About this file

This is an amended solicitation document for the Colorado Department of Personnel and Administration, Office of Information Technology (OIT), issued for management training services under the EGBA (Education General and Business Administration) contract vehicle for fiscal year 2027. The procurement seeks qualified vendors to provide comprehensive management training programs designed to develop leadership and professional competencies for state employees. The solicitation establishes a framework for on-demand training delivery with flexible scheduling to accommodate agency needs. The amendment dated July 22, 2026, modifies terms and conditions of the original solicitation. While specific response and due dates are referenced within the document structure, the procurement follows Colorado's standard state contracting procedures and timelines. The contract is anticipated to be awarded to qualified vendors meeting the specified qualifications and evaluation criteria, with terms structured to provide training services throughout the fiscal year 2027 period and potentially extending through renewal options as permitted under EGBA guidelines.

Pricing for management training services will be established through a competitive bidding process with vendors submitting rates based on their proposed training delivery models and course offerings. The procurement may include set-asides or preferences aligned with Colorado's small business or targeted business enterprise programs. The funding for these training services will be allocated from the respective state agencies' professional development budgets, with the Office of Information Technology coordinating procurement and vendor management. As an EGBA contract solicitation, this opportunity allows multiple state agencies and eligible entities to access the awarded vendor(s) under cooperative purchasing terms, potentially increasing aggregate contract volume and value across the state government portfolio.
