About this file

This document is Addendum 2 for a Storage Batteries solicitation issued by the North Carolina Department of Administration, Division of Purchase & Contract (Solicitation Number: DPC-1366875677-BP). The addendum modifies the original solicitation by adjusting battery specifications, clarifying pricing workbook requirements, and providing detailed responses to vendor questions. The bid opening is scheduled for May 16, 2025, at 2:00 PM ET, with an anticipated contract award date of May 30, 2025. The contract will be a mandatory statewide term contract covering storage batteries for automotive, marine, golf, and backup power applications across all 100 North Carolina counties, with an initial five-year term.

The addendum provides critical clarifications on bid submission requirements, including guidelines for listing manufacturer prices, submitting core recycling rates, and offering equivalent battery specifications. Vendors must provide detailed pricing information, meet specific technical specifications, and comply with state procurement requirements. The solicitation emphasizes sustainability and includes provisions for HUB (Historically Underutilized Businesses) participation. While the state does not guarantee specific order volumes, historical purchasing data indicates approximately $9.3 million in storage battery purchases during the previous contract period. Pricing adjustments are limited, with only temporary tariff surcharges potentially allowed, and vendors must provide comprehensive documentation for any proposed price changes.

1. The following are questions received about the Solicitation and the State’s response:

Question #
Document Section
Vendor Question
State’s Response
1
Attachment A: Pricing Workbook
We would like to quote the "credit for pick up and recycling of cores" on the pricing workbook at a variable rate that follows a quarterly quoted rate from one of, if not the largest domestic manufacturer.

How would you like for us to quote that following their index for truckloads of recycled batteries? And would you like for us to submit an example of the current document showing the quoted rate?

A variable rate may be offered for the "Credit for Pick Up and Recycling of Cores" in Attachment A. At the time of bid submission, the section should be populated with the current rate. Additionally, Section 4.16 Descriptive Literature, should include an explanation of the rate calculation, referenced index and/or any other supporting information. Any referenced index or rate calculation process must be readily available and usable by any State purchasing entity and must not require assistance from the vendor to identify the rate.

2
Attachment A: Pricing Workbook
If we quote a product from a manufacturer that doesn't publish a "List Price" what would you like for us to fill in under the "List Price" column on Table 1 of the Price Workbook?
If a Manufacturer does not offer MSRP, per Section 3.1 Category 2 – Category Batteries, the List Price submitted must be the Manufacturer’s List Price that standardizes their pricing. A signed statement from the Manufacturer should be included per Section 4.13 Authorized Reseller, clearly stating their determined method of providing a standardized pricing list.

Submission price schedules developed specifically for this Bid WILL result in disqualification from award consideration.

3
Attachment A: Pricing Workbook, Item #4
I noticed on item #4 of Table 1 on the price workbook, S-H6/L3/48-EX, lists the same CCA rating as item #34, SX-H6/L3/48-EX, I believe item #34 is the correct CCA and item #4 is incorrectly listed and should be changed to 700CCA. Can I quote an equivalent to the manufacturers listed 700CCA or should I still quote it equivalent to 750CCA?
The description for Item #4 has been changed to reflect 700CCA. See Bid Addendum #2, Section 1, Modification #1.
4
Attachment A: Pricing Workbook, Item #19
In the case of item #19 of Table 1 on the price workbook, T-605LPT-MV, it's listed as 210ah.

Would a battery that is equivalent in all specs, sizes, quality other than 208ah compared to 210ah be considered an equivalent?

Pursuant to Section 5.2.C. Items offered must meet or exceed the listed Specifications.

Any deviations should be noted pursuant to Section 5.4 Deviations.

Alternatively, see Section 2.9 Alternate Bids for details on how vendors can suggest alternative options. It is recommended that substantive detail is provided to support a review of the alternate.

5
Section 4.6 Delivery
It is my understanding that we are to deliver to all 100 counties within the State of NC. However, is there a list of centralized facilities by county that we can use as a reference to determine freight?
No, a list of centralized facilities by county is not available.

As a Mandatory Statewide Term Contract, all State Entities listed within the solicitation are able to utilize the contract, located in all 100 counties. See solicitation Section 1.0 Purpose and Background.

6
Section 4.6 Delivery
Are there any repercussions if a battery shipment is delayed due to inclement weather conditions?
No.
7
Section 4.8 Minimum Orders
I understand the minimum orders is $300, however, do you have any information on the quantities ordered per order ? For instance, how many SLA batteries and/or SLI batteries are ordered per order?
No. The State makes no claims nor does it make any commitments to order volumes. Estimated volumes for the full contract period are included in Attachment A: Pricing Workbook. The minimum order quantity for free freight is $300.
8
Section 5.2 Specifications
I understand we are able to provide substitute that are equivalent to the core-list, however, for the SLI batteries if we have a battery that is similar in the cold cranking amps, but is shy on the amp hours will the State accept it as an equivalent to the Core-List provided?
Pursuant to Section 5.2.C. Items offered must meet or exceed the listed Specifications.

Any deviations should be noted pursuant to Section 5.4 Deviations.

Alternatively, see Section 2.9 Alternate Bids for details on how vendors can suggest alternative options. It is recommended that substantive detail is provided to support a review of the alternate.

9
Section 5.3 General Specifications For Pick Up and Recycling of Lead Acid Battery Cores
I understand we are required to pick up cores, but is it okay for us to not charge for the core upfront and then do the recycling for free? In other words, we will provide the batteries and won’t do any separate charge for cores, but when we pick up the recycling we will not reimburse either.
No. Core charges should be included in the cost and recycling pick up and credits are required.
10
Section 5.3 General Specifications For Pick Up and Recycling of Lead Acid Battery Cores
Also, it is mentioned on the IFB that we will have to pick up cores from various State Agencies, Colleges etc., so is it safe to assume it will be a State wide pick up or will we only be picking up the cores/recycles from NC State Surplus facility in Raleigh?
The recycling pick-up will be on an as needed basis when requested by any Purchasing Entity. Batteries are to be collected from the location making the request.
11
Section 5.3 General Specifications For Pick Up and Recycling of Lead Acid Battery Cores
If we are unable to pick up our cores in person, is it okay for us to schedule a pick-up service and/or provide our UPS account for shipping the SLA recycles back to us?

The shipping and pick-up service will be no charge to the State.

A sub-contractor may be used to pick up batteries for recycling. See Section 4.26 Subcontractor for details.

Please provide information regarding to intent to subcontract, in Sourcing Event – Additional Documentation.

12
Section 6.10 Price Adjustments
I understand the IFB price is firm for (1) year, however, if there are unforeseen circumstances such as a tariff increase and/or market changes will the State consider any price adjustments?
Pricing shall be exclusive of any implemented or pending Tariffs. Any request for price increase based on tariffs associated with purchases shall be provided by way of a percentage tariff surcharge line item. All tariffs proposed are intended to be temporary and based on current tariff implications specific to related commodities with documented evidence of effected products. Requests for tariff surcharge(s) will be reviewed and must be approved by the State prior to implementing such charge.
