About this file
This is a Documented Quote issued by the Colorado Department of Human Services soliciting photo printing services for the Colorado Heart Gallery, a program designed to recruit foster and adoptive families by displaying photographs of children and youth in foster care. The solicitation requests approximately 130 printed and mounted photos across six different sizes: 30 photos at 20"x15", 30 at 18"x18", 20 at 15"x12", 20 at 12"x12", 15 at 8"x10", and 15 at 9"x9". An initial delivery of approximately 60 photos (10 of each size) is required by October 27, 2014, with the remainder to be ordered incrementally throughout the fiscal year based on need. The contract term runs from the issue of the encumbrance document through June 30, 2015, and may be renewed for up to four additional years at the state's discretion, subject to funds availability. Vendors must be registered on Colorado BIDS at the time of opening and submit responses by the date and time specified in the solicitation.
All pricing must be quoted on an FOB Destination basis, and payment will be made upon delivery of the final printed photographs. The vendor's response should include individual unit pricing for each photo size along with any volume discounts, two professional references, and a sample 15"x12" photo demonstrating the vendor's capability to meet specifications. The specifications require comprehensive services including image editing, color correction, portrait retouching, print layout with text additions, mounting on white Gatorboard, 3-mil gloss lamination, and affixing Velcro tape strips for display. Photos must match current Heart Gallery examples exactly, and the vendor must communicate collaboratively with the Division of Child Welfare's Foster Care & Adoption Recruitment & Retention Specialists. Shipping will be arranged and paid for by the Division of Child Welfare using their FedEx account, with delivery to 1575 Sherman Street in Denver, Colorado. The state intends to issue a single vendor award based on which acceptable response is most advantageous to the state, with price being the primary consideration.
