About this file

This is an Amendment #1 to an Invitation for Bids issued by the Mississippi State Department of Health for Water Testing Laboratory Services under RFx #3160008076. The amendment updates the Schedule of Important Dates for the procurement. The solicitation requests bids for analytical laboratory services to test water quality for community public water systems statewide, including analysis of microorganisms (total coliforms and E. coli), disinfection byproducts (bromate and chlorite), inorganic chemicals including heavy metals and heavy metals, volatile organic chemicals, and physical/chemical analysis using EPA-approved drinking water methods. The estimated five-year sample volumes include approximately 80 disinfection byproduct samples, 14,400 inorganic chemical samples, 1,070 volatile organic chemical samples, 700 physical/chemical samples, and 100 microbiological samples. Per the amendment, the deadline for written questions is Thursday, June 4, 2026 by 1:00 PM CST, with MSDH responses to be published by Tuesday, June 9, 2026 by 3:00 PM CST. Bids are due Monday, July 6, 2026 by 9:00 AM CST, with public bid opening scheduled for Tuesday, July 7, 2026 by 10:00 AM CST. The anticipated Notice of Intent to Award will be published Tuesday, July 7, 2026, with a request for reconsideration deadline of Friday, July 10, 2026. The contract period runs from August 6, 2026 through June 30, 2031, with a potential renewal option for one-year periods not to exceed a cumulative five-year term.

The contract will be awarded to the lowest responsive and responsible bidder. Contractor costs must include shipping of collection materials to and from public water systems, and results must be provided within 45 days of sample receipt in formats compatible with SDWIS/STATE database systems. Minimum qualifications require five years of prior business experience providing similar services, current professional licenses or certificates, financial stability, proficiency test passes, current NELAC or EPA-recognized audit reports, and professional liability and general liability insurance commensurate with contract responsibilities. MSDH reserves the right to inspect contractor facilities and personnel at any time. Contract execution is contingent upon appropriation of funds by the Mississippi State Legislature and approval by the Public Procurement Review Board and/or the Office of Personal Service Contract Review. Vendors must acknowledge receipt of this amendment and all others by signing and returning the acknowledgement form with their solicitation response; failure to submit this acknowledgement may result in bid rejection.
