This is a Solicitation Addendum issued by the Mississippi Department of Wildlife, Fisheries, and Parks for the procurement of boat registration decals. The solicitation seeks a minimum of 115,000 and maximum of 200,000 individual decals measuring 3 inches by 3.5 inches, with bids due May 20, 2026, at 2:00 PM CST. The decals must feature a clear UV gloss finish overlam applied over white vinyl with permanent waterproof marine-grade acrylic adhesive, designed to remain affixed to boats for three years. Decals shall be delivered in stacks of two-decal-wide sheets and must be shipped in a single batch delivery within 30 days of contract execution to the agency's Jackson, Mississippi location. The anticipated contract performance period runs from May 26, 2026, through May 25, 2027, with the state holding an option to renew for up to four additional years. No pre-bid conference or site visit is scheduled. The award notice is anticipated for May 21, 2026, with a protest deadline of May 28, 2026.

All pricing submissions must be comprehensive and inclusive of all production, materials, labor, transportation, insurance, overhead, permits, and associated costs, with bidders submitting the total cost per individual decal for agency evaluation. Bids that are substantially higher than competitors by more than 25 percent will be deemed non-responsive and rejected. The contract is a term agreement with quantities subject to change based on agency need, with all decals ordered as a single shipment during the contract period. Bidders are not permitted to set minimum order quantities. No thickness specifications are required, and the decals require no sequential numbering or additional variable printing beyond the expiration date. Vendor registration with Mississippi is required at the time of bid submission or within seven business days following award notification. Minority and women-owned businesses are actively encouraged to participate in this procurement.

SOLICITATION ADDENDUM

FROM: OFFICE OF PROCUREMENT

EMAIL: JOHNLEE@WFP.MS.GOV | 601.432.2154

TO: PROSPECTIVE BIDDERS

SOLICITATION NUMBER: 1464-21-R-IFBD-00010

SOLICITATION DESCRIPTION: THE PURCHASE OF A MINIMUM OF ONE HUNDRED FIFTEEN THOUSAND (115,000) AND

A MAXIMUM OF TWO HUNDRED THOUSAND (200,000) BOAT REGISTRATION DECALS

SOLICITATION OPENING DATE AND TIME: MAY 20, 2026, 2:00 P.M. CST

ADDENDUM NUMBER: 1

ADDENDUM DATE: MAY 13, 2026

This solicitation addendum modifies the original Question and Answers document. The below questions are added to the question and answers document:

1) We understand the decal construction specs listed on the bid, you want a clear UV overlam over a white vinyl with oversized liner for easy removal when ready to affix to the boat and a permanent waterproof marine grade acrylic adhesive. Are these delivered 2 wide in a book, single individual decal with oversize liner for easy removal shrink wrapped, affixed to a form? (Answer- They currently are mailed 2-wide decal sheets)

2) Most states require 2 decals per boat, one decal for each side of the boat. Is that the same in Mississippi?

(Answer- Yes, this is the same in Mississippi.)

3) Are these decals consecutively numbered? (Answer- No they are not required to be numbered)

4) Once delivered, do you variably print any additional info on these decals like a name, address or registration number directly on these decals? If so what type of printer is used? (Answer- We do no additional printing on decals. Decal Expiration Date shall be delivered on finished product.)

5) Quantity question….. if 2 decals are required for each boat, is the 115,000 estimate based on 115,000 sets of 2 decals or just 115,000 total individual decals? (Answer- The result of this solicitation will be a term contract; therefore quantities are subject to change. To simplify and streamline the bidding process, participants will submit the cost for one decal with shipping fees, fulfillment fees, and any other fees that may be incurred.)

6) My understanding is the decals are supplied 2 wide on a larger liner sheet that accommodates the 2 decals. Liner is approximately 6 1/2” to 7” wide and 3 ¾” to 4” tall” high. This will allow enough room for 2 decals that are each 3”wide and 3.5” tall. The decal liner sheets containing 2 decals are then shrink wrapped in a quantity of about 100/pk and placed into shipping cartons? (Answer- The way that the awarded vendor would like to ship is totally dependent upon that company, as long as the total amount ordered is delivered in totality)

7) I understand this is a contract with the amount to be ordered determined by need. You state minimum quantity to figure for the bid is 115,000. Is the minimum quantity based on supplying 115,000 total decals (3” x 3.5”) which will be enough to register 57,500 boats (2 per boat) or does it mean 115,000 liners containing 2 decals each? That will accommodate decal requirements for 115,000 boats decals (230,000 total 3 x 3.5 decals)? (Answer- 115,000 decals shall be the Total Minimum of decals- (One 3x3.5 decal) x 115,000=115,000 at minimum)

8) Does the UV overlam have a gloss or matte finish? (Answer- Gloss)

9) How many years does this boat decal have to remain on a boat (changed out yearly—every 3 years)?

(Answer- Three years)

10) Confirm single-sided digital, not screen, printing is required (Answer- Single sided digital is required)

11) Confirmation that there is no need for sequential printing e.g. all the decals are identical with no unique numbering (Answer- There shall be no sequential printing of decals)

12) Is the delivery for cut decals, or sheets of decals? (Answer- Decals should be cut in a way that there are two decals per sheet)

13) Please confirm top references to pavilion are in error (Answer- Please disregard pavilion reference as it is an error)

14) Please confirm that the bid is for a single unit (1 decal) (Answer- All bidders shall submit the total cost to produce one decal for agency review)

15) Can bidders state a minimum order quantity and if so, where? (Answer- No. Bidders shall not set a minimum order quantity)

16) How many batches of deliveries are required? (Answer- All decals must be shipped to MDWFP in one batch)

17) With respect to the table entry “Anticipated Period of Performance May 26, 2026 – May 25, 2027” what is the schedule of deliveries, and batch sizes? (Answer- There shall be one batch delivered containing the total quantity of decals ordered by MDWFP)

18) Please expand upon the requirement for “All required insurance” (Answer- only if applicable)

19) Please detail the previous spec (make/model) of vinyl material and laminate (Answer- Detailed in bid specifications please refer to the last page of the bid packet attachment G)

20) Is the base board shown in the background the client’s backing e.g. non-vendor supplied cardboard?

(Answer- The background in the image is a table, and should not be used for reference)

21) Do you want the decals in Rolls, Fanfold, die cut, or in sheets with small numbers in stacks (Answer- The decals shall be delivered in stacks of two decal wide sheets)

22) Do you have a specific way of packaging the decals or will you accept any suitable packaging? (Answer-

The agency will accept any type of packaging)

23) Please confirm that there will be no print on the adhesive side of the decal nor on the lining (Answer-there will be no print on the adhesive side nor the decal lining)

24) To determine the best adhesive to use, are the decals being applied to glass, metal or what other substrate? (Answer- Decals will be applied to boats which are made of various materials ranging from fiberglass to metal.)

25) My understanding is the decals are supplied 2 wide on a larger liner sheet that accommodates the 2 decals. (Answer- The awarded vendor may ship however they would like as long as all quantities are shipped at once and MDWFP receives all shipped quantities at once)

26) I understand this is a contract with the amount to be ordered determined by need. (Answer- 115, 000 will be the minimum requirement)

27) Does the UV overlam have a gloss or matte finish? (Answer- Gloss Finish)

28) How many years does this boat decal have to remain on a boat (changed out yearly—every 3 years)?

(Answer- Every Three years)

29) The IFB states that the bidder agrees to begin delivery 30 days after execution of the contract. Could the agency please clarify whether this requirement refers to shipment within 30 days or delivery received at the destination within 30 days? (Answer- Decals should be delivered within 30 days of executing the contract)

30) Could the agency please clarify whether the Boat registration decals will be ordered as a one-time shipment or released in multiple shipments throughout the contract period? (Answer- MDWFP will be ordered as a one-time shipment)

31) What is the required thickness specification for the Boat Registration Decals? (Answer- no thickness specifications will be provided)

32) The IFB requests vendors to attach a sample of the clip art to be used. Could the Agency please provide the electronic vector artwork/logo file so that we may prepare the required sample artwork? (Answer- MDWFP will not be able to provide an electronic vector artwork file of the current decal. A sample of our current decal has been provided on the last page of the bid packet Attachment G)
