About this file
This document contains a draft request for proposal for the MH-60 R/S System Concurrency and Air Wing Integration program. The Navy is seeking proposals to update the host computational systems and operating systems for MH-60 Romeo and Sierra trainer systems to minimize non-recurring engineering costs. Offerors must demonstrate their configuration management plan, software development and integration tools, and proposed rights in technical data, software, and documentation that will be delivered. Evaluation will focus on approaches to system upgrades, configuration management processes, development tool capabilities, and ensuring open competition and transferability of non-proprietary data and software. The response deadline could not be determined as this appears to be an early draft for industry feedback rather than a final RFP.

Section L: Part of Technical section In this volume, provide the information described below:
Offerors shall not self-identify proposal information that they believe rises to the level of a strength or significant strength. Those determinations will be made solely by the evaluation team; self-identified “strengths” and “significant strengths” will only be addressed in the technical evaluation if the evaluation team makes an independent determination that the information qualifies as a “strength” or “significant strength” as defined in Section M.
The Offeror shall demonstrate the extent to which its proposed capabilities will meet the requirements. The extent and the type of substantiation may vary, but each paragraph in the Technical Volume must be substantiated. The burden of proof rests with the Offeror.
The Offeror shall provide information and data to address elements 1 through 4 that demonstrates valid and practical solutions for the requirements and potential risk areas. The Technical volume shall consist of narratives, drawings, block diagrams, or other items specified herein. Any analysis conducted by subcontractors or vendors to support specific calculations or approaches shall be described and included with the Offeror’s approach(s).
The Technical Proposal shall be comprised of four (4) Elements:
1. MH-60 Romeo and Sierra Trainer Operating System and Subsystems
2. Configuration Management
3. Software Development and Integration
4. Software and Data Rights
Element 1: MH-60 Romeo and Sierra Trainer Operating System (OS) and Subsystems (SOW 4.2.3.2)
The offeror shall identify hardware/software architectural changes required to update the host computational system (HCS) and perform operating system (OS) upgrades to the MH-60 Romeo and Sierra trainer common baseline with an emphasis to minimize Non-Recurring Engineering (NRE).
Element 2: Configuration Management (SOW 4.2.1)
The offeror shall provide a narrative approach of the offeror’s Configuration Management (CM) plan to manage the existing baseline and a description of the approach to incorporate changes due to computational system (CS) upgrades, cyber security, technical refreshes, capability improvements/insertions, and aircraft concurrency. The CM Plan shall also detail the Change Control Board (CCB) membership (to include Government personnel), process to maintain current MH-60 Romeo and Sierra common baselines, and changes across multiple devices and sites (e.g. hardware, software, requirements, documentation, drawings, and Fleet concurrency).
Element 3: Development and Integration Tools
The offeror shall provide a narrative description of the offeror’s development and integration tools that will provide the primary development and integration solution for unclassified and classified trainer modifications. Describe the technical maturity, capacity, and capability of the offeror’s development and integration tools to include the ability to manage multiple engineering loads, multiple concurrent upgrade efforts, and multiple deployed loads. Offeror’s are encouraged to utilize the existing MH-60 Romeo and Sierra common software and hardware baseline configurations to the greatest extent possible in their proposed approach.
Element 4: Software and Data Rights
In the two Technical proposal volume annexes set forth below, the offeror shall provide the required information regarding proposed rights in technical data (TD), computer software (CS), and computer software documentation (CSD) to be delivered under DO 0001. The terms “technical data,” “computer software,” and “computer software documentation” are defined in DFARS clause 252.227-7013 and DFARS clause 252.227-7014.
4.1 Technical Annex A1: Rights in Noncommercial TD, CS, and CSD
4.1.1. The “7017 List.”
The offeror shall include in this annex a list identifying all noncommercial TD, CS, and CSD that the offeror asserts should be delivered with other than Unlimited Rights. Specific instructions and requirements concerning this list are set forth in DFARS clause 252.227-7017, “Identification and Assertion of Use, Release, or Disclosure Restrictions” (JAN 2011), which is incorporated in Section K of this solicitation. If there is no TD, CS and CSD being delivered with other than Unlimited Rights to be identified in the “7017 List,” the offeror shall submit the list and enter “None” in the body of the list. If the offeror is awarded a contract, the “7017 List” shall be attached to the contract.
For each item listed in the “7017 List,” the offeror shall discuss the extent to which the rights in the deliverable noncommercial TD, CS, and CSD offered to the Government provide for:
1. Unimpeded and cost effective production, operation, maintenance, and upgrade of MH-60R/S systems throughout their life cycle;
1. Open and competitive procurement of MH-60R/S systems, MH-60R/S system enhancements, and MH-60R/S system support; and
1. The ability for the Government to transfer the MH-60R/S system’s non-proprietary technical data, computer software documentation, and computer software - to include source code, object code, and related material that would enable the software to be reproduced, recreated, or recompiled - to other contractors for use on other systems or platforms.
4.1.2. The “7028 List.”
The offeror shall include in this annex a list identifying all noncommercial TD, CS, and CSD that the offeror intends to deliver with other than Unlimited Rights and that are identical or substantially similar to TD, CS, or CSD that the offeror has delivered to, or is obligated to deliver to, the Government under another contract or subcontract. Specific instructions and requirements concerning this list are set forth in DFARS clause 252.227-7028, “Technical Data or Computer Software Previously Delivered to the Government” (Jun 1995), incorporated in Section K of this solicitation. If there is no data or software to be identified in the “7028 List,” the offeror shall submit the list and enter “None” in the body of the list. If the offeror is awarded a contract, the “7028 List” shall be attached to the contract.
For each item listed in the “7028 List,” the offeror shall discuss the extent to which the rights in the deliverable noncommercial TD, CS, and CSD offered to the Government provide for:
1. Unimpeded and cost effective production, operation, maintenance, and upgrade of MH-60R/S systems throughout their life cycle;
4.2 Technical Annex A2: Rights in Commercial TD, CS, and CSD
The offeror shall include in this annex a list, entitled “Commercial Technical Data, Commercial Computer Software, and Commercial Computer Software Documentation-Government Use Restrictions” (the Commercial Restrictions List), that provides the following information regarding all commercial and commercially available off-the-shelf TD, CS, and CSD that the offeror intends to deliver with other than Unlimited Rights: (1) identification of the TD, CS or CSD; (2) basis for asserting restrictions; (3) asserted rights category; and (4) name of the person asserting restrictions.
For each entry in the Commercial Restrictions List, the offeror shall provide a complete description of the asserted rights. The commercial license shall be attached to the Commercial Restrictions List for Government review. The offeror shall submit the Commercial Restrictions List as an annex to its Technical proposal volume, dated and signed by an official authorized to contractually obligate the offeror. If there is no information to be included in the Commercial Restrictions List, the offeror shall submit the list and enter "None" in the body of the list.
