks is to perform a video inspection, replace equipment as necessary, and clean the existing BGNDRF Well No. 2. The well is producing air that is not bleeding off. Previous visits by a local well company have indicated there could be issues with the pump, motor, check valve, or other equipment. Well screen issues could also be present. Expected work needed includes pulling the well pump, injecting cleaning chemical, flushing the well, and performing video inspections before and after the cleaning operations. The pump, motor, check valve, and other appurtenances should be replaced. Well 2 has an estimated diameter of 6-inches and the submersible pump depth should be 159 ft below ground surface (bgs). The well is screened from 90 to 190 ft bgs and static water is around 70 ft bgs. The existing 7.5 hp pump originally flowed at 80 gallons per minute (gpm) but has recently declined to 70-72 gpm with a substantial amount of air. The electrical supply is 480VAC/3phase. The water is brackish with approximately 6,000 mg/L total dissolved solids.

The well has not been in regular use lately but is expected to be in service more once a treatment building is built. This well is necessary for research operations and needs to be put back into service as soon as possible.

Components of Work. – The following is a short list of the principal work tasks for repairing Well No. 2:

· Coordinate Tag-Out/Lock-Out of pump’s energizing systems with facility manager.

· Remove existing jacketed pipe insulation and, if possible, store for reuse after repairs are completed on the well.

· Pull existing motor and pump assembly for inspection and cleaning. Use existing stainless steel pipe and take caution not to damage existing airline and sound tubing.

· Disconnect pump electrical systems.

· Obtain video of well and provide written report documenting findings. The video must be viewable on a computer CD/DVD drive.

· Install chemical for cleaning and allow to soak per manufacturer suggestions.

· Flush well into BGNDRF evaporation ponds. Coordinate this work with BGNDRF staff.

· Obtain video of well and provide written report documenting findings. The video must be viewable on a computer CD/DVD drive.

· Install new pump, motor, and check valve. Reset well pump assembly using existing airline and sound tubing by lowering into place with new or existing stainless steel pipe. Record depth of well.

· Coordinate Tag-Out/Lock-Out to energize electrical systems to test well pump assembly.

· If pump is operating correctly move to insulation step. If pump assembly is not working correctly, diagnose/troubleshoot problem and repair systems until pump is working correctly.

· Reinstall jacket pipe insulation if possible. If new insulation is required, install equivalent replacement. Insulation specifications can be provided by the COR.

· Clean-up area and leave project site.
