2. To ensure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein.

Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. A complete quote consists of two (2) parts: Part I - Price and Part II - Technical. Failure to furnish a complete quote may result in the quote being determined unacceptable by the Government. Response to this solicitation (including both parts) must be submitted by the due dates specified in block 8 of the SF1449. The signed SF 1449 document must be submitted electronically to all individuals listed below. Receipt of your electronic submittal will be acknowledged via return email; if you do not receive an acknowledgement, you are advised to call for confirmation as firewall protections may block emails and/or strip attachments. 3.1. PART I, Price. Offerors are asked not to alter the electronic version of the Request for Quote (RFQ) other than to fill in pricing information. In particular, offerors are asked not to delete page breaks or to alter headers/footers.

(1) SF 1449, Page 1 Complete the items listed below. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation, to include attachments. The solicitation constitutes the model contract.

FAR 52.212-2 ADDENDUM

Evaluation Factors for Award FAR 52.212-2 Addendum, Evaluation Methodology

1. BASIS FOR CONTRACT AWARD: This requirement will be awarded to the responsible offeror whose quote conforming to the solicitation is determined to represent the Lowest Price Technically Acceptable offer to the Government based on meeting price and technical acceptability. This acquisition is being conducted in accordance with FAR Part 13 Simplified Acquisition Procedures. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors. The offeror accedes to the terms of this model contract and all such offers shall be treated equally except for their prices and technical evaluation. An "unacceptable" rating in any factor will result in the overall technical quote being rated "unacceptable" and the quote will therefore be ineligible for award. The Government may at its discretion also utilize information available from Government Past Performance collection systems to compare offerors and use this information as a discriminator when identifying the Lowest Price Technically Acceptable offer. Quotes will be evaluated using FAR 13.106-2 procedures which permit comparative evaluation of offers. While the Government will strive for maximum objectivity, the selection process is by its nature subjective. Therefore, professional judgment is implicit throughout the entire process. The following documents will be evaluated for completeness and compliance with the requirements of the RFQ.

2. PRICE EVALUATION. Quotes will be ranked from lowest to highest Total Evaluated Price (TEP). An offeror's Total Evaluated Price will be determined by totaling the Amount for all CLINs. Offerors shall enter the TEP in Block 26 (Ignore the statement "For Govt. Use Only") of the solicitation SF 1449. The offeror is responsible for ensuring that the value in Block 26 of the SF 1449 is the total of all CLINS and provided in the Price Schedule Attachment DPW-Mowing Services ELIN April 2024. (Note: Please do not alter the spreadsheet. In order to prevent rounding discrepancies, please ensure unit prices used for calculation are rounded to the nearest whole dollar. It is the responsibility of each contractor to verify their calculations.)

3. TECHNICAL EVALUATION.

The Government's technical evaluation shall evaluate the technical quotes on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. An offer must be rated "acceptable" in order to be eligible for award. An "unacceptable" rating will result in the overall technical quote being rated "unacceptable" and the quote will therefore be ineligible for award. The Government will utilize the information provided by the offeror, along with information collected from other sources (i.e., other Government offices, commercial sources, etc.), in making a technical acceptability determination. If an Offeror's technical quote is determined to be Technically Unacceptable, no further evaluation will be conducted. Offerors determined to be technically unacceptable shall be eliminated from consideration for contract award.

Offers must be determined technically acceptable in the following areas to be eligible for award:

1. Offeror’s understanding, staffing plan and capability to meet the full requirement in accordance with RFQ

W911RQ-24-R-0116 Dated May 2024.

2. Offeror’s employed workforce shall be sufficient to meet full requirement of Master Cutting List Dated April 2024 at commencement of performance.

3. Offeror’s plan to maintain workforce throughout the contract is sufficient, the offeror shall present a plan to recruit, retain and replace workforce in adequate time to continue meeting the full requirement in accordance with PWS - Mowing Services Dated April 2024.

4. Offeror’s possessed equipment shall not be less than the equipment identified in Minimum Required Equipment List Dated April 2024 at commencement of performance.

5. Offeror shall provide evidence of insurance to include make, model, and serial numbers for all possessed equipment to be used at commencement of performance.

6. Offeror’s plan to maintain possessed equipment throughout the contract is sufficient, the offeror shall present a plan to replace inoperable equipment in adequate time to continue meeting the full requirement in accordance with PWS - Mowing Services Dated April 2024.

7. Offeror shall provide a list of all work vehicles and license plate numbers that will be used within the contract area.

8. Offeror shall provide evidence of insurance to include make, model, and license plate numbers for all vehicles that will be used within the contract area at commencement of performance.

9. Offeror shall provide a safety program IAW PWS - Mowing Services Dated April 2024.

TECHNICAL RATINGS

1. Acceptable - The offeror's quote meets the minimum requirements stated in PWS - Mowing Services Dated April 2024, the offeror’s possessed equipment is sufficient to meet full requirement at commencement of performance , the offeror’s plan is sufficient to maintain possessed equipment throughout the contract, the offeror’s employed workforce is sufficient to meet full requirement at commencement of performance, and the offeror’s plan is sufficient to maintain workforce throughout the contract.

2. Unacceptable - The offeror's quote fails to meet the requirements stated in PWS - Mowing Services Dated April 2024 or the plan is to purchase necessary equipment after commencement of performance or the offeror’s plan is not sufficient to maintain possessed equipment throughout the contract or the plan is to recruit the necessary workforce at commencement of performance or the offeror’s plan is not sufficient to maintain workforce throughout the contract.

4. CONTRACT AWARD. The Government intends to award, without discussion, to the offeror whose quote represents the Lowest Price Technically Acceptable offer to the Government based on meeting price and technical acceptability. Offerors are cautioned to submit sufficient information and, in the format, specified in 52.212-1 Addendum. Offeror's may be asked to clarify certain aspects of their quote. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for quote revision. The Government intends to award a contract without interchanges with respective offerors. The Government, however, reserves the right to conduct interchanges with one, none, or all offerors if deemed in its best interest. The Government retains the right to cancel this Request for Quote at any time prior to contract award.

5. CONTRACTOR RESPONSIBILITY. Prior to an award, an offeror may be requested to provide business information for the purpose of a responsibility determination in accordance with FAR Part 9. Failure to provide requested information may result in a determination of non-responsibility, and the offeror would then be considered ineligible for award.

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(k) Reserved.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
