About this file

This document is an inquiries and responses file for Solicitation DQ1 2016000931, a developmental practice resources procurement issued by the Colorado Department of Education (CDE). The CDE seeks to purchase developmental practice resources (books) focused on early childhood education for grades K-3, with particular emphasis on kindergarten. Offerors may propose a single resource, multiple resources (maximum of four total), or multi-volume sets, provided the total quantity delivered is five hundred copies per resource and the aggregate proposal cost does not exceed $25,000 for the State Fiscal Year. The resources will benefit approximately five hundred stakeholders statewide and must address developmentally appropriate practice as a generic educational framework rather than any specific branded series.

The total budget allocation is $25,000 for State Fiscal Year procurement, with cost serving as 30 percent of the evaluation criteria. Evaluation criteria also include: resources supporting school administrators and early childhood teachers in differentiated learning (10 percent weighting); implementation guidance on developmentally appropriate practice, school readiness, and P-3 systems approaches (25 percent weighting); kindergarten-specific content within a PreK-3rd grade system (5 percent weighting); practical instructional strategies and research on early learning (15 percent weighting); and resources addressing developmental domains of language, cognition, physical/motor, and social-emotional development (15 percent weighting). Offerors may submit a primary bid and one alternative bid if proposing different resources. Proposal submissions are limited to ten pages and must include a signature page (Attachment B) and W-9 form (Attachment C) in addition to the pricing worksheet (Attachment D).

SOLICITATION

DQ1 2016000931

Developmental Practice Resources for Early Education

Inquiry 1 The bid says you will be purchasing 1,000 books- is this number set in stone; I want to make sure that when I am filling out the forms that a) the amount of books I submit add up to 1,000 and that the cost corresponds to $25,000. Also, is there a minimum or maximum number of different books we can submit.

Response 1 The Colorado Department of Education (CDE) has a budget of $25,000 for this State Fiscal Year (SFY). Offerors may propose a multi-volume set of resources (books), an individual resource, or several different resources as long as the total dollar value does not exceed $25,000 for this SFY. At this time, CDE has targeted five hundred stakeholders statewide, to benefit from the Offeror’s resources. Thus, any resource proposed by the Offeror will have to be provided in a quantity of five hundred.

Inquiry 2 The Documented Quote references Developmental Appropriate Practice. Is the State limiting resources to the NAEYC series Developmentally Appropriate Practice or is the term being used generically?

Response 2 No, the state is not limiting resources to the NAEYC series. It is a generic term being used. Developmental Appropriate Practice is a term defined as the following; Developmentally appropriate practice (or DAP) is a perspective within early childhood education whereby a teacher or child caregiver nurtures a child's social/emotional, physical, and cognitive development by basing all practices and decisions on (1) theories of child development, (2) individually identified strengths and needs of each child uncovered through authentic assessment, and (3) the child's cultural background as defined by his community, family history, and family structure.

Inquiry 3 Should resources address PreK as well as K-3?

Response 3 PreK can be addressed in a general way, but the resource(s) should really focus on grades K-3 and especially Kindergarten.

Inquiry 4 Section 4.A states that “Quotes which exceed $25,000.00 will not be considered for award.” Does that amount meant to be the limit for 1,000 copies of a single title (no more than $25/book)?

Response 4 The Colorado Department of Education (CDE) has a budget of $25,000 for this State Fiscal Year (SFY).

Inquiry 5 Can alternative resources be offered on the same quote if each individual resource is less than $25,000 in total, $25/book?

Response 5 Yes. C. Offeror may submit multiple resources (with a maximum limit of 4 total) in its Response in the event that the total price for all books in this SFY does not exceed $25,000. For example, Offerors may propose five hundred copies of Book A at $30.00 a resource and five hundred copies of Book B at $20.00 a resource. However, at the Department’s sole discretion, it may decide to purchase only one (1) resource. If Offeror is proposing two resources as a part of one bid, Offeror’s response is still limited to ten pages.

Inquiry 6 If the quote cannot exceed $25,000 can a publisher submit multiple quotes to present alternative resources.

Response 6 Yes. Offeror may provide an alternative bid in the event that Offeror’s proposed resource in a quantity of 500 would be at the $25,000 SFY limit. For example, Offerors may propose five hundred copies of Book A at $50.00 and an alternative bid of Book B at $50.00. The Department will only accept two bids: a primary bid and an alternative bid. If an Offeror submits an alternative bid, Offeror shall provide two (2) proposal submission packages and shall label one as the primary bid and the other as the alternative.

Inquiry 7 In the evaluation Section 5 is there equal weight given to A, B, and C?

Response 7No, Section 5. Evaluation has been modified as follows;
