About this file
This is a Request for Proposal issued by the State of Florida Department of Transportation, District One, for District Wide Storm Sewage Inspection services. The project requires contractors to provide comprehensive closed-circuit television (CCTV) video inspection of existing storm sewer systems, cross drains, and box culverts throughout District One, including dewatering, desilting, and cleaning operations. Services encompass pipes ranging from 12 to 96 inches in diameter, drainage structures such as catch basins and inlets, and concrete box culverts. The technical proposal is due February 26, 2026, at 9:00 AM, with a public opening scheduled for 2:00 PM the same day and a price proposal opening at 10:00 AM at 801 North Broadway Avenue in Bartow, Florida. No pre-proposal conference will be held. Technical questions must be submitted in writing by February 3, 2026, at 2:00 PM. The intended award will be posted on March 19, 2026. The contract is structured as an indefinite quantity term contract with a five-year initial term commencing May 1, 2026, and terminating April 30, 2031, with optional renewals not exceeding three years or the original contract term, whichever is longer, contingent upon satisfactory performance and fund availability.
The budgetary ceiling is $1,500,000.00, with compensation structured through individual Letters of Authorization (LOAs) at unit rates established in the price proposal. Proposers must submit pricing for desilting pipe items, closed-circuit television inspection items at various pipe diameters with and without joint gap measurements, dewatering systems, drainage structure inspections, and specialty cleaning services, all on a per-unit basis (linear feet, each, or cubic yards as applicable). All payments are subject to a one percent MyFloridaMarketPlace transaction fee. Financial penalties of one percent of the LOA fee per calendar day will be assessed for late delivery of work products, up to a maximum of 100 days, following a five-day grace period. Proposers must be NASSCO-certified, registered in MyFloridaMarketPlace, authorized to conduct business in Florida, and obtain general liability insurance with minimum combined bodily injury limits of $200,000 per person and $300,000 per occurrence, plus property damage coverage of $200,000 per occurrence. A performance bond in the amount of the full proposal must be provided by a Florida-authorized surety company. Technical evaluation is worth 100 points based on project approach, communication plan, desilting plan, video data management and GIS upload capabilities, and district coverage; price evaluation is worth 50 points. No specific set-asides or disadvantaged enterprise requirements are specified.
