Question & Answer Report Summary

This Question & Answer Report from the Mississippi Department of Health Procurement office addresses bidder inquiries regarding IFB No. RFX3160007971/2026-IFB-052 for Mississippi Tobacco Quitline Services. The Mississippi State Department of Health Office of Tobacco Control is procuring comprehensive tobacco and nicotine cessation treatment services for the Mississippi Tobacco Quitline serving all eligible adult residents of Mississippi. The requested services include toll-free telephone counseling operating 24/7 with a target answer time of 30 seconds, web-based interactive services, digital-based services (text, email, and chat), nicotine replacement therapy (NRT) delivery, assessment and intake services, and referrals to community-based cessation programs. Services must be provided in multiple languages including English, Spanish, French, Korean, Vietnamese, Russian, Greek, and accommodations for Deaf and Hard of Hearing populations with video relay services. The bid submission deadline is April 24, 2026 at 4:00 PM Central Standard Time, with the contract expected to begin July 1, 2026. No specific implementation grace period is provided; the selected vendor must be prepared to begin services immediately upon contract award. The contract will have an initial term with potential renewal for one-year periods not to exceed a cumulative five-year total.

Pricing must be submitted strictly in accordance with the specified line items in the bid form: Telephone Counseling, Contractual Services (web-based and digital treatment services, support materials, evaluation, provider portal maintenance, and custom reporting), and Nicotine Replacement Therapy. Vendors are not permitted to deviate from this pricing structure or submit alternative fee structures, and detailed supporting documentation is mandatory with each invoice across all cost categories with no thresholds for summary reporting. The State will not provide a budget cap or anticipated funding range; bidders must submit their best and final offer. The previous vendor was Consumer Wellness, but currently no contract is in place. Fiscal year 2025 data indicates call volumes of 5,422 calls, 2,205 Quitline enrollments, and 3,893 NRT utilizations. Award will be made to the responsive and responsible bidder submitting the lowest overall cost bid. No fee-for-service or fixed-price models will be considered; this is cost-reimbursement based. The state does not require a Certificate of Insurance at bid submission but will accept one. Contract terms related to indemnification and liability are non-negotiable board-required terms. The vendor must have existing systems and resources in place, as no technology assets or existing platforms will transfer from the state.
