About this file

This document is a Notice of Proposed Sole Source Purchase from Mississippi State University for a Haas Model 2019 VF-6SS Super-Speed CNC Vertical Machining Center with 64" x 32" x 30" travels. Mississippi State University anticipates purchasing this CNC machine as a sole source procurement due to its compatibility with the university's existing CAM system and Haas equipment in their machine shop, as well as the technical support available from Haas. The university is seeking to purchase the machine from Clark Machinery Sales/Troy Clark Sims.

The estimated cost of the Haas VF6SS system is $99,500, which is reasonable given that a brand new model costs over $100,000 more. Mississippi State University has determined this is the only source that can provide the required machine with the necessary capabilities, including a 55-gallon coolant tank, Ethernet interface, high-speed tool changer, through-spindle coolant, wireless probing, and other advanced features. The university has made efforts to obtain the best possible price through negotiations with the supplier.

Mississippi State University Notice of Proposed Sole Source Purchase 245-18

Mississippi State University anticipates purchasing the item{s) listed below as a sole source purchase. Anyone objecting to this purchase shall follow the procedures outlined below

1. Commodity or commodities to be purchased (make, MODdescription):

Make: Haas Model: 2019 VF-6SS

Description: Super-Speed CNC Vertical Machining Center with 64" x 32" x 30" travels

The Haas VF6 series CNC mills is a state-of-the-art system for CNC machining. It is designed by Haas and the system allows compatibility with MSU's CAM system and expertise. Haas CNC controllers are widely implemented in education and its technical service department is widely available.

2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other options, and why it is the only one that can meet the specific needs of the department:

The capabilities mentioned below are the industry standard for CNC machining. Most educational laboratories purchase HAAS equipment due to their large market share in industry. This allows students to be familiar with how to control a HAAS machine which is most likely what they will find in industry. Our machine shop currently only has HAAS equipment, which makes for a stream-line process of introducing this compatable equipment to our students as well as consistency within the laboratories. This machine all itself to connect to our servers and communicated between other HAAS Machines.

The equipment necessary should have all the following characteristics:

55-Gallon (208 liter) Coolant Tank with 1 hp (0.75 kW) pump Early Power-Failure Detection Ethernet Interface Rigid Tapping High-Speed Side-Mount Tool Changer, CT 40 taper, with SO+ tools 12,000-rpm Spindle at 30hp Through Spindle Coolant, 1000psi

Wireless Probing Capabilities High Speed Machining Chip Management/ Auger High-Pressure Flood Coolant and Programmable Coolant Nozzle 1GB + Memory Remote Jog Handle Spindle Orientation accurate to 0.5 degrees Visual -Part Programming -System ; conversational programming For used equipment: No more than 1000hrs of cycle start time.

3. Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):

Company name/individual: Clark Machinery Sales/ Troy Clark Sims (troy@clarkmachinerysales.com)

4. Estimated cost of item(s) and an explanation why the amount to be expended is considered reasonable:

The requested Haas VF6SS system totals at $99,500.00. A brand new Haas VF6SS has a cost of $237,555.00 based on a quote we obtained on 06/12/2024.

The amount above is reasonable since the same machine new is $100,000+ more expensive. This machine is currently the only in the market that meets our requirements, budget, and delivery timeline.

5. Explanation of the efforts taken by the department to determine this is the only source and the efforts used to obtain the best possible price:

The price negotiated with Clark Machinery Sales is fair based on the current demand and lead-time on large vertical frame mills. The necessity for a large travel CNC is also due to the continuous collaboration with our mechanical engineering competition teams and the advanced composites institute. Both of the mentioned organizations manufacture molds which require a large frame CNC.

Any person or entity that objects and proposes that the commodity listed is not sole source and can be provided by another person or entity shall submit a written notice to:

Jennifer Mayfield, CPPO Director and CPO, Procurement & Contracts jmayfield@procurement.msstate.edu Subject Line must read “Sole Source Objection” The notice shall contain a detailed explanation of why the commodity is not a sole source procurement. Appropriate documentation shall also be submitted if applicable.

If after a review of the submitted notice and documents, MSU determines that the commodity in the proposed sole source request can be provided by another person or entity, then MSU will withdraw the sole source request publication from the procurement portal website and submit the procurement of the commodity to an advertised competitive bid or selection process.

If MSU determines after review that there is only one (1) source for the required commodity, then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of proving that the commodity is only provided by one (1) source.
