About this file

This is Addendum 3 to Request for Proposal 27-08 issued by the University of Southern Mississippi's Procurement Services office, providing clarifications to questions submitted by potential bidders for a solar-powered e-bike and scooter charging station installation project. The University is requesting sealed bids for a complete turnkey charging infrastructure system capable of accommodating a minimum of 16 e-bikes and/or e-scooters simultaneously, featuring solar photovoltaic panels with integrated battery energy storage, power management systems, and standard 120-volt charging capability with ground fault protection. The equipment must be engineered to withstand Mississippi's climatic conditions, including temperatures ranging from 0°F to 110°F, high humidity, and sustained wind loads of at least 120 mph, and constructed from marine-grade aluminum, stainless steel, or equivalent non-corrosive materials with UV-resistant finishes. Bids are due September 1, 2026, at 2:00 p.m. Central Time and must be submitted to Bond Hall, Room 214, in Hattiesburg, Mississippi. A site visit is available on August 31, 2026, at 10:00 a.m. at the Payne Center parking lot to review potential placement options, though final station placement will be determined after bids are reviewed.

The addendum clarifies that both prime contractors and subcontractors must be registered and in good standing with the Mississippi Secretary of State, and prime contractors should be licensed through the Mississippi Board of Contractors. All electrical components must be UL-listed and comply with the National Electrical Code and NFPA standards, with sealed calculations from a licensed professional engineer required to demonstrate compliance with wind load specifications. Warranty requirements include 25 years for solar panels, 5 years for structural and battery storage components, and 2 years for electrical components and installation workmanship. Bid submissions must include at least one signed original, one signed copy, and a portable electronic virus-free copy on a thumb drive, with evaluation criteria weighting technical compliance at 30%, experience and references at 20%, sustainability features at 15%, warranty and support at 15%, and cost proposal at 20%. Award will be made to the lowest responsible bidder meeting specifications, with pricing terms of 2/10 net 45 days per Mississippi law.

Buyer, Procurement, and Contract Services

• Can you please confirm whether the prime bidder may use a Mississippi electrical subcontractor for installation, and whether there are any specific registration, licensing, insurance, or subcontractor documentation requirements that should be submitted with the bid?

o Contractors and subcontractors performing installation/construction services on state property follow the typical rules. They all must be registered and in good standing with the Mississippi Secretary of State. I don’t know how much

“construction” will be involved to install these charging stations, but the prime contractor should also be licensed through the Mississippi board of contractors.

• We would also like to know the process for arranging a site assessment before the

September 1 bid deadline.

o Interested Suppliers are welcome to visit The University on Monday, 8/31 at

10:00 am; we will meet in the parking lot of the Payne Center.

o Please remember the exact placement of the stations will only be finalized after the bids are addressed, the visit will only show potential placement options.
