About this file

This is an Appendix B Project Budget form issued by the State of Delaware Department of Transportation for the National Electric Vehicle Infrastructure (NEVI) Round 2 Request for Proposals (Contract No. DOT2606). The document serves as a detailed budgeting template for applicants to itemize all project costs associated with community-focused EV charging infrastructure development. Applicants must provide comprehensive cost breakdowns for hardware (charging stations by model and kilowatt capacity), project development and construction costs (site development, engineering, electrical systems, permitting, and installation), and other eligible direct costs (warranties, maintenance contracts, networking fees, shipping, and signage). The budget form requires applicants to distinguish between eligible costs that qualify for grant funding under the RFP announcement and ineligible costs that do not qualify, with total project costs encompassing both categories.

The maximum allowable grant award is capped at 80 percent of the total capital project cost, with applicants required to identify other sources of funding including federal tax credits, state funds, and private contributions to meet the remaining cost share requirements. The form includes line items for charging station equipment, electrical infrastructure, security features, labor costs, permits, and necessary signage as eligible expenses, while prohibiting ineligible costs such as administration, real estate acquisition, landscaping, renewable energy infrastructure unrelated to charging, and travel expenses. Applicants must demonstrate project financing through a combination of NEVI grant funds and identified alternative funding sources, with the form providing a structured approach to calculating net project costs after accounting for other available funding and determining the final grant amount requested.
