Statement of Work (SOW)

For

Air to Ground Communication Antenna Acquisition

Preparation Date: 2/2/2024

Preparing Organization: FAA Logistics Center, AJW-L800

1.0 Background

Air to ground (AG) communication antennas are used to radiate electromagnetic energy, when used with radio transmitters, and gather electromagnetic energy, when used with radio receivers, in a specific frequency range. The FAA is authorized by the Federal Communications Commission (FCC) to broadcast in two frequency bands, Very High Frequency (VHF; 116-150 MHz) and Ultra High Frequency (UHF; 225-399.95 MHz). VHF is used for commercial aviation AG communication and UHF is used for military AG communication. These antennas are used in several FAA communications facility types including:

Backup Emergency Communications (BUEC) Emergency Communications System (ECS)

Radio Center Air/Ground Comm Facility (RCAG) Remote Communications Outlet (RCO)

Remote Transmitter/Receiver (RTR)

2.0 Purpose

The FAA has a requirement to procure various Ultra High Frequency (UHF) and Very High Frequency (VHF) antennas used for air to ground communications at Enroute and Airport facilities throughout the National Airspace System (NAS).

3.0 Scope of Work

The contractor shall supply the Air to Ground Communication antennas identified in the table below:

4.0 Specifications

The following specifications are applicable to this acquisition:

a) Manufacturer’s specification shall be within those specifications given in

Section 4.1 of this document.

d) ANSI/ASQZ1.4-1993 Sampling Procedures and Tables for Inspection by

e) The calibration of measuring and testing equipment shall adhere to the requirements of one of the following:

a. ANSI/NCSL Z540-1-1994; ISO/IEC 17025:2005; or other calibration standards or systems that are equivalent to, or better than, the ANSI/NCSL/ISO standards

4.1 Antenna Specifications

a) The antenna shall be omni-directional, vertically polarized, radome supported and enclosed, di-pole antenna and designed for mounting on a common, in-line support pipe.

b) Antenna Mount Requirements

a. Single Band Antennas (UHF, VHF)

1. Shall be capable of mounting to mast diameters from 1.66-

2.875” OD.

2. Shall be provided with seals to prevent any moisture from entering either the antenna or support pipe.

3. Shall have a drain hole that will allow any condensate water to drain from inside the radome.

2. Shall have 2 sets of three screws, vertically aligned (minimum of 2 inches separation), equally spaced (120° separation) around the mounting base.

4. Shall enable the antenna to maintain position and performance in winds of up to 150 mph in no ice conditions.

5. Shall enable the antenna to maintain position and performance in winds of up to 100 mph with ½ inch radial ice.

b. Dual Band, High Gain and Arctic Antennas (UHF-UHF, UHF-VHF, VHF-VHF, VHF Hi-Gain, UHF Hi-Gain, VHF Arctic)

1. Shall be capable of mounting to 2.875” OD mast diameter.

2. Shall be provided with seals to prevent any moisture from entering either the antenna or support pipe.

3. Shall have a drain hole that will allow any condensate water to drain from inside the radome.

4. Shall have 2 sets of three screws, vertically aligned (minimum of 2 inches separation), equally spaced (120° separation) around the mounting base.

5. Shall enable the antenna to maintain position and performance in winds of up to 150 mph in no ice conditions.

6. Shall enable the antenna to maintain position and performance in winds of up to 100 mph with ½ inch radial ice.

c) Antenna Construction Requirements

a. All antennas shall be di-pole antennas capable of vertical installation on 1 ¼” or 2 ½” I.P.S.

1. VSWR, radiation patterns, isolation and gain patterns shall be substantially similar to the specifications for d-pole antennas found in FAA-NA-77-39 Test and Evaluation of Air/Ground Communications Antennas.

b. All antennas shall have separate N-Type Female 50 Ohm connectors for each element in the antenna.

c. Dual Band Antennas shall have separate connectors for each band.

d. Construction shall be of lightweight materials to minimize weight.

1. Single Band UHF Antenna weight shall not exceed 4.5 lbs (2 kg). Length shall not exceed 41”.

2. Single Band VHF Antenna weight shall not exceed 5.5 lbs (2.5 kg). Length shall not exceed 56”.

3. Dual Band UHF-UHF Antenna weight shall not exceed 9.5 lbs (4.3 kg). Length shall not exceed 92”.

4. Dual Band UHF-VHF Antenna weight shall not exceed 9.5 lbs (4.3 kg). Length shall not exceed 94”.

5. Dual Band VHF-VHF Antenna weight shall not exceed 19 lbs (8.3 kg). Length shall not exceed 154”.

6. VHF Hi-Gain Antenna weight shall not exceed 16 lbs (7 kg).

Length shall not exceed 138”.

7. UHF Hi-Gain Antenna weight shall not exceed 11 lbs (4.9 kg).

Length shall not exceed 78”.

8. VHF Arctic Antenna weight shall not exceed 9 lbs (4.45 kg).

Length shall not exceed 65”.

e. Antenna diameter (excluding the mounting portion) shall not exceed

2.375 inches.

f. Antenna material and coatings must be saltwater resistant.

g. Non-High Gain Antennas (UHF, VHF, all Dual Band and VHF Arctic) must have an antenna gain of at least 2 dBi

h. High Gain Antennas (Hi-Gain UHF and Hi-Gain VHF) must have a gain of at least 4 dBi.

i. Dual Band Antennas must have at least 30 dB isolation between elements.

j. The VHF Arctic Antenna must have a black or dark grey coating to absorb heat energy and surface coating or characteristics to impede ice buildup.

k. UHF antennas shall be capable of receiving and transmitting signals in the range from 225 MHz to 399.5 MHz, meeting all power and sensitivity requirements across the band.

l. VHF Antennas shall be capable of receiving and transmitting signals in the range of 118 MHz to 137 MHz, meeting all power and sensitivity requirements across the band.

m. Input impedance on all elements shall be 50 Ohms.

n. All antennas shall be capable of at least 150 W power output.

o. The radomes outer surface shall have a finish suitable for long term (approximately 10 years) outdoor operation. The coating shall resist any splintering or degradation due to ultraviolet radiation exposure or corrosion caused by the elements and contain no exposed dissimilar metal joints.

p. Antenna Mounting method shall be such that the antennas can be securely rested on the support pipes and be self-supporting during the mounting process. The antennas shall be installable by only one technician.

q. The antennas must meet or exceed the required characteristics over the range of operating service conditions specified below:

Temperature -40 degrees C to 60 Degrees C

Relative Humidity 0% to 100%, including seacoast salt-spray environment.

r. All metal parts of the antennas, including the center pin of the input connector, shall have a low (less than 1 Ohm) DC resistance to ground.

s. Grounding shall be accomplished after securing the antenna to the mast. A means shall be provided to attach a customer supplied AWG #6 ground wire to the external antenna ground. Any terminals required to ground the antenna shall be provided.

5.0 Preservation, Packaging, Packing, and Marking

a) All components and equipment with a consignee other than the FAALC shall be preserved, packaged, and packed to American Society for Testing and Materials ASTM D-3951, “Standard Practices for Commercial Packaging”.

b) All components and equipment consigned to the FAALC shall be individually packaged to American Society and Testing and Materials ASTM D-3951 (packaging). Performance testing of packaging will be in accordance with ASTM D-4169 assurance level II distribution cycle 18.

c) All components, equipment and spares with a consignee other than FAALC shall be marked in accordance with the marking requirements of ASTM-D- 3951. In addition, each unit, intermediate, and exterior shipping container shall be marked with the following information:

1) National Stock Number

2) Part Number

d) All components, equipment and spares consigned to the FAALC shall be marked in accordance with MIL-STD-129R. In addition to MIL-STD-129R, each unit, intermediate, and exterior shipping container shall be marked with the following information:

1) National Stock Number

2) Part Number

7.0 Place of Performance

The place of performance is at the contractor’s facility.

8.0 Definitions

Contracting Officer (CO):

The single Government employee who possesses the authority to enter into, administer, (change or modify), and/or terminate the contract.

Contracting Officer’s Representative (COR):

The CO may designate other Government personnel (known as the Contracting Officer's Representative) to act as his or her authorized representative for contract administration functions which do not involve changes to the scope, price, schedule, or terms and conditions of the contract. The designation will be in writing, signed by the CO, and will set forth the authorities and limitations of the representative(s) under the contract. Such designation will not contain authority to sign contractual documents, order contract changes, modify contract terms, or create any commitment or liability on the part of the Government different from that set forth in the contract.

The organization responsible for managing the supply support of NAS equipment within FAA.
