About this file

This is Amendment #1 to a Request for Quotes issued by the Mississippi Department of Corrections for wastewater plant inspection and service operations at Quitman County Work Center (QCWC) in Lambert, Mississippi. The amendment, issued May 28, 2026, provides clarifications and responses to three bidder inquiries regarding sampling requirements, facility specifications, and chemical handling. Key clarifications include confirmation that quarterly sampling will be required despite the facility permit requiring only annual sampling, specification that the facility operates a package plant (not a lagoon system) located at 201 B Camp House Road, Lambert, MS 38643, and confirmation that the contractor will use chlorine and de-chlorination tablets with the operator bearing all chemical costs. The original RFQ was issued May 19, 2026, with quotes due by 2:00 p.m. CST on Wednesday, June 10, 2026. No site visits will be scheduled prior to bid submission, though facility pictures are available in Appendix A of the amendment. The contract term runs from July 1, 2026 through June 30, 2027.

All bidders must acknowledge receipt of Amendment #1 and submit the acknowledgment form with their quote. The scope of work requires bidders to possess a Class II Operator License or higher and to provide runtime sheets for calculating monthly flow. All costs for labor, testing, sampling, quarterly sampling, chemicals, and any required repolling are the contractor's responsibility and must be included in the pricing submission on the provided Quote Form (Attachment C). The Mississippi Department of Corrections will supply certain infrastructure and materials, including extra parts and supplies for wastewater plant blowers, a small boat with life jackets, and equipment repairs. Bidders must register to do business with the State of Mississippi within three days of award notification and pass an MDOC NCIC background check. No specific budget range or set-aside designations are referenced in the procurement documents.

# Question Answer

1. For 3.9 & 3.11 both indicates the requirement of quarterly sampling. The facility's permit (MS00043281) only requires an annual (once a year) sampling for majority of the permit parameters except for the Flow and Total Chlorine Residual (TCR) which are weekly. Does the facility still want to collect quarterly sampling even though is only required once a year?

Yes, quarterly sampling will be required. The task and cost will be the responsibility of the operator.

2. By the description in the scope of work in 3.3 that it is a lagoon system that will be operated.

Also, with the need of a class II operator, aeration is a part of the treatment. Where is the facility located, are there picture of the facility, and will the facility be able visited before submission of the bid?

3.3 states that the “The Bidder shall provide runtime sheets to calculate monthly flow.” The facility has a package plant and not a lagoon. No site visits will be scheduled. The address is 201 B Camp House Road, Lambert, MS 38643 and the GPS coordinates are 34.1542347, -

90.2762873 per google maps. Pictures are available in Appendix A.

3. For facility's Total Chlorine Residual (TCR) the permit indicates a permit limit of 0.011 mg/L (Maximum Monthly Average) and 0.019 mg/L (Daily Maximum). Does the facility use chlorine gas for chlorination/disinfection and sulfur dioxide gas for the de-chlorination or chlorine and de-chlorination tablets?

Is the facility responsible for providing those chemicals?

The package plant uses chlorine and de-chlorination tablets.

No. The cost will be the responsibility of the operator.
