About this file

This document is an amendment to a Documented Quote (DQ) issued by the Colorado Department of Early Childhood (CDEC) for community review services of Spanish and Arabic training material translations. The amendment incorporates a pre-bid conference recording, PowerPoint presentation, and questions and answers into the DQ document. The CDEC seeks to engage vendors to review training materials that have been professionally translated into Spanish and Arabic, assessing them for accuracy, clarity, local relevance, and alignment with CDEC-approved translations. The scope encompasses approximately 200-240 hours of review time annually, with materials varying year to year based on departmental needs. Materials to be reviewed include instructor-led curricula, train-the-trainer materials, eLearning courses, and supplemental materials such as job aids, videos, transcripts, and graphics. The review process is conducted asynchronously in web-based formats. Inquiries were due March 24, 2026, with inquiries answered by March 27, 2026. Proposal submissions were due April 3, 2026, at 2:00 PM MST, with an anticipated contract start date of July 1, 2026. All submissions must be made through BidNet Direct, and proposals should not exceed 15 pages.

Vendors may be organizations or independent contractors, including those located outside the United States, and are not required to be certified translators; the focus is on assessing tone, accessibility, and alignment with CDEC terminology. The CDEC seeks one vendor capable of providing services in both Spanish and Arabic, though vendors with capacity for one language with a plan for the second are also considered. Pricing may be quoted either per hour or per word. The CDEC previously contracted with two separate vendors for this work but did not disclose their identities or contract amounts to maintain competitive integrity. The contract includes an expectation that eLearning materials will require review of narration and video content, with videos typically being minimal at approximately five minutes in length. All solicitations are posted on both BidNet Direct and the Vendor Self-Service site, though only BidNet Direct submissions are officially accepted.

Questions ??

Questions & Answers

1. Does the reviewer need to be a certified translator?

Answer: The reviewer does not need to be a certified translator; the focus is on assessing tone, accessibility, and alignment with Colorado Department of Early Childhood (CDEC) terminology.

2. Can vendors apply if they are located outside the United States of America (USA) and work as independent contractors?

Answer: Yes.

3. Are you requesting that vendors be either organizations or independent contractors?

Answer: Either organizations or independent contractors are eligible to apply.

4. Is there a previous vendor for this?

Answer: Yes, there are previously two vendors for this work. One for Arabic and one for Spanish.

5. Can you disclose who those vendors are?

Answer: At this time, we are not going to release that information as it is not relevant to the submissions that are needed for this current Documented Quote.

6. Is this volume expected for Arabic and Spanish translation to be the same?

Answer: We expect that the volume will be the same. We follow a model of any new materials to be translated into Spanish or Arabic. Occasionally there are some materials that are translated into one or the other.

7. Do you expect any other languages to be covered under this project?

Answer: Not currently.

8. Can a consulting firm submit for one language, and will that lower their chance of being awarded?

Answer: We are looking for one vendor that can do both languages. If you have capacity for the one, and you have a plan for how you could provide services for the second, we would be open.

9. What was the previous contract amount?

Answer: We can’t release that information to keep the process competitive and by releasing budget information we won’t be able to achieve that.

10. Is that information public?

Answer: Yes, you can submit a Colorado Open Records Act (CORA) request for that information.

11. You gave the amount of work for 200-240 hours of review, so do you want the quotes per hour, not per word?

Answer: That would be one option.

12. Do you have an idea of how many words your current vendor processed? Is that information that you can get from previous vendors?

Answer: We will add this to the Q&A list that will be posted to the Solicitation.

13. Will you also need videos and audio reviewed?

Answer: The eLearning will include narration as well. Learners will see a video or slide that they interact with. Part of that review would be going through that learning course. Our videos tend to be 5 minutes and minimal. The eLearning piece would have the narration to review as well.
