This is a sole source procurement request issued by the Mississippi Department of Public Safety, Law Enforcement Planning and Standards Bureau for the acquisition of specialized active shooter response training equipment. The solicitation (1711-26-R-RFIN-00011) was posted on March 31, 2026, with a proposal due date of April 21, 2026. The procurement encompasses the KDL Solutions ALERRT (Advanced Law Enforcement Rapid Response Training) Active Shooter Kit and the ERASE add-on training equipment. These specialized training kits and supplementary materials are designed to enhance law enforcement capabilities in responding to active shooter situations and meet the active shooter response training standards established by the Mississippi Law Enforcement Planning and Standards Bureau.

As a sole source procurement, this opportunity is restricted exclusively to KDL Solutions, waiving competitive bidding requirements and preventing other organizations from submitting proposals. The sole source justification indicates that KDL Solutions' ALERRT kit is uniquely suited to the department's specialized training requirements with no suitable alternatives available from competing vendors. No set-aside designations for disadvantaged enterprises or other organizational categories have been identified in the procurement documentation. The specific budget allocation and award value for this sole source purchase are not disclosed in the posted notice and are determined through the Mississippi Department of Public Safety's procurement authority.
