About this file

This is a specification document for garbage container enclosures developed for the City of Tampa, located in Hillsborough County, Florida, as part of a municipal procurement initiative (Bid Number 25-P-00382). The City of Tampa is soliciting bids for the design, manufacture, and delivery of dumpster enclosures and cart enclosures for the downtown area. The dumpster enclosures must accommodate two 4-yard front-end load containers with specifications including an 80-inch height at the front (curbside), back access points for select customers, bidirectional opening back gates for secure container placement, door mechanisms to maintain open positions during servicing, and ventilation holes for air circulation. The enclosures require three solid sides, a solid top, and lockable doors with hardware for secure surface attachment. Cart enclosures must be capable of holding one to four 95-gallon carts. The bid opening is scheduled for Friday, October 31, 2025, with a contract period of one year and one optional one-year renewal.

Pricing for the project is estimated at $25,000.00 with pricing to remain firm for the first year, subject to potential adjustments based on the Consumer Price Index for All Urban Consumers (CPI-U) thereafter. The City of Tampa's Equal Business Opportunity Program actively encourages participation from Small Local Business Enterprises (SLBEs), with potential bid discounts available for SLBE involvement. Prime contractors must demonstrate their intent to utilize small local business subcontractors and complete required documentation including the DMI-40 Form (Letter of Intent) and DMI-30 Form (Payment Tracking) to verify subcontractor engagement and payment compliance. Award will be made to the lowest responsive, responsible bidder with evaluation based on design quality, technical specifications, and urban aesthetic compatibility. Qualified contractors must demonstrate expertise in public space design, utilize durable and corrosion-resistant materials, provide comprehensive proposals with detailed design specifications and material details, and ensure compatibility with existing waste management infrastructure while complying with the city's non-discrimination policies and public records laws.
