About this file
This is a Documented Quote (DQ) solicitation issued by the Colorado Department of Education seeking practical resource books to support early childhood education in public school settings. The CDE seeks to procure on-hand resources addressing developmentally appropriate practices, school readiness, and P-3 systems implementation (preschool through grade 3) with a specific focus on kindergarten through third grade. The requested resources must provide relevant information for both school administrators and early childhood teachers, including research-based guidance on child development domains (physical, language, social-emotional, cognitive, and approaches to learning) and practical classroom-based instructional strategies. The CDE plans to purchase 1,000 books for the current fiscal year ending June 30, 2016, with potential for additional purchases over four one-year renewal periods. Resources must be immediately available for purchase and distribution no later than February 26, 2016. The response deadline is February 16, 2016 at 12:00 PM Mountain Time, with a question submission deadline of February 5, 2016. The anticipated contract term is February 16, 2016 through June 30, 2016, with four optional one-year renewals. No formal bidder's conference or site visits are specified in the solicitation.
The solicitation establishes a firm fixed-price structure with a cost cap of $25,000 per quote and a maximum aggregate contract value not to exceed $150,000 across all fiscal years. The unit cost per book must remain constant throughout all fiscal years. Responses must include a cost proposal, copies of proposed books (which become CDE property and will not be returned), completed signature page, W-9 form, and worksheet, limited to ten pages total. The evaluation will prioritize cost, vendor capacity to meet the February 26 delivery deadline, and resource quality. SDVOSBs receive a 5% preference if they meet minimum specifications and submit required U.S. Department of Veterans Affairs certification. The contract is contingent upon continued availability of state and federal funds, and CDE reserves the right to reject all quotes and re-solicit or cancel the solicitation without penalty. ColoradoVSS registered vendors receive priority consideration, though non-registered vendors may be considered if inadequate competition exists among registered vendors.

SECTION 1. OVERVIEW
The mission of the Colorado Department of Education (CDE) is to shape, support and safeguard a statewide education system that prepares all students for success in a globally competitive world. CDE is seeking to procure practical, hands-on resource books to support both administrators and teachers in their understanding of early learning and development research and its application for creating high quality and responsive early learning environments, through teacher behaviors and assessment approaches in the grade levels; kindergarten, first, second, and third grade.
